At the same time, the DIT budget for 2019 in this document is spelled out at the level of 60.9 billion rubles, although subsequently this amount could traditionally grow somewhat.

The current law on the budget for 2020 and the planning period 2021 and 2022. was adopted by the Moscow Duma at the end of November 2019. On the website of the mayor's office, the budget has so far been segmented only in the context of state programs and according to budget classification sections. Segmentation by specific departments usually appears somewhat later, sometimes at the turn of March-April.

It is reported that in the detail of expenditures under the budget classification there is a section "Communication and Informatics," for which 79.8 billion rubles were allocated in 2020. Artem Ermolaev explained the reason for the change in these financial plans by the fact that Moscow decided to make global investments in education and housing and communal services.

What exactly the extra money will go for

Speaking at the plenary part of the forum, Ermolaev said that in 2016 Moscow began a pilot project in six metropolitan schools to switch to an electronic teaching system. 2015: IT cost plan in health - 1.3 billion rubles

The DIT of Moscow does not believe that the crisis economic situation affects the financing and course of informatization of the capital's health care. At the same time, the reduction in capital investments is considered as an objective process in conditions when most of the investment in development has already been made.

In particular, such categories as smartphones, tablets, laptops, components, software, wearable devices, Internet access, television, cellular and fixed communications, mobile applications, and so on, fell under monitoring.

Each month, the Department will publish an analytical report on changes in the cost of goods and services and the possible reasons that these fluctuations are caused.

In Moscow, the Department of Information Technologies (DIT) is engaged in the purchase of computer equipment and programs, and Eskei is suing him. When collecting auction bids for the supply of programs, DIT requires documents confirming the exclusive rights of suppliers to the software.

But only the manufacturer has exclusive rights to the software, Kuprin writes in a statement of claim. Kuprin demands that both the results of the auction and the requirement to confirm exclusive rights be recognized as illegal. Irina Tulubyeva, managing partner of the Tulubyeva, Osipov & Partners law firm, agrees with this logic: the exclusive right to a work can belong to only one company, therefore, several bidders with such rights can be nonsense.

Adobe told Vedomosti that it does not grant exclusive rights to its licensed products. Microsoft - which provides its partners with a level playing field for the sale of products.

A spokesman for DIT says Kuprin got it wrong. According to the representative, it follows clearly from the tender documentation: we are talking about confirming the rights to distribute software. Five companies took part in the competition for the supply of Adobe software, a subsidiary of the German PC Ware won. The general director of a company affiliated with another participant in the competition learned about the requirement to confirm the exclusive rights from Vedomosti and said that he was surprised. Judging by the fact that there were many participants in the auction on Adobe and everyone was allowed, the customer himself did not understand why he demanded exclusive rights, the lawyer of the software developer argues. Historically, the main provider that provided schools with broadband Internet access was the Moscow Telecommunications Corporation Comcor (Akado-Telecom brand, part of the Akado group). This company was achieved against the background of the fact that its founder and co-owner Yuri Pripachkin headed the Electronic Moscow project until the end of 2005.

With the transition to a competitive contract distribution system, Comcor won tenders for several years, but in 2010 lost to the little-known Simple Network company, which market participants associated with Tascom. The competition for the first half of this year was again won by Comcor, but the operator did not even apply for continued service during the second half of the year. The company did not comment on the reasons for this decision.

"Tascom" retained a contract for the maintenance of libraries, museums and other objects of the Department of Culture, for which the company will receive 107 million rubles. MGTS offered 126 million rubles for this lot, "Comcor" - 127 million rubles. The company also again won a tender for providing the Internet to children with impaired vision in order to distance education, the issue price amounted to 2.6 million rubles. In the future, DIT intends to provide all urban consumers with speeds up to 10 Mbps and transfer them to optical communication channels. Taking into account the fact that the provision of facilities is a long-term project, DIT plans to hold contests every few years.
