The state company "Russian Highways" ("Avtodor") was established in 2009. The company's goal is to create a support network of high-speed roads connecting Moscow, St. Petersburg, as well as the central regions of Russia with the seaports of the Baltic and Black Seas and providing access to the road network of the Republic of Belarus and Ukraine. The state company uses various forms of public-private partnership (PPP) in the implementation of projects for the reconstruction and construction of roads.

The trust management of the State Company "Avtodor" contains the routes of the M-1 "Belarus" with a length of 450 km, the M-4 "Don" (1716 km) and the M-3 "Ukraine" (432 km). The state company carries out their comprehensive reconstruction. Avtodor is responsible for the construction of the Moscow-St. Petersburg expressway and the construction of the Central Ring Road (TsKAD) in the Moscow Region.

To implement all major projects, the State Company uses public-private partnership (PPP) mechanisms.

2023: Increase in revenue from toll collection on toll plots by 45% to 80.18 billion rubles

In 2023, Avtodor earned 80.18 billion rubles from collecting tolls on toll roads, which is 45% more than a year earlier, and 5 billion rubles more compared to the forecast of the head of the state-owned company Vyacheslav Petushenko. This is stated in the reporting under RAS, which Avtodor disclosed in April 2024.

Avtodor's revenue in 2023 amounted to 1.51 billion rubles against 840.6 million rubles a year earlier. Net profit in 2023 reached 45.4 million rubles, while in 2022 net losses of 422.2 million rubles were recorded.

Avtodor earned 80.18 billion rubles

According to Kommersant, citing Avtodor documents, in 2023 the company increased tolls on toll road sections to 55.3 billion rubles from 40 billion rubles in 2021.

It also follows from the reporting of Avtodor that in 2023 the costs of a state-owned company for road management increased from 76.3 billion to 95.2 billion rubles, for the construction and reconstruction of facilities - from 467.7 billion to 581 billion rubles. The volume of subsidies from the federal budget for the construction and reconstruction of roads in 2023 amounted to 86 billion rubles (in 2022 - 333.8 billion rubles), for road management - 35.4 billion rubles (in 2022 - 27.1 billion rubles).

In 2023, according to Avtodor, the total number of passes on all high-speed roads of the state-owned company amounted to more than 285 million, which is 17.9% more than in 2022. The growth in the popularity of Avtodor highways among motorists is associated, among other things, with record indicators in the number of new road sections opened last year - a total of more than 800 km, the company explained.

The largest number of driveways - almost 145 million - fell on the road of the Don M-4, which is 12% higher than in 2022. A significant increase in traffic is also noted on the Central Ring Road (TsKAD) in the Moscow Region. In 2023, motorists made more than 80 million trips to the Central Ring Road against 71 million in 2022.[1]

2017: Avtodor and Rosavtodor may merge into a new state-owned company

The state-owned company Avtodor and the Federal Road Agency can be combined into a new structure under state control. The corresponding project is being prepared at the Center for Strategic Research (CSR) as part of the reform of road construction, Vedomosti wrote in September 2017. One of the scenarios is to merge the government agency and the state-owned company into a single public law company. The CSR confirmed the fact of work on the project, Avtodor, Rosavtodor and the Ministry of Transport declined to comment.

Among the reasons for the possible unification, experts name two. This is, firstly, the competition between the two structures for budget funds. It is necessary to avoid it and strengthen cooperation so that planning is more effective, one of the authors of the reform noted to Vedomosti. And secondly, a clear shortage of potential investors for toll road construction projects.
