In the structure of the Ministry of Internal Affairs of Russia, an Office was created to organize the fight against the illegal use of information and communication technologies. This is stated in the message of the Ministry of Internal Affairs of the Russian Federation of September 30, 2022.

The creation of the Office is due to a large number of computer attacks, remote theft of funds, the active development of the illegal digital industry. According to information for September 2022, every fourth crime is committed using information technology, which poses a threat to citizens, law and order and the country's national security and requires the development of adequate countermeasures.

As noted, the Office for the Organization of the Fight against the Illegal Use of Information and Communication Technologies (UBK of the Ministry of Internal Affairs of Russia) will become the head unit in the implementation of the functions of the Ministry for Combating Cybercrimes.

Among the main tasks of the Office:

  • prevention, detection, suppression and disclosure of crimes and other offenses in the field of IT, as well as coordination of this activity in the system of the Ministry of Internal Affairs of Russia;
  • analysis of data contained in information and telecommunication networks in order to identify prohibited content and combat crime;

  • extremist literature is distributed, new members of terrorist groups are recruited;
  • cellular fraud and IP telephony;
  • theft and sale of large amounts of personal data.

Attackers have learned to replace the genuine telephone numbers of credit institutions (banks), government services, posing as their employees, thereby deceiving citizens.[4]

2019: Creation of a high-tech crime unit

In early November 2019, the Ministry of Internal Affairs of Russia announced the creation of units specializing in combating crimes related to the use of information technology. New structures will be formed according to the sectoral principle without increasing the staff in the central office of the department and territorial bodies of internal affairs.
