Rostelecom became the only owner of NDTs, having redeemed a share of Inter RAO

In June, 2016 it became known of plans of Rostelecom to become the only owner of National Data Centers (NDC) company which can become the operator of the state cloud.

As the representative of Rostelecom Valery Kostarev told Vedomosti, the company is going to bring to 100% a share in NDTs through one of the structures — RTK-TsOD which the state operator owns through the Safedata company purchased in 2015. By the beginning of June, 2016 Rostelecom possesses 50% of NDTs, and Inter RAO owns other half. Rostelecom intends to redeem a share, said in the publication of the newspaper of June 7, 2016 in the nearest future.

Later in June, 2016 it was announced that Rostelecom became the only owner of National Data Centers (NDC) company, having brought the share from 50% to 100%. The Russian operator redeemed a share block, necessary for consolidation, from Inter RAO. Purchase Rostelecom made RTK-TsOD through the child structure. Financial side of the transaction does not reveal. However, according to some information, the amount was close to the amount of authorized capital of the company.

Rostelecom will become the only owner of future operator "gosoblaka"

In February, 2016 TAdviser reported what the Ministry of Telecom and Mass Communications prepared and sent to the Government of the Russian Federation the draft of the order about appointment of NDTs as the operator of a system of federal data centers to which the state IT systems will be transferred. Creation of a special cloud which will store the data of state agencies (and in the future state corporations and the companies with state participation) which are not containing a state secret is planned and will increase security of the state information resources. Project completion is planned for 2021.

According to TAdviser, the Government had to sign the resolution on appointment of NDTs as gosoblaka operator at the end of February — the beginning of March, 2016. However by the beginning of June the operator is not appointed, but as the representative of the Ministry of Telecom and Mass Communications Anna Akhmadiyeva reported Vedomosti, the draft of the order about appointment of the operator of a system of data centers is introduced to the government.

The candidacy directly of Rostelecom is considered, Valery Kostarev reported. According to him, data centers and cloud services are one of the priority directions of the updated strategy of Rostelecom.

Plan of appointment of the company as gosoblaka operator

In February, 2016 the Ministry of Telecom and Mass Communications prepared and sent to the Government the draft of the order about appointment of NDTs as the only contractor on providing capacities of data processing centers (computing and engineering infrastructure, services of operation and maintenance), TAdviser told a source in the Government.

Signing of the resolution was expected at the end of February - the beginning of March, 2016.

It is supposed that in DPCs which will be constructed by NDTs information systems of federal and regional authorities will be placed.

The network of DPCs for placement of the state information systems will be created and operated by National Data Centers company

The concept of transfer of processing and storage of the state information resources to the system of federal and regional DPCs (Gosoblako), the prime minister Dmitry Medvedev signed on October 7, 2015. In the document it is noted that centralization of computing resources will allow to save the budget and to increase safety of data processing (cm more detailed).

In the summer of 2016, according to the concept, pilot projects on placement of information systems in "state cloud" should take place.

By September, 2016 rules of rendering services of a system of data processing centers and also criteria and an order of inclusion of DPCs, information resources and (or) IT systems of users in "state cloud" should be developed.

From January, 2018 to December, 2020 in "state cloud" IT resources of state agencies which are owners of DPCs, and should be translated from January, 2019 to December, 2021 – IT resources of state corporations and companies with state participation.

The first systems which should be transferred to "state cloud" are specified in the draft of the order of the Government about appointment of NDTs as the only contractor (the copy is at the disposal of TAdviser) is some systems of the Ministry of Telecom and Mass Communications (a system of accounting of the contingent of students, a management system for the personnel structure of civil service, the information and statistical system, the platform of storage of electronic documents), the Ministry of Agriculture (the system of registers, registers and the normative reference information, the system of providing state services) and Rosrybolovstvo (a monitoring system of biological resources, observation and control of activity of harvesting vessels).

The Ministry of Telecom and Mass Communications did not begin to comment on the draft of the order.

2015: Rostelecom and Inter RAO create the company

Rostelecom (through Vestelcom subsidiary company) and Inter RAO UES in March, 2015 created the joint company — National Data Centers (NDC) LLC for the purpose of construction of data centers in Russia.

In November, 2014 the president of Rostelecom Sergey Kalugin estimated the future investments into creation of network of DPCs of 40 billion rubles.

According to the Kommersant newspaper[1], the chairman of the board of Inter RAO UES Boris Kovalchuk and the head of the block of strategy and investments of Inter RAO UES Ilnar Mirsiyapov joined NDTs the board. Ulvi Kasimov — the founder of Sferiq investment company and the managing partner of IQ One fund became the CEO. It is also a co-owner of the Aykumen of IBS IT company, for 75% belonging to Rostelecom. Earlier Kasimov worked as the deputy director of Research Center Kurchatov Institute.
