Union of telecom operators of LTE Union of LTE

The union of LTE/LTE Union/— mobile operators the non-commercial consolidation of telecom operators based on voluntary membership. It is created according to the decision of SCRF No. 10-10-03-2 of December 28, 2010 for coordination of activity of operators on a research of opportunities and conditions of creation in the Russian Federation of networks of mobile broadband Internet access of fourth generation (4G).

Completed the work on April 3, 2020 according to the solution of members of the Union: PJSC VimpelCom, PJSC MegaFon, PJSC MTS and T2 Mobile LLC in connection with accomplishment of authorized tasks of creation of 4G networks in the Russian Federation.

The "Digital Economy of the Russian Federation" program is approved by the Order of the Government of the Russian Federation of July 28, 2017 No. 1632-r. One of Program indicators concerning information infrastructure due to which achievement by 2024 achievement of the planned characteristics of digital economy of the Russian Federation is provided is the indicator "in all large cities (1 million people and more) steady covering 5G above".

2020: The union of LTE stopped the activity since April 3, 2020

The union of LTE mobile operators created in 2011 for interaction of operators on a research of opportunities and conditions of creation in the Russian Federation of networks of mobile broadband Internet access of fourth generation (4G) announced in April, 2020 the termination of the work in connection with accomplishment of authorized tasks.

"Based on the LTE researches initiated and conducted by the Union in all available frequency ranges operators had an opportunity to optimize the costs for conversion of a range and to aim these resources at the development of 4G networks. Besides, in addition to the researches concerning fourth generation possibilities of development of networks of the next generations in the available ranges were worked out and the base for further effective interaction of operators which they will continue independently now is created", - the chief executive of the Union LTE Gulnara Hasyanova reported.

According to assigned tasks, in 2019 conversion of a radio frequency spectrum in bands 791-862 MHz and 694-790 MHz were the main activities of the Union of LTE; availability of a radio frequency spectrum in a band 1920-2170 MHz; creation of conditions for implementation of NB-IoT on the operating LTE networks and the subsequent modifications; study of the concept of development of 5G communication networks by operators; interaction from the Ministry of Telecom and Mass Communications of the Russian Federation, State Radio Frequency Commission and other state bodies and the organizations, the international organizations on questions, relevant for members of the Union; participation in TRG "Communication networks" and RG of ANO Tsifrovaya ekonomika. Among the carried-out research works: development of the concept of creation and development of narrowband wireless networks of Internet of Things for creation of conditions of implementation of NB-IoT on the operating LTE networks and the subsequent modifications; project development of the national standard "Information technologies. Internet of Things. The protocol of wireless data transmission on the basis of the LTE standard in the NB-IoT mode", project development of the road map of release of bands 694-790 MHz from the distribution zone of TsETV for the benefit of implementation of a 5G/IMT-2020 within the Digital Economy program and also participation in the research GSMA "Development of a 5G in Russia and the world: a prospection" which was provided to expert business community within the PIEF together with GSMA and the Russian Government Analytical Centre.

2019

Researches of conditions and opportunities of development of 5G networks and study of measures for creation of additional mechanisms of stimulation of investment activity of operators, focusings of support of the state in the most significant and problematic issues of the industry, including within the Information Infrastructure direction of the "Digital Economy of the Russian Federation" program as one of the main end-to-end digital technologies on which this Program is under construction are technologies of wireless communication were a priority of the Union of LTE in 2019.

2012

At the taken place meeting of founders of the Union of telecom operators of LTE (further — the Union of LTE) the new structure of Council of the Union is elected. About one representative from everyone the companies — the participant of the Union of LTE was a part of Council:

• Kudryashov Anton, CEO of JSC VimpelCom;
• Provotorov Alexander, president of JSC Rostelecom;
• Streshinsky Ivan, board member of OJSC MegaFon;
• Abugov Anton, senior vice president of JSC AFK Sistema, board member of JSC MTS.

The solution of a meeting of founders expresses gratitude to Oleg Malis who headed Council (the supreme body of management of the Union of LTE) since April, 2011 and provided constructive interaction on coordination of activity of operators.
