In March, 2012 the Ministry of Internal Affairs approved the concept of creation of a single system of information and analytical ensuring activity (ISOD) of the Ministry of Internal Affairs of the Russian Federation in 2012-2014. It represents set of the automated information processing systems used in the ministry, hardware and software systems and program technical means and also communication systems and the data transmission necessary for ensuring office activity of department.

Creation of ISOD became continuation of the project of uniform information telecommunication system (EITKS) of Department of Internal Affairs which was kept since 2005. The most important component of this system was the telecommunication subsystem providing information exchange of all divisions of Department of Internal Affairs with other law enforcement agencies and state agencies of different levels.

Creation purposes

Basic reason of making decision on creation of ISOD in materials of structures of the Ministry of Internal Affairs is called the lack of single architectural concepts and system approach to implementation of automated systems in department.

In the course of creation of ISOD problems of automation of core activities of divisions of the Ministry of Internal Affairs, the organization of the centralized storage and data processing should be solved. As envisioned by the Ministry of Internal Affairs, a system should become a uniform source of information for all staff of divisions of the Ministry of Internal Affairs, to serve for the organization of electronic interaction between them, ensuring the differentiated access to information resources.

Department also calculates that creation of ISOD will promote increase in efficiency of the made decisions due to improvement of quality of the prepared reports based on up-to-date and reliable data, providing the operational and timely analysis of key indicators of activity of the Ministry of Internal Affairs of the Russian Federation.

Structure of ISOD

ISOD Ministry of Internal Affairs includes the integrated multiservice telecommunication network (IMTN), the system of the centralized data processing (DPC and PTK), application services of ensuring daily activity of divisions of the Ministry of Internal Affairs (daily services), application services of ensuring operational and service activity of divisions of the Ministry of Internal Affairs (office services) and also a subsystem of support of interaction of divisions of the Ministry of Internal Affairs with the population and interdepartmental interaction and a providing Information Security subsystem.

Basic element – EIS DPC

Basic element of infrastructure of ISOD Ministry of Internal Affairs is EIS DPC which is created on several territorially remote platforms. It is intended for placement of the centralized information systems and services of the Ministry of Internal Affairs and providing access to them using cloud computing.

In DPC it is going to use servers on Elbrus processors.

Due to creation of EIS DPC in the Ministry of Internal Affairs expect to unify the software and hardware solutions used in department and to bring architecture of the main automated information systems into accord to modern requirements to availability and reliability. It should provide consolidation of the diverse data which are contained in the different systems of the Ministry of Internal Affairs and to provide uniform access point to them for use in operational and service activity of the Ministry of Internal Affairs.

Among the expected effects of creation of DPC – reduction of expenses on creation, support and operation of automated information systems used in the Ministry of Internal Affairs.

In 2013 it was carried out by ROC on creation of technology infrastructure of DPC. On this project follows from terms of reference that in it, mainly, servers of IBM, a basis for data storage –the solution EMC should form a computing basis.

The subsystem of support of interaction with the population, and also interdepartmental interaction for the purpose of providing state services includes:

Financing

As of the middle of December, 2014 on the portal of purchases Gostorgi.ru it is possible to find about 100 different procurement procedures anyway connected with ISOD Ministry of Internal Affairs including yet not complete biddings. On the official portal of state procurements on a similar request about 25 purchases are issued. The total starting price of the published purchases is more than 5.6 billion rubles.

Among the largest biddings – delivery of an automated workplace for ISOD (the starting price is more than 940 million rubles), accomplishment of ROC "Creation of ISOD Ministry of Internal Affairs of the Russian Federation" (about 1.4 billion rubles) and also the largest tender – ROC "Development of ISOD Ministry of Internal Affairs" (more than 1.4 billion rubles). Many auction was held as purchase at the only supplier, some tenders have the closed character.

2019

The Ministry of Internal Affairs coded technical support of the IT system for which put her creators and the acceptor

As detected CNews, the Ministry of Internal Affairs under pressure of the authorities was necessary to transfer to the non-public mode the choice of the contractor on technical maintenance superproblem InformSystems, considerably having displaced at the same time terms of an implementation of works and having corrected their cost[1].

Let's remind, on January 25, 2019 on the basis of the FAS decision the ministry had to cancel the open electronic auction planned for January 28 on support of a single system of information and analytical ensuring activity of the Ministry of Internal Affairs (ISOD) with the starting price of contract of 1.65 billion rubles and of its execution on December up to 20, 2019. Shortly before it in supervising department considered that the Ministry of Internal Affairs should resort to the closed method of determination of the supplier of these services (in more detail — below).

The new auction is started closed mode. It in particular, means absence in a public access of the technical project — applicants will be able to receive it only personally, on confidentiality terms. Also information on applicants, the winner and the amount of the contract will be secret — protocols of work of a tender committee on the website of state procurements will not appear.

Requests from applicants will be accepted till May 27, 2019. Biddings are planned for May 28. Performance of the contract should come to the end on June 30, 2020, i.e. the general scope of work increased approximately for two months. Most likely the fact that the amount of the restarted lot grew to 2 billion rubles is connected with it.

The Ministry of Internal Affairs required with AT Consulting one million for the toilet and water used during execution of the government contract

As [2] found out, the IT structure of the Ministry of Internal Affairs "Special equipment and communication" did not manage to prove in the Moscow arbitration court that her contractor — the known integrator AT Consulting — is obliged to be calculated with it on accounts for electricity and the sewerage. Housing and communal services created these accounts for that period that the IT company worked for the state organization at the contract[3].

With this claim the structure of the Ministry of Internal Affairs took legal action in the middle of February, 2019. The amount of requirements was 1.16 million rubles. Accounts for the electric power, heat, water disposal, garbage removal appeared in the claim.

From the point of view of structure of the Ministry of Internal Affairs, the IT company had to compensate it the specified costs for that period that it performed in the territory of the customer the contract on operation of a single system of information and analytical ensuring activity of the Ministry of Internal Affairs of the Russian Federation (ISOD) — during 2016-2018.

In court documents the cipher of these works — "Operation of product 14t1" is specified. Search in the website of state procurements shows that given in a row it was distributed in a format of closed competition at the end of 2015. Its starting price was 8.4 billion rubles.

In a conversation with CNews representatives of AT Consulting company were limited to the formal comment. "In the work AT Consulting always aims at mutually beneficial cooperation, building up customer relations on the basis of high-quality services, trust and respect — noted in the company. — We also respect laws of the Russian Federation and court's decision and are glad that the claim came to the end in this way".

AT Consulting will continue work on ISOD Ministry of Internal Affairs

As it became known TAdviser, the AT Consulting company won the tender for accomplishment of developmental works on development of the federal search system of genetic identification "Xenon-2" (enters into a complex of ISOD Ministry of Internal Affairs of the Russian Federation). The relevant information was posted on the official site of state procurements. This event matched closing of criminal case concerning the founder of the company Sergey Shilov. According to a source of TAdviser, the won tender can speak about recovery of trust of department to Shilov and his command. Informatization of a public sector is one of core competencies of AT Consulting, in particular the company performed works on creation of electronic services for the Ministry of Internal Affairs, FPS and other law enforcement agencies.

Case of ISOD collapsed

The Investigative Committee of Russia (ICR) completed in March, 2019 investigation of high-profile criminal case about potential office abuses which were allowed during creation of the intelligent system of ensuring activity (ISEA) of the Ministry of Internal Affairs and turned back loss of 1.4 billion rub for department[4].

According to the edition, investigators refused charges of corruption to all defendants in the case including the main thing – the former CEO of NPO Ministry of Internal Affairs of the Russian Federation "Special equipment and communication" (STIS) of Andrey Nechayev who, according to the investigators, accepted ISOD at the contractor and paid for it when in a system at least three components were not ready. According to Kommersant, investigators established that Nechayev went to it to toady to the administration, but not for mercenary reasons.

Now criminal case consists of about 200 volumes, and his persons involved who are under house arrest are busy with acquaintance with it, the newspaper with reference to defenders of one of persons involved reports.

Shilov and Nashchekin's prosecution is stopped

In May, 2019 criminal prosecution concerning Alexey Nashchekin was stopped, reported RIA Novosti with reference to his lawyer Sergey Grevtsov[5].

Based on long, most difficult investigation on criminal case the investigation carried out a complete and objective inspection of all facts of the case and Alexey Nashchekin's non-participation in the acts incriminated to him is set. The lawyer Nashchekina added that his client has a right to complete rehabilitation, compensation of moral and property harm.

Until an end of the investigation Nashchekin was under house arrest, and then under recognizance not to leave.

Earlier, in April, 2019, criminal prosecution of Sergey Shilov passing on the same matter was also stopped: the investigation and prosecutor's office did not find corpus delicti in its activity.

The authorities force the Ministry of Internal Affairs to code technical support of the IT system for which they put her creators and the acceptor

As found out CNews, the Ministry of Internal Affairs will not be able to select the contractor on technical maintenance main InformSystems from the public mode. On the basis of the FAS decision the ministry had to cancel on January 25, 2019 the corresponding open electronic auction with the starting price of contract of 1.65 billion rubles. Supervising department considered that the Ministry of Internal Affairs should resort to the closed method of determination of service provider[6].

The reason of it was the fact that for execution of works the contractor needs to study confidential data that is incompatible with any publicity.

"Customer representatives explained that for rendering services to the winner of an auction it is necessary to study order No. 016 having a signature stamp 'confidentially', said in documents of FAS. — The specified order is not placed in EIS and open access in a nterneta. Considering stated, the description of a subject to purchase which is subject to inclusion in the auction documentation contains the data which are the state secret that is the basis for application of the closed method of determination of the supplier".

As the direct customer on the tender the "Special Equipment and Communication" scientific and production association at the Ministry of Internal Affairs (STIS) acted. As for subject to support — a single system of information and analytical ensuring activity of the Ministry of Internal Affairs (ISOD), it already caused this organization many problems. STIS was engaged in creation of ISOD, and this project cost it to the head Andrey Nechayev not only his post, but also freedom. The amount of the main starting development contract ISOD (came to the end at the end of 2014) was 1.4 billion rubles. It as a result from Nechayev began to be required in the Ministry of Internal Affairs.

2018

Arrest of contractors Sergey Shilov and Alexey Nashchekin

Detention, interrogation and confrontation

In the evening on April 10, 2018 two interlocutors of TAdviser familiar with Alexey Nashchekin announced that it was delayed by law enforcement agencies. Sources assumed that case of corruption during creation of an information system (ISOD) of the Ministry of Internal Affairs on which in March, 2018 the founder of AT Consulting Sergey Shilov was placed in the pre-trial detention center, and in 2017 - the former chief of NPO Spetstekhnika i svyaz Andrey Nechayev could be of detention the cause.

On April 13 the Kommersant newspaper reported details of detention and events which followed it.

In the evening on Tuesday, April 10, the employees of GSU ICR who are engaged in case of frauds during creation of ISOD Ministry of Internal Affairs came to Nashchekin's apartment on Michurinsk the avenue. Nashchekin was connected several months to this criminal case by the witness, and claims to it, probably, arose after field investigators of FSB of the Russian Federation found out that early in the morning on Wednesday that was going to take off for Belarus.

At the same time, according to a source of Kommersant, close to investigation, the air ticket to Minsk was only a reason for detention. Results of interrogation of the co-owner of AT Consulting Sergey Shilov arrested one and a half months ago who is ready to sign the pre-trial agreement with the State Office of Public Prosecutor became the reason. In its framework mister Shilov participating, according to the investigators, in financial frauds of the customer of ISOD Andrey Nechayev reported that the main defendant had one more "assistant" — the CEO of NTS Alexey Nashchekin. He allegedly "transferred information" from Andrey Nechayev to the main contractor of the project Shilov

According to Kommersant, after the four-hour interrogation which took place on Tuesday night to Nashchekin organized a confrontation with Sergey Shilov. During it the delayed Nashchekin insisted on the non-participation in swindle; the arrested Shilov claimed that he used his intermediary services. The investigator as a result believed Shilov and right after a rate brought to Alexey Nashchekin charge. According to the investigators, he, as well as Sergey Shilov, assissted (Part 5 of Article 33 of the Criminal Code of the Russian Federation) to Andrey Nechayev in commission of abuse of office with heavy effects (Part 3 of Article 285 of the Criminal Code of the Russian Federation). Believe in ICR that entrepreneurs persuaded Nechayev to pay not up to the end performed works on ISOD. Perhaps, the representative of the Ministry of Internal Affairs met requirements of businessmen not disinterestedly.

The petition of ICR for arrest, as well as all criminal case, Nashchekin's defender Sergey Grevtsov considers not "advocating the state interests", and "inquisitorial". According to it, the protocol of a confrontation consists of eight sheets, and on the first four Shilov stated the position, and on remained — frankly "floated", being not able to answer the specifying questions of Nashchekin and his defender.

On April 20 Sergey Shilov left the pre-trial detention center: Basmanny Court of Moscow changed it a measure of restraint from detention to house arrest.

According to TAdviser, the attention of law enforcement authorities in 2017 was drawn also by one more project in which Alexey Nashchekin - creation of the Uniform State Real Estate Register (USRER) participated earlier.

The source of TAdviser in law enforcement agencies said that on violations in Rosreestr during creation of this system in the fall of 2017 criminal case in which were engaged in FSB with Investigative Committee was opened.

Alexey Nashchekin was one of contractors on development of the system of Rosreestr till 2017. Nashchekin's arrest for two months. Multimillion pledge did not help

On April 12 reported RBC that charges of participation in abuse of office[7] were brought to Alexey Nashchekin[8]. The petition of investigating bodies for election of a measure of restraint concerning it in the form of detention came to court.

The press secretary of court explained that according to the evidence Nashchekin is accused of complicity at commission of the crime provided by Part 3 of Article 285 of the Criminal Code of the Russian Federation (abuse of office).

Consideration of the petition of the investigation in court also took place on April 12.

Nashchekin's protection asked to bail him in 100 million rubles. His lawyer made such statement during the meeting in Basmanny Court of the capital, reported the Agency of city news Moscow[9]

Readiness to post bail for Alexey Nashchekin was expressed in court somebody by Ekaterina Erofeyeva. The Kommersant newspaper called her Nashchekin's cohabitant, but his acquaintances told TAdviser that it is an error.

The investigator asked to satisfy the petition in full as "A. Nashchekin's fault is confirmed by testimonies of witnesses and other case papers". The prosecutor's office supported a position of the investigation. As a result the court satisfied the petition of the investigation and decided to arrest Alexey Nashchekin till June 10, 2018.

House arrest of Nashchekin

On April 27 according to the decision of Basmanny Court Alexey Nashchekin was released from the pre-trial detention center under house arrest till June 10, 2018, reported TAdviser in the press service of court. Thus, he spent in prison 16 days.

The basis of this solution was formed by an investigation position according to which the character and weight of the crime incriminated to Nashchekin taking into account the information about his personality demonstrates that the bases for election of a measure of restraint changed that allows to change it a measure of restraint to softer, report RIA Novosti with reference to the lawyer Nashchekin of Sergey Grevtsov[10].

At the same time, as it became clear during court session, this solution of the investigator was preceded by the petition of his defenders which contained the characterizing material concerning Nashchekin who allowed to make the decision on change of a measure of restraint, - quote Grevtsov RIA Novosti.

Sergey Shilov delayed on the same matter about abuses during creation of the IT system of the Ministry of Internal Affairs carried out to the pre-trial detention center of 50 days - from March 1 to April 20 then he was also sent under house arrest.

New charges, pros and cons of house arrest

In August, 2018 new charges were brought to Alexey Nashchekin. In particular, according to Part 1 of Article 286 of the Criminal Code of the Russian Federation (abuse of office) and Part 6 of Article 290 of the Criminal Code of the Russian Federation (taking of a bribe). It is specified in appeal resolutions of Moscow City Court, published in base of courts of Moscow in October. The decree was issued after the next attempt of protection of Nashchekin to appeal against prolongation of its house arrest. Last time it was prolonged till December 10.

Earlier, in April, 2018, charge according to Part 5 of Article 33 of the Criminal Code of the Russian Federation (partnership in crime) and according to Part 3 of Article 285 of the Criminal Code of the Russian Federation (abuse of office) was brought to Nashchekin, said in the resolution.

In August res criminal cases were opened also concerning being connected with it to Andrey Nechayev and Sergey Shilov's case. Concerning the first of them - according to Part 6 of Article 290 of the Criminal Code of the Russian Federation (taking of a bribe), and concerning Shilov – according to Part 5 of Article 291 of the Criminal Code of the Russian Federation (bribery).

Criminal cases to which there are connected Nashchekin, Shilov and Nechayev are united in one production. One more person – Gennady Kuprinsky who earlier, as well as Nashchekin, was connected to the case on Part 5 of Article 33 and Part 1 of Article 285 of the Criminal Code of the Russian Federation appears in court documents. He held a post of the CEO of scientific research institute of the automatic equipment in the past. When implementing the ISOD Ministry of Internal Affairs project the scientific research institute headed by it acted as the general contractor.

The term of pretrial investigation for Alexey Nashchekin, in particular, is set till January 17, 2019.

Nashchekin considers that his criminal prosecution is performed to put upon it pressure as he did not agree to a slander of other persons, follows from the September resolution of Moscow City Court.

The Moscow City Court considering the petition for appeal of protection of Nashchekin on the court order of the first instance about the conclusion it under house arrest concluded that the bases for such type of arrest did not change and did not disappear. Arguments which were given in court for benefit of house arrest included earlier the fact that Alexey Nashchekin is accused, including, of commission of especially serious crime for which imprisonment for a period of up to 15 years is prescribed, has the foreign passport, repeatedly went abroad.

Also Nashchekin has extensive communications among police officers of Russia in which structure a part of witnesses in the case serve, is mentioned in the resolution of Moscow City Court. A number of witnesses are his acquaintances, the investigative actions directed to establishment of other accomplices of crimes are carried out.

With respect thereto, being at large without restrictions and bans, Nashchekin can abscond and vessels, to continue to be engaged in criminal activity, to destroy proofs, to make impact on participants of criminal proceedings, to otherwise prevent proceedings, - it is specified in the appeal resolution.

Contrary to petition for appeal arguments, the court of first instance took earlier into account and existence of the sufficient data testimonial of justification of participation of Nashchekin in the acts incriminated to him as eyewitnesses pointed to it as on the person who committed a crime it is also told in the appeal resolution.

Nashchekin's protection, in turn, considers his criminal prosecution illegal, and the events imputed to it – based on investigation conjectures, distorted and created artificially.

According to Nashchekin, his criminal prosecution and contents under house arrest leads to destruction of the whole segment of hi-tech Russian business with the high export potential and loss hundreds of jobs, follows from the resolution of Moscow City Court. About what segment there is a speech, in the court document it is not specified.

Among arguments for benefit of Nashchekin's release from house arrest protection gave its positive image, including the fact that the decree of the Russian President he was awarded with an Order of Honour.

According to the sources of TAdviser familiar with Nashchekin, despite house arrest the businessman gets permissions to leave the house and regularly visits office, continuing to be engaged in the business.

In December, 2018 in Basmanny Court reported to TAdviser that the term of house arrest was prolonged to Alexey Nashchekin till March 10, 2019.

The Ministry of Internal Affairs made the claim for 1.4 billion rubles to the chief designer of ISOD

The Ministry of Internal Affairs (MIA) of Russia demands from the former head of the division of NPO Spetstekhnika i svyaz Andrey Nechayev of payment 1.4 billion rubles for defects in work of the Single system of information and analytical ensuring activity (ISOD), implementation which he directed. 1.4 billion rubles are the amount of the government contract for works on creation of ISOD which Nechayev concluded with the contractor on behalf of the Ministry of Internal Affairs[11].

Nechayev is accused that he accepted ISOD at the contractor and paid for it when in a system at least three components were not ready. The investigation classifies it as abuse of office according to Part 3 of Article 285 of the Criminal code of Russia. This paragraph offers imprisonment for a period of up to ten years with deprivation of the right to hold certain positions or to be engaged in a certain activity for a period of up to three years.

The aspiration to meet expectations of the management is considered the reason of actions of Nechayev, the option of receiving remuneration from the contractor was eliminated during the investigation, transfers the Kommersant edition with reference to the source close to the Ministry of Internal Affairs.

Nechayev was delayed in October, 2017 after management "M" of the Federal Security Service (FSS) of Russia became interested in circumstances of its work on ISOD. Charge against it was brought by the Investigative Committee of Russia, the decision on detention was made by Basmanny district court.

Nechayev's arrest caused the voluntary retirement of the Deputy Interior Minister on the back Alexander Makhnov motivated in the Ministry of Internal Affairs with the fact that Makhnov bore the personal liability for Nechayev subordinated to it, being at the time of settling with the contractor the head of department of information technologies, communication and data protection in the Ministry of Internal Affairs. After receipt brought charges from Investigative Committee of the Ministry of Internal Affairs against Nechayev the civil action.

2017: Arrest of the chief designer

On October 18, 2017 the chief designer of ISOD Andrey Nechayev was arrested (in more detail).

2015: Court with Lanit because of the nonexistent version of Microsoft Windows Server

Delivery of software of Microsoft for ISOD Ministry of Internal Affairs on [12], concluded at the end of December, 2014 with "subsidiary"of LanitLanit integration, led to judicial proceedings. The contractor came out the winner on case[13] in two instances – the first and appeal.

Court's decision according to the results of consideration of the case in appellate instance was published at the end of December, 2015. Follows from it that trials arose because of licenses for state agencies of software of Windows Server and Windows Server Datacenter which were a part of delivery. The Ministry of Internal Affairs was required to provide their 32-bit and 64-bit versions.

Before signing of the delivery-acceptance certificate of the rights to use software LANIT-Integration specified the Ministry of Internal Affairs that 32-bit versions of the specified products do not exist. The company asked department to accept 64-bit versions of products, having referred to the fact that the application software of the Ministry of Internal Affairs compatible to their 32-bit versions will be able to work also with 64-bit versions. LANIT-Integration supported the arguments with the letter from the Russian office Microsoft.

The Ministry of Internal Affairs accepted the delivery including only 64-bit distribution kits of this software, however soon informed LANIT-Integration that the company violated terms of the contract and in an inadequate way performed the of obligations for assignment of rights on software, without having provided 32-bit versions. The Ministry of Internal Affairs returned the licenses Windows Server 2012R2 and Windows Server Datacenter 2012R2 with 64-bit distribution kits.

Under the terms of the contract between the Ministry of Internal Affairs and Lanit integration, its execution from the contractor it was provided with the bank guarantee for which UniCredit Bank was attracted. After return of controversial licenses the Ministry of Internal Affairs addressed to UniCredit Bank behind payment of a guarantee. The Ministry of Internal Affairs estimated the size of the requirements at 140.9 million rubles. Money was transferred to department.

After that LANIT-Integration through court demanded to collect from the Ministry of Internal Affairs the amount transferred to it as unjust enrichment and also 1.19 million rubles over this amount as interest for using someone else's money.

Having studied case papers, including the letter from Microsoft, the court came to a conclusion that regarding 32-bit versions of disputable products of the obligation Lanit integration stopped in connection with impossibility to perform them because of circumstances for which any of the parties is not responsible. In turn, discharge excludes any responsibility of bound party for its non-execution. The court qualified receiving the Ministry of Internal Affairs of money as unjust enrichment and made the decision to collect them from department in advantage Lanit integration together with percent.

2014

Purchase of software of Microsoft for 455 million rub

In December, 2014 the Ministry of Internal Affairs carried out [12] on delivery of software of Microsoft for functioning within ISOD with the starting price nearly 470 million rubles. "Subsidiary"of Lanit - the LANIT-Integration company which bate down the price approximately to 455.6 million rubles became the winning bidder. In addition to it the AT Service company entering into the AT Consulting group also participated in an auction.

Under the terms of the contract, for the specified amount of the Ministry of Internal Affairs will obtain 150 thousand licenses Microsoft Office 2013, 250 licenses Microsoft Visio 2013, 200 licenses Windows Server 2012 R2 and on 10 licenses Microsoft Project 2013 and Windows Server 2012 R2 Datacenter. Licenses are delivered according to the program of corporate licensing of Microsoft for state institutions.

Readiness of DPC

In October, 2014 the Minister of Internal Affairs of the Russian Federation Vladimir Kolokoltsev at a pravkomissiya meeting on use of IT for improvement of quality of life and conditions of conducting business activity reported that the DPC of the Ministry of Internal Affairs based on which planned placement of specialized information services and systems is carried out is already put into operation and in it 32 information systems are already unrolled.

Creation of a prototype

In September, 2014 the Ministry of Internal Affairs "Creation of ISOD Ministry of Internal Affairs" on which completion date is designated December of the same year signed the contract with "NIIAA" for accomplishment of ROC. According to one of the presentations about this project, in its framework production of a prototype of ISOD and replication of services of a system in the subjects of the Russian Federation (45 and 85 subjects depending on purpose of service) and also carrying out preliminary and state tests according to GOST is planned.

For the purpose of execution of works on deployment of a prototype of ISOD in territorial subdivisions of the Ministry of Internal Affairs the collaborator –AT Consulting was attracted.

2013: AT Consulting will create for the Ministry of Internal Affairs of EDMS on one million users

AT Consulting started project implementation on creation of EDMS in the Ministry of Internal Affairs, told TAdviser in the company. The contract for accomplishment of these works for the amount of 45.8 million rubles was signed in October, 2013. During tender at the choice of the contractor the company considerably brought down the maximum cost of the contract which was about 131 million rubles. In addition to AT Consulting,federal state unitary enterprise Scientific Research Institute Voskhod and Tower company also took part in the tender.

Is going to accept a system in operation to the middle of December, 2014. At the time of start of the project in AT Consulting preferred not to open based on what product EDMS for the Ministry of Internal Affairs and also any other parts is created. The company only noted that in 12 years of work it saves up considerable examination in similar projects.

"In particular, recently our company implemented a single system of electronic document management in Rostelecom company based on the EMC Documentum platform. In our portfolio there is also some other projects, the custom-made organizations with the structure distributed for all territorial subjects of the Russian Federation. We hope that our experience and a command, aiming of employees at result, will help to implement the large project in the Ministry of Internal Affairs of the Russian Federation", - told TAdviser in AT Consulting.

In technical requirements of the Ministry of Internal Affairs to a system preferences on a product of specific vendor based on which EDMS should be created are not specified, and it is told only that at its choice should be preferred as the standardized solutions.

Using EDMS Ministry of Internal Affairs expects to automate preparation, processing, storage and use of documents in the divisions of central office and territorial authorities which are responsible for office-work. In addition, the functionality of a system should provide integration between these divisions and uniform space of document flow within department.

Also mobile application for the tablets working running Windows 8 OS should be developed. It will allow to automate activities of heads of divisions of the Ministry of Internal Affairs for pronouncement of resolutions and issue of instructions.

In the further Ministry of Internal Affairs is going to automate processes of document flow in all law-enforcement bodies. For this purpose one of requirements to EDMS specifies its scalability: a system should be designed so that to provide necessary high-speed performance at simultaneous operation in it not less than 1 million users from whom not less than 50 thousand - the staff of office work divisions.

Among IT systems with which EDMS Ministry of Internal Affairs - a single system of information and analytical ensuring activity of department will interact, service of ensuring personnel activity, directory a classification system and data coding in the system of the Ministry of Internal Affairs, the system of interdepartmental electronic document management (MEDO), etc.

By data researches of the Ministry of Telecom and Mass Communications on use of EDMS in federal executive authorities, published in the middle of May, 2013, the Ministry of Internal Affairs was one of five departments outsiders which are not using electronic document management. In addition to the Ministry of Internal Affairs FSTEC,FSB, SVR and Rostourism also treat like those.
