National Association of the Professional Collection Agencies (NAPCA)

NAPKA - prof consolidation of the Russian industry of collecting. It includes about 40 collection agencies which support creation in Russia of the civilized collection market, strict observance of the legislation and ethics of collecting.

The association is created on August 10, 2007 at the initiative of participants of the market of collection services: National Service of Collecting LLC (earlier Debt agency Police officer), Sekvoya Credit Konsolideyshn Ltd and Financial Collection Agency Ltd (FASP), with the assistance of Association of Russia regional banks.

NAPKA - non-profit organization to which accession is based on the voluntary aspiration of the companies to conform to the international and industry standards and to participate in market development. The companies entering into NAPKA work in full accordance with the legislation of the Russian Federation and also signed and observe the Code of ethics conforming to international standards of collecting.

2018: NAPKA acquired the right to initiate offers on supervision of the collecting market

The National Association of the Professional Collection Agencies (NAPCA) announced in April, 2018 obtaining the status of self-regulatory organization (SRO). According to the law "About Self-regulatory Organisations" of NAPKA has the right:

  • on its own behalf to dispute any acts, solutions and actions of the state bodies violating the rights of self-regulatory organization or its members;
  • participate in discussion of drafts of laws and other regulatory legal acts on the questions connected with activities for return of debt and also send to state bodies of the conclusion about results of the independent examinations of projects of regulatory legal acts which are carried out by it;
  • submit for consideration of any state bodies of the offer on formation and implementation of state policy on activities for return of debt;
  • request in state bodies and obtain from them information necessary for accomplishment of functions of self-regulatory organization.

"According to law No. 230 regulating activity of participants of the market of collecting, the company has the right to consist only in one self-regulatory organization, – the president of NAPKA Alexey Savatyugin comments. – There are no other references of self-regulation in it now. One of initiatives of NAPKA is introduction of amendments to the profile law according to which need of self-regulation in the collecting market will be fixed in it". Before obtaining the status SRO NAPKA fulfilled the main requirements provided by the law on self-regulatory organization: approved the code of ethics containing standards and rules of conducting activities for return of debt; created specialized internal divisions (control and disciplinary committees) controlling observance of the code of ethics; developed the internal documents allowing to apply measures of disciplinary influence to the participants of association allowing violations; regularly carried out the assessment of activity of participants of association.
