"The All-Russian Research Institute on operation of nuclear power stations" was formed (VNIIAES) in 1979. Since 2001 is affiliated enterprise of Rosenergoatom, performs functions of the research supervisor on all problems of operation of nuclear power plants of Russia.

VNIIAES - the main developer of the leading and regulating documents on security of the NPP based on requirements of Rostekhnadzor and the recommendations of the International Atomic Energy Agency (IAEA).

Activities

Key activities of institute:

  • Analysis of operating experience of the NPP, their equipment and systems;
  • Mathematical modeling of neutron and physical and warm and hydraulic processes in reactor installations and power units in general;
  • Development, creation and delivery of full-scale and special exercise machines for the NPP;
  • Development of technical means of training, the computer training systems, educational and methodical ensuring training of personnel of the NPP;
  • Development of regulating, operational documentation for all stages of lifecycle of the NPP;
  • Technical means and program and methodical ensuring operational diagnostics of the equipment, pipelines and systems of the NPP;
  • Development and improvement of an APCS of the NPP;
  • Operational status monitoring of metal of the equipment and assessment of a residual service life;
  • Radiation safety and treatment of radioactive waste;
  • Increase in efficiency of use of nuclear fuel on the NPP;
  • Control automation by water and chemical processes;
  • Quality assurance at operation of the NPP and some other.

In addition to works in Russia VNIIAES takes part in projects of Rosatom on a construction of the NPP abroad: in Finland (the NPP of Hankhikivi), Hungary (NPP Paks), Egypt (NPP El-Dabaa), Turkey (NPP Akkuyu), Indonesia, Jordan, Bangladesh, Vietnam, Armenia, Belarus.

In 2015 the number of staff of institute exceeded 1000 people.

History

2017: Creation of the center of cyber security of nuclear power plants

In April, 2017 VNIIAES reported that based on it the Competence Center on cyber security of an APCS of nuclear power plants was created. It is formed for the purpose of creation of a single system of identification and warning of cyber attacks to an APCS of the NPP and maintenance in permanent readiness of forces and means of mitigation of consequences from cyber attacks on nuclear power plants.

Tasks of the center include formation of industrial and scientific and technical policy on cyber security of an APCS of the NPP, development and deployment on nuclear power plants of technologies and information security tools.

Now it is possible to expect that issues of cyber security of the NPP will be resolved in the uniform center, but not each station separately, - the CEO of VNIIAES Farit Tukhvetov noted. – The center will coordinate all work, including creation of uniform base and functioning of the general technology platform of ensuring cyber security. Qualification of our specialists allows to work also in other directions.

At accomplishment of these and other tasks the Center will interact with NIKIET and Atomtekhenergo which are a part of Rosatom.

Earlier, in January, 2017, VNIIAES announced the beginning of development of a number of standards on cyber security of an APCS of the NPP on a task from Rosenergoatom. The fundamental standard "Control and management systems was at that time prepared. Cyber security of an APCS of nuclear power stations. Terms and determinations" in two languages - Russian and English.

This standard sets terms and determinations of the basic concepts used in the field of cyber security of an APCS to unify solutions of cyber security during creation, implementation and operation of systems and APCS complexes of the NPP.

Even earlier in plans of VNIIAES there was also a development of the new concept of ensuring cyber security of an APCS and the analysis of a status of protection of an APCS of all operating NPPs against cyberthreats. The institute was going to carry out the analysis until the end of the first half of 2017.

2016: Agreement with Kaspersky Lab

In December, 2016 the agreement on sci-tech cooperation between VNIIAES and Kaspersky Lab was signed. It is about partnership development in the field of ensuring cyber security of an APCS, including on subjects to use of atomic energy.

The institute calculated that consolidation of efforts from Kaspersky Labs will allow to bring to qualitatively new level scientific and technical developments in the field of cyber security of the enterprises of a nuclear power complex.
