The court arrested SAS money in a lawsuit from Russian Railways

As TAdviser found out, the Moscow Arbitration Court on May 13 granted the application of Russian Railways to take preliminary interim measures against the American developer SAS Institute, which left the Russian market, filed on April 22, 2022. The court determined to seize funds in the company's accounts, including those that will go to the accounts of SAS Institute, the legal entity under which SAS Institute worked in Russia.

From the statement it follows that Russian Railways in April 2021 entered into a contract with the SAS Institute for 31 million rubles for the provision of technical support services and made an advance payment. From the draft agreement available on the Public Procurement portal[1], it follows that the certificate for premium technical support should have been valid until December 24, 2022. However, in April 2022, the American company announced its departure from Russia and closed its office. The Russian Railways company demanded through the court to block 25.5 million rubles in the accounts of the SAS Institute.

According to the court's decision, Russian Railways must file a claim on demand, in connection with which an application has been filed to ensure property interests no later than May 20, 2022. The SAS Institute has a month to appeal the court ruling.

Earlier on April 26, 2022 , Alcor & Co, which manages L'Etoile stores, filed an application to ensure property interests for the Russian division of the SAS Institute. The amount of claims from the retail chain is almost 11.7 million rubles. On May 5, the Moscow Arbitration Court accepted a statement of claim from the company and began legal proceedings.

The CEO of the company , Alexander Tikhonov , was fired a little earlier on April 2, 2022. At the same time, according to an ex-employee of the SAS Institute, management was not allowed to complete current projects and close cases.

I think these are only the first lawsuits against the company, because everything happened very quickly. Most likely there will be other claims from those affected by the activities of the American company, "the ex-employee of the SAS Institute shared with TAdviser.

Closing the office and laying off 300 employees

On April 11, 2022, it was announced that the SAS Institute was closing in Russia and one day laid off 300 employees. Employees are paid several salaries. The parent company refuses to transfer money to Russia. It is planned to bankrupt the Russian LLC.

Employees of the Russian office expressed dissatisfaction with the company that it did not go through other software suppliers who maintain operations in Russia or transfer control to local management.

Enterprises of the agro-industrial complex in the local market have access to SAS advanced analytics solutions for optimizing crop rotation, intra-season control, assessing the financial consequences of intra-season changes, as well as resource planning and other tasks. In particular, one of the main tasks that SAS agribusinesses are helping is to quickly find alternative options for changing market conditions and unpredictable events, such as, for example, Turkey's ban on duty-free import of Russian wheat and corn.

Agribusiness in Russia has reached a certain maturity, as evidenced by the stabilization of the level of investment in agriculture and the growth of competition among agricultural producers. The agro-industrial complex is growing the volume and quality of application of modern technologies, including data collection, storage and processing systems. Data from satellites, sensors, operating and transactional systems are used. This increases both the amount of data and the need for high-quality processing and reliable conclusions that can be relied on to make decisions. As a result, the demand for industrial analytical systems and, in particular, in-depth analytics, which is the key competence of SAS, is formalized.

Opening of a representative office in Kazakhstan

SAS completed the first projects in Kazakhstan back in 2004. Then telecommunications companies and government agencies became users of SAS solutions. Among them: Kazakhtelecom, Tax Committee of the Ministry of Finance, administration of the city of Almaty. A few years later, the company began working with Kazakhstani banks. The company cooperates with such leaders of the banking market as Kaspi Bank, Eurasian Bank, Altyn Bank, Sberbank Kazakhstan, Forte Bank and others.

"Previously, SAS users from Kazakhstan collaborated with our Russian office. Due to the fact that a separate division of SAS Kazakhstan has appeared in our structure, interaction will become easier and faster. Experts from Russia and Europe will continue to support offices in Astana and Almaty, participate in projects and in supporting solutions, transfer best practices and international expertise to Kazakhstan. At the same time, the Kazakh representative office will have more independence and opportunities to accumulate local expertise, "explains Valery Pankratov, General Director of SAS Russia/CIS
.

SAS Russia opens an innovation center

The innovation center will be opened in June at the office of SAS Russia on Taganka. It will use the experience of advanced SAS offices and visualize both the functionality of the company's main software solutions and their implementation with partners. Visitors to the center will be given the opportunity to test changes in business processes in laboratory conditions with the implementation of SAS solutions. As the head of SAS Russia/CIS said, the Center will begin its work by demonstrating the automation of business processes using client analytics solutions, as well as visualizing the work of anti-fraud systems.

The Center will house various business facilities (ATM, Beacons, video cameras with software using the principles of biometric identification, etc.), on the example of which various areas of application of SAS solutions will be demonstrated. Analysts of the company will clearly use the example of various scripts to show customers how a particular business process is being built in their company and how it can be flexibly improved. V. Until recently, in Russia, full-fledged work with analytical tools was hindered by the low degree of digitalization of the industry, says Valery Pankratov, CEO of SAS Russia/CIS. - The shift to electronic health records, a gradual move towards data standardization and sharing have helped create a framework that allows for the start of using accumulated information to improve the quality of treatment and the rational allocation of resources. Now it is possible to bring to Russia all the experience that SAS has accumulated over decades of work with Western research, medical and insurance organizations, foundations and pharmaceutical companies.
