The Infra Engineering holding was created in 2010 by a join path of Regionstroy, Soyuztelefonstroy and number of the regional companies which are engaged in construction of communication networks. According to the unofficial presentation of holding, control over Soyuztelefontsroyem cost it 327 million rubles whereas other companies were purchased at the price less than $1 million everyone.

Primary clients of holding are Rostelecom and Svyazinvest holding (now Rostelecom merged assets of this holding). So, according to the report of Accounts Chamber on check of Svyazinvest, in 2010 Infra Engineering was the second in value contractor of holding, having received from it 9.3 billion rubles (19% of all investment program of Svyazinvest).

The Infra Engineering holding was formed at the end of 2009 — the beginning of 2010 by acquisition of a number of the companies which are engaged in construction of communication networks: Soyuztelefonstroy, Regionstroy and Far East TTDV and TSK. 66% of stocks of Soyuztelefonstroy, according to the presentation of Infra transferred to CNews by a source in the management of Svyazinvest (which as reported CNews in Infra Engineering, "the company does not recognize original, and the facts stated in it - reliable"), cost holding 327 million rub, controlling stakes of other companies cost less than $1 million everyone. Besides, for 450 thousand rubles the holding purchased the PSK Lagoon company servicing network of the Sibirtelecom entering into Svyazinvest, in plans Infra receiving in management of networks of all operators of Svyazinvest appears.

Controlling interests in the companies of Infra bought up Marshall Capital Partners fund and structures affiliated with it, Yurchenko claims, and the native of Marshall Sergey Ogorodnov became the president of Infra. At first about 75% of Regionstroy were purchased, and then began to buy up through it "Union-telefonstroy", Beglyarov, the chairman of the board of directors of the company of a similar profile — "Tells SK telecom. He assumes that a final beneficiary is Marshall.

Ogorodnov reported to Vedomosti that Infra which includes Regionstroy, Regionstroy-Siberia, TTDV and Eneco Export belongs personally to it. In the presentation of Infra it is said that the companies of Infra occupy 30% of the market, and Svyazinvest — 90% in group revenue, but it is going to lower by 2012 this share to 55%. By then EBITDA of group should reach $200 million, and capitalization — $1.34 billion.

In 2009 the companies of Infra (Regionstroy Ltd, Regionstroy-Siberia LLC, JSC Soyuz-telefonstroy, DSK LLC, etc.) became the main contractors of the enterprises of Svyazinvest for all installation and construction works in all regions, the CEO of Svyazinvest Evgeny Yurchenko[1] told Vedomosti]. And in 2010 they received 80% of order amount according to the investment program of Svyazinvest, or more than 13 billion rubles, Yurchenko says.

Top managers of VolgaTelecom and Southern telecommunication company confirm that Regionstroy and "Union-telefonstroy" — their largest contractors. The total costs of Svyazinvest of upgrade of communication networks, data transmissions and infrastructures in 2010 were at the level of 18.9 billion rubles, respectively, a share Infra Engineering in these costs makes 49%[1]. Affirmed as the presentation of Infra Engineering that its enterprises service 80% of all contracts of Svyazinvest in the field of project and surveying and installation and construction works. At the end of 2010 Infr was going to earn $450 million, the share of orders of Svyazinvest made 90% in revenue of holding.

2011

The financial statements of Infra Engineering Holding according to IFRS for 2011 showed significant growth in business. In particular, according to an unaudited proforma of financial statements, the volume of revenue received last year increased by 42% in comparison with 2010 and was about 16.6 billion rubles. Growth of business happened due to increase in volumes and geography of construction of telecommunication infrastructure, including thanks to the conclusion of new contracts with operators of mobile and fixed connection, and development of new activities. So, in 2011 the companies of Holding constructed more than 21 thousand km of communication networks (fiber-optic communication line), about 1.7 million ports are put into operation.

History

2013: An anti-corruption campaign in Rostelecom: The Ministry of Internal Affairs came to search to the chief contractor

The Ministry of Internal Affairs carried out in December, 2013 searches in Infra Engineering holding and its capital asset — Soyuztelefonstroy company (specializes in construction of communication networks). Investigative actions took place within investigation of the criminal case under the article "Fraud in the field of Business Activity" brought according to the statement of the primary client of holding - Rostelecom.

The representative of Syuztelefonstroy specified to news agencies that case concerns the works performed by the company in 2011 for the Yaroslavl branch of Rostelecom. The representative of the company expressed surprise with the events: works were accepted and paid by Rostelecom, and disputes around the contract should be solved in arbitration court.

Rostelecom confirmed to CNews that as a result of "an anti-corruption campaign" the security service of the operator revealed violations among some of his employees. As a result there is a check concerning these employees and partners with whom they worked. At the same time in Rostelecom added that the events are not "actions against any partners".
