Mishustin selected 5 billion rubles for construction of oncology dispensary in Tula

In the middle of December, 2020 the prime minister Mikhail Mishustin signed the order according to which the Military construction company is appointed the only contractor on construction of the Tula regional oncological clinic. Within this government contract the company will receive 4.94 billion rubles.

The relevant document is published on Wednesday on the official Internet portal of legal information. In the annex to it it is told that the price of the public contract of construction of oncology dispensary "is firm, is defined on all completion date of the public contract and it cannot be exceeded".

Deadline for which the government contract on construction of the facility consists including project works, it is called on December 15, 2022.

The military construction company can attract subcontractors, collaborators, but itself should execute not less than 25% of cumulative value of obligations. Also conditions of advancing of works which cannot exceed 50% of cost of the contract are specified. The contractor can use advance payment for payment of supplies of equipment (including technology), constructions, materials, production preparatory or installation and construction works on an object and (or) the expenses connected with their mobilization. Payment of the performed works on the public contract is allowed without implementation of complete repayment by the contractor of earlier received advance payment.

Obligatory observance by Military construction company of "essential conditions" of the government contract is stated in the document.

The military construction company was created in October, 2019 for implementation of large-scale construction projects of the Ministry of Defence. The only medical object which is specified on the official site of the contractor, – multi-profile clinic of Army medical college of S.M. Kirov in St. Petersburg.

Construction of the Tula regional oncology dispensary began in 2020 earlier though it was planned in the 2021st. The medical institution will be on Kaluzhskoye Highway. According to plans, the oncology center will begin work in 2024.[1]

The Government of the Russian Federation selected 1.8 billion rubles for the beginning of construction of oncology center in Tula region

On October 25, 2020 the Government of the Russian Federation announced providing more than 1.8 billion rubles for the beginning of construction of the oncological center in Tula region. In total in the project it is going to invest 8.2 billion rubles, including 6 billion rubles from the federal budget.

That from a reserve fund of the government 1.8 billion rubles are selected for this object, the press service of the Cabinet of Ministers with reference to the order signed by the prime minister Mikhail Mishustin reported. The decision was made at a meeting of the Government on October 22, 2020.

In Tula region will construct the oncological center for 8.2 billion rubles

It is supposed that the oncology center in Tula will open in 2024. The clinic, a hospital on 340 places and operating rooms will be located there. Will carry out early diagnostics here and to provide medical care by the oncological patient.

Project and surveying works by the end of October, 2020 are carried already out at the expense of means of the regional budget. Selection of 1.8 billion rubles from a reserve fund will help to begin construction in 2020, but not in the 2021st as it was planned earlier, noted in the press service of the Government of the Russian Federation.

According to the Ministry of Health of Tula region, in the region where about 1.5 million people live, about 6 thousand cases of malignant new growths annually are registered, nearly 40 thousand inhabitants stay on the registry in oncology dispensaries. Fight against oncological diseases is one of tasks of the national Health care project within which decrease by 2024 in death rate from malignant new growths to 185 cases on 100 thousand people, the organization and retrofitting of the centers of the out-patient oncological help, creation the 18th reference centers is supposed. The project budget till 2024 makes 969 billion rubles. In 2020 to implementation of the federal program it is going to direct 120 billion rubles.[2]
