Rusinformeksport is the company integrator of the Russian IT solutions. It is created in May, 2016 especially for promotion of the Russian IT products in international market and project implementation for foreign state authorities. Is child structure of the "National center of informatization" entering into Rostec.

The project developed at a financial support of the head of Softline Igor Borovikov.

In 2017 stopped the activity when the planned activity was transferred to the new company - Rusaytieksport (RITE, Russian Information Technology Export).

2017

Creation of the new company for export of IT products

In May, 2017 at the TsIPR conference in Innopolis the former mayor of Innopolis Egor Ivanov, presented the new company at Rostec - Rusaytieksport (brand RITE, Russian Information Technology Export). The purpose of its activity are promotion and sales of the Russian IT products in foreign markets. According to Egor Ivanov, Rusinformeksport, earlier created for the similar purposes, it will be focused on the project on creation of elements of the electronic government in Syria. Read more here.

Egor Ivanov is invited for restart of the company

In February, 2017 Rostec reported that Egor Ivanov was elected the CEO of the Rusinformeksport company created in Rostec state corporation for the purpose of export of the IT products developed in Russia.

Later, in May, 2017 at the TsIPR conference in Innopolis Egor Ivanov told TAdviser that he was invited to structure and start this project, at the same time de jure he was never the CEO of Rusinformeksport. Read in more detail here.

2016

Dismissal of the CEO Pavel Basin "in connection with failure to follow the business plan", resubordination in NCI

On December 23, 2016 in the RT-business development company belonging to Rostec announced TAdviser that with the CEO of Rusinformeksport Pavel Basin "the contract in connection with failure to follow the business plan and unsatisfactory results of work was ahead of schedule stopped on December 19". Alexey Chuykov was appointed the acting as the CEO.

Besides, in "RT-business development" reported that the Rostec state corporation approved transfer of asset management of Rusinformeksport LLC from RT-Razvitiye Businessa LLC in direct control of National Center of Informatization LLC. In the nearest future in Rusinformeksport the new structure of Board of Directors and management team will be created, added to the companies.

The company was created as a startup with the capital of 10 thousand rubles. Naturally the company needed to provide financing therefore loans from the market were attracted. It was important that the corporation did not spend budgetary funds. Arrangements on entering into property were violated. Shareholders except 10 thousand rubles of the capital did not invest in the company kopeks. The first contract was signed in 6 months after creation of the company. Contract amount (with Syria, - a comment of TAdviser) exceeded 300 million rubles. The signature of this contract brought the company to payback, operating profit, and provided with resources for further development. And it in only 6 months of work. Besides, our command acquired a large number of projects which we are going to implement in 2017. We reported on results of this important work this fall to the Russian Prime Minister D.A. Medvedev. Few startups for the first year of work get a profit and deserve recognition at the state level. We managed to make it due to examination and professionalism of a command. About we wash the solution dismissal for me became a bolt from the blue. I hope that common sense will prevail and the command will be able to continue work as complete structure

As the owner of Softline helped Rostec to build export IT-Business

Rusinformeksport, become famous in December, 2016 for signing of the contract with the government of Syria on delivery of elements of the electronic government, practically all this year worked for the money borrowed at the owner of Softline Igor Borovikov the source in Rostec told TAdviser.

Registered in May, 2016 Rusinformeksport it was created by natives of the "National center of informatization" belonging to Rostec. The owner of 100% Rusinformeksport, as of December, is Rt-Tmt LLC which, in turn, belongs to direct "subsidiary" of Rostec "RT-business development".

Pavel Basin who became the CEO of Rusinformeksport, according to the source TAdviser, agreed with Igor Borovikov about crediting of the first year of work of the command and about use of foreign offices Softline. Further it was planned that investments will be converted into Borovikov and Basin's share in Rusinformeksport.

Igor Borovikov financed creation Rusinformeksport and expected to become her co-owner

Softline, having become the co-owner of the IT export of Rostec, could raise assessment of the cost in anticipation of share placing at the exchange (IPO). Rusinformeksport, as envisioned by Basin, should not have spent money for opening of foreign offices, explains a source of TAdviser potential benefits of the parties.

But by the fall of 2016 views of partners of cooperation dispersed and Borovikov stopped financing (by estimates of the interlocutor, the owner of Softline by this moment invested from 15 to 20 million rubles in Rusinformeksport). In November sent to Softline to the company the requirement about compensation of a loan, the representative says Rusinformeksport. And in December the director of legal department of Softline Gennady Sashin founded the new company with the same name "Rusinformeksport".

After financing suspension Basin, according to the source TAdviser, sent the offer to finance activity of the company independently or with other investor to Rostec, but the shareholder did not approve this invention.

Pavel Basin, according to two interlocutors of TAdviser, since December 19, 2016 was dismissed from a post of the CEO of Rusinformeksport belonging to Rostec (in the USRLE Basin, as of December 22, 2016, continues to remain a CEO).

Softline of TAdviser reported that Igor Borovikov always supported and supports the strategy of development of the Russian IT export and has experience more than 20 years of successful implementation of this strategy in 32 countries of the world.

Refused to answer a question of the purposes of creation of Rusinformeksport by the general counsel of the company in Softline, having noticed that "RT Business development", "which is 100% the owner of a brand Rusinformeksport, it is informed concerning registration of this legal entity and has about it no claims".

Also added to the companies that Igor Borovikov and persons affiliated with him are not shareholders together with "RT Business development" or any its affiliate in one company. In the company did not begin to speak about interaction perspectives.

Pavel Basin reported to TAdviser that arrangements with Softline as with the legal entity, was not, but there was an arrangement with Borovikov on investment into the capital or property of Rusinformeksport.

With Softline there was an arrangement, as well as with any other integrator or the contractor, about a research of competences of the company and their inclusion in the list of the products implemented by Rusinformeksport for foreign customers. The business model of Rusinformeksport does not mean a binding to the specific supplier not to limit itself in the offer on products. After the publication of material in Rostec officially reported to TAdviser that since December 19 Basin left the CEO's position. The representative of state corporation refused to answer other questions.

Basin reported to TAdviser that he did not obtain official information on dismissal from the employer and did not sign any documents on it.

Cooperation of Rostec and Igor Borovikov on the direction of Rusinformeksport, according to the interlocutor of TAdviser in Rostec, continues.

Signing of the contract with the government of Syria

At the beginning of December, 2016 Rusinformeksport signed the contract on deliveries of elements of a system of "the electronic government" with the Syrian communications agency. The possibility of the contract was studied since March, 2016. According to arrangements till 2020 in Syria will be created infrastructure of the centers proving the identity and points of issue of electronic signatures[1].

According to TAdviser, the following similar contract can be signed with the government of Cuba. The Deputy Prime Minister Dmitry Rogozin charged to handle this issue in September, 2016.

Delivery agreement of the Support platform

In October, 2016 Rusinformeksport announced that it will act as the supplier of the Support platform and the products which are its part. Among them – automation of different processes of activity, a ready complex of development of business applications, a management portal projects, distance learning, the system of corporate/departmental electronic document management and a number of other information systems. Solutions are based on the Russian technologies, experience of OTR company and implemented in federal agencies. The platform has necessary flexibility for adaptation to tasks of the foreign companies.

Testing of the products "MyOffice"

On July 14, 2016 it became known of plans of Rusinformeksport to deliver products of New cloud technologies abroad. Based on tests of programs the decision on their export out of borders of Russia and the CIS countries will be made. 

New cloud technologies and Rusinformeksport signed the agreement of intent within which the companies will begin cooperation in promotion of the products "MyOffice" abroad.

Software of "MyOffice Standard" and "Is going to test MyOffice the Private cloud". The solution "MyOffice" will be deployed both in own cloud of the developer, and in a private cloud at the customer's capacities.

New cloud technologies and Rusinformeksport signed the agreement of intent within which the companies will begin cooperation in promotion of the products "MyOffice" abroad

Further Rusinformeksport considers the possibility of promotion of the products "MyOffice" out of borders of Russia and the CIS countries.  The zone of business interests of the company includes countries of Eastern Europe, the Middle East, Southern and Southeast Asia, Africa and Latin America.

The agreement with about export of IT solutions of BARS GROUP

On June 8, 2016 in Innopolis the CEO Rusinformeksport Basin Pavel and the CEO of JSC BARS GROUP Timur Akhmerov signed the agreement of intent within which promotion of the Russian IT solutions outside Russia and the CIS countries is planned.

Rusinformeksport will enter as the supplier of 65 software products developed by BARS GROUP company. Among them there are platform solutions ("BARS.UP.Desinger", "Alpha BI") and a number of drawing information systems for industry tasks in public sector. A business intelligence, property management, energomenedzhent, budgeting, construction management, systems for health care and education – not the complete list of thematic blocks which are closed by solutions of BARS GROUP. All solutions are based on the Russian technologies and have sufficient flexibility for adaptation to tasks of foreign customers.

Rostec created the company for export of IT solutions

On June 8, 2016 the Rostec state corporation announced creation through the investment holding "RT-business development" of separate structure which will be responsible for export of the Russian IT solutions to the world market. The new company received the name of Rusinformeksport LLC.

It will promote unique digital products at the international level that will allow to attract, in particular, additional currency financing in a hi-tech segment of the Russian economy, declared in Rostec.

Rostec created new structure on promotion of the Russian digital products in international market

Rusinformeksport will work with the CIS countries, Eastern Europe, the Middle East, Southern and Southeast Asia, Africa and Latin America. Operational work of Rusinformeksport with the foreign states will be carried out in coordination with profile Russian public authorities.

The head of Rusinformeksport Pavel Basin noted that the new structure was created for two main reasons — on an economic benefit and need of development of the Russian IT industry due to new sales markets.

By the beginning of June, 2016 the exploration portfolio of Rusinformeksport contains more than 200 IT systems for automation of public administration. According to Rostec, IT market capacity for a public sector of developing countries is about $500 billion.

Meanwhile, at the beginning of June, 2016 the RT-business development company agreed with the Chinese China CYTS Industrial Development about creation of fund for investments into the Russian IT projects and high technologies.[2]
