2020: In investigative department of the Ministry of Internal Affairs divisions on fight against cybercrimes appeared

On February 7, 2020 it became known of emergence in investigative department of the Ministry of Internal Affairs of divisions on fight against cybercrimes. This measure as reported in the ministry, became necessary as police officers even more often should investigate such illegal acts.

Main goals of creation of such divisions in the Ministry of Internal Affairs called increase in effectiveness of warning and control of offenses in the IT sphere, and improvement of skills and training of the most trained employees in work on identification, disclosure and investigation of cybercrimes.

According to the estimates of department, in 2019 nearly 300 thousand penal IT crimes were registered. The number of the crimes investigated by investigators of the Ministry of Internal Affairs of the Russian Federation increased by 62% and exceeded 45.5 thousand.

According to the Ministry of Internal Affairs, digital revolution brought not only the benefits to citizens of the country as the latest information technologies adopt also criminal circles more and more actively.

According to the ministry, by means of use  of information technologies  in Russia are made:

  • plunders of someone else's property;
  • drug traffic, by weapon, people is done;
  • extremist literature extends, new members of the terrorist groups are hired;
  • frauds using cellular communication and also means of the IP telephony;
  • theft of personal data in large volumes and their sale.

Malefactors learned to substitute original phone numbers of credit institutions (banks), public services, issuing themselves for their workers, thereby deceiving citizens.[1]

2019: Creation division with crime in the field of high technologies

At the beginning of November, 2019 the Ministry of Internal Affairs of the Russian Federation announced creation of the divisions specializing in fight against the crimes connected with use of information technologies. New structures will be created by the industry principle without staff increase in central office of department and territorial authorities of internal affairs.

The Interior Minister Vladimir Kolkoltsev charged to heads of operational central boards, Investigative department and Management of the organization of inquiry to prepare documents in which organization structures, powers and functions of the created divisions will be defined. After that materials will be directed to regions.

The Ministry of Internal Affairs creates departments of fight against IT crimes

Besides, the staff of Bureau of special technical events of the Ministry of Internal Affairs of the Russian Federation and their division at the regional level will be considerably increased. The order on changes will be drafted until the end of 2019.

Vladimir Kolokoltsev, speaking at a meeting of board of the Ministry of Internal Affairs of the Russian Federation, noted that criminals more and more actively use new technologies. Among new threats the minister noted fraud cases using cellular communication and also means of the IP telephony.

According to Kolkoltsev, in 2018 the number of the illegal acts made using information technologies increased twice, and in January-September of the 2019th – almost by 70%.

According to the State Office of Public Prosecutor, by 2019 every seventh crime in Russia is connected with information technologies, and their number only grows, and they concern practically all spheres of criminal activity.

Earlier in 2019 the Ministry of Internal Affairs was entrusted to develop the portal for complaints of the population to cybercriminals. The website had to act as the aggregator on which would gather and stored in a single system of complaints.[2]
