Participants

The National Technology Initiative is a long-term program to create new markets and provide conditions for Russia's technological leadership by 2035. Within the framework of the NTI, 8 "road maps" were approved for the markets Aeronet, Autonet, Marinet, Neuronet, Helsnet, Energinet, Technet and the Circle Movement, about 500 projects received funding. The NTI design office is RVC.

NTI unites technological entrepreneurs, representatives of universities and research centers, large business associations of Russia, development institutions, expert and professional communities, as well as executive authorities.

As of August 2016, NTI participants are:

  • The interdepartmental working group under the Presidium of the Presidential Council for the Modernization of the Economy and Innovative Development of Russia, headed by Deputy Prime Minister Arkady Dvorkovich and Presidential Aide Andrei Belousov, coordinates and monitors the interaction of federal executive bodies, development institutions and other interested organizations within the framework of the implementation of the NTI;

  • RVC - NTI project office: organizational, technical, expert, analytical and methodological support for the activities of working groups involved in the design and implementation of NTI road maps, assistance in the implementation of road map projects, organization and conduct of specialized educational programs, building legal, legal and instrumental support systems, as well as financial support for NTI activities within the approved RVC budget;

NTI restart

NTI will face a significant "reboot" in the near future: the list of supported markets will expand, new measures to support participating companies will appear. In addition, NTI will mainly rely on the business and expert community, rather than the state. This was stated by the President's Special Representative for Digital and Technological Development Dmitry Peskov at an online conference on the restart of the National Technology Initiative on April 7, 2020.

Until the fall of 2020, the NTI will form a new look. The list of 9 NTI-supported markets will be replenished with three more: Edunet (IT in education), Heimnet (computer games market) and EcoNet (IT to improve the environmental situation). Also, "Foodnet" was announced as the new NTI market, but it has previously appeared among the areas of NTI support.

By August 2020, according to Peskov, the NTI will present for protection before an expert commission consisting of representatives of development institutions, specialized ministries, large businesses, educational and scientific organizations, the concept of new markets and road maps for the period until 2035.

NTI chose new niches based on their importance for the state, the opportunity to "shoot" in the next 20 years, as well as the readiness to enter them "strong" entrepreneurs. However, NTI does not exclude the possibility of involving other new areas in its support. The full list of new NTI support markets will be formed only at the end of July 2020.

The role of business and the expert community, for example, will increase in working groups. If before the restart they were attended by co-leaders from business and the state, now the working groups of new markets will consist of entrepreneurs and the expert community, TAdviser explained in NTI. The functions of the state will be, in the main way, to create an infrastructure to support NTI. It will give the "nets" the opportunity to participate in regulatory regulation.

Also, the state will be present in the early acceleration of the NTI. However, the organization will not rely on direct funding, but on measures to indirectly support projects as more effective. Among them - regulatory, personnel and acceleration support for projects.

According to him, RVC is forming a package of priority measures to support technology business, which will not only compensate for some of the problems, but also support the expansion of companies. Among them are low-interest loans for the sale of export and government contracts, instruments for compensating exchange rate differences in the purchase of imported equipment, as well as mechanisms for compensating companies for the development and attraction of new talents. These support measures will soon be submitted for approval by the interdepartmental working group of the NTI.

Alexander Povalko also drew attention to the fact that the existing NTI infrastructure risks being in a situation where it cannot cope with the business request for support.

2016: Priorities

Among the priority areas of NTI, as of August 2016, there were nine markets:

  • EnergyNet (the market for intelligent power services, ecosystems of energy producers and consumers that seamlessly integrate into the common infrastructure and exchange energy);
  • FoodNet (intelligent market for the production and distribution of food and products with individual logistics);
  • SafeNet (new personal security systems);
  • HealthNet (personal medicine);
  • AeroNet (service market based on aerospace and unmanned aerial vehicles);
  • MariNet (market for globally distributed intelligent marine management systems and ocean exploration technologies);
  • AutoNet (drone market and solutions based on them);
  • FinNet (decentralized financial systems and currencies market);
  • NeuroNet (the next-generation information exchange market, whose products and services are based on knowledge about the brain and aimed at expanding brain resources).

According to the NTI strategy (2016), by 2035, the share of private investment in long-term research programs will be at least 50%. Foreign investments in Russian technological developments will account for at least 10% of the country's total budget for research and development[1].

According to the NTI strategy, by 2035, total spending on science and technology will reach 4% of GDP. Revenues of Russian companies and universities from intellectual property management will amount to 1% of the global market turnover, and Russia will enter the top 5 countries in terms of the number of professionals engaged in research and development.

NTI Foundation - Project Office

The NTI Fund is the project office of the National Technology Initiative, provides financial and expert support to companies for the implementation of NTI projects from the federal budget.

Technology competitions organized by the NTI Foundation involve teams of engineers and developers to find solutions to critical tasks and overcome technological barriers.

The Foundation provides universities and scientific organizations with direct grant support for research and training specialists in the field of end-to-end technologies.

NTI Regional Standard

On February 22, 2019, RVC tested the first version of the NTI regional development standard, the development of which started in 2018.

The NTI Regional Standard is a set of methodological recommendations that are designed to streamline the work of authorities and business communities in the regions to collect and test NTI projects.

Many strong, fast-growing companies in the regions still perceive NTI as a rather abstract program that exists somewhere there in Moscow. With the help of the regional standard, we expect to change this perception. A key part of the standard is the algorithm, a sequence of steps that need to be implemented to become part of the NTI. But since the initiative also does not stand still, we will regularly update these recommendations, - said Alexey Gusev, director of the development of the innovative ecosystem of RVC, about the tasks of the document.

The methodological recommendations highlight five key areas of work on the development of NTI at the regional level: the flow of projects, stimulating demand for NTI products, identifying leaders of the business community, creating services for business, working with talents. The main principles of the formation of regional "road maps" of the NTI are also described - that is, step-by-step action plans that the region will carry out together with the RVC and the NTI Platform. An important place in the regional standard is occupied by a description of the best practices that are already used by the most active subjects of the Russian Federation. One of these best practices is the "piloting factory" of NTI projects - a format invented and tested in Veliky Novgorod.

The approval of the regional NTI standard in Veliky Novgorod took place in a practical format: a prototype of the NTI roadmap for the Novgorod region was developed, "collecting" all the activities of the region into a single plan, and those responsible at the regional level were identified.

We are glad that it was in our region that the regional standard was tested. In Veliky Novgorod, the "piloting factory" of the NTI has been operating for the third year, more than 30 projects have been registered on it. Some of them, upon completion of piloting, entered real markets. As of February, the development of a regional "road map" has been launched, which will bring work on the implementation of NTI solutions to a new, systemic level. Ultimately, new technological solutions that are being tested with us will improve the quality of life in the Novgorod region in many key areas: health care, education, transport safety, - commented the Governor of the Novgorod Region Andrei Nikitin.

The first version of the regional NTI standard is published on the RVC website.[2]. As you continue to work with the regions, the set of recommendations will be supplemented. Training according to the methodology of the regional NTI standard will be integrated into the educational intensive program "Island 10-22," which will be held in July 2019 on the basis of Skoltech.

Financing

2021: NTI took ₽50 billion budget funds in 5 years

A total of 50 billion rubles of budget funds were spent on the National Technological Initiative (NTI) for 5 years. This was announced on December 16, 2021 by the Special Representative of the President of the Russian Federation for Digital and Technological Development Dmitry Peskov, speaking at a meeting of the Supervisory Board of the Agency for Strategic Initiatives (ASI), which is being held by Russian President Vladimir Putin.

According to Peskov, in addition to state funding, non-state companies invested another 50 billion rubles in the initiative - "at this earliest, difficult stage, when there are ideas, people, and it is necessary to turn them into technologies."

The markets on which bets were made are growing today in the world and Russia by an average of 20-30% per year. That is, the market for civilian unmanned aerial vehicles is growing today by 25% per year. Five years ago, there were about five companies in Russia that could make competitive products, today there are about 25 of them. He also noted that the appearance on the NTI markets of large private companies, including Sberbank, Yandex and MTS, made it possible to "approximately ten times the rate" of the state through investments in the development of promising companies.

Earlier in December 2021, Dmitry Peskov said that one of the main challenges of our time is to make the health care system reliable and at the same time flexible. Over the past three years, one of the tasks of the NTI has been to create medical AI in order to facilitate the work of doctors and make diagnosis more accurate, as well as provide high-quality monitoring of the patient at home, and not in the hospital. The National Social Initiative (NSI) of ASI also affects the same issues.[3]

2020: Bank "Russia" became an investor in the venture capital fund NTI

On August 13, 2020, Rossiya Bank became one of the investors in the venture capital fund of the National Technology Initiative (NTI). The credit institution pledged to allocate 875 million rubles to the project.

Taking into account these investments, the total size of the NTI venture capital fund grew to 3.5 billion rubles, of which Infrafond RVC contributed 1.5 billion rubles through NTI subsidies, and other investors and the fund's management company Kama Flow contributed more than 1 billion rubles.

Bank "Russia" became an investor in the venture capital fund of the National Technology Initiative

The NTI venture capital fund, launched in 2018, faces the task of financing innovative projects in the field of artificial intelligence, quantum computing, blockchain, big data, etc. By August 13, 2020, the fund has not yet announced transactions and intends to invest in Russian projects of sowing and early stages.

The fund agreed to invest 170 million rubles in two projects, the names of which are not indicated. One startup is engaged in the automation of working with gene data. Another has developed an IT platform for automating business processes,  Kommersant writes.

The NTI venture fund was created in the format of an investment partnership for a period of 10 years (the investment period will be five years).

2019

On April 6, 2019, Prime Minister Dmitry Medvedev signed Decree of the Government of the Russian Federation No. 655-r on budgetary allocations for the implementation of projects of the National Technology Initiative. According to the document, the federal budget for 2019 for the implementation of the measures of the National Technological Initiative (NTI) provides for budgetary allocations in the amount of over 6.2 billion rubles (6 219 000 000).

4.41 billion rubles of the total amount will be allocated by the Ministry of Education and Science of Russia to provide subsidies. Of these: 2.4 billion rubles - for projects on the "road maps" of NTI; 129.6 million rubles - for the organization and holding of technological tenders for the implementation of NTI; 233.5 million rubles - for financial support of programs for the development of certain areas of NTI by non-profit organizations that perform the functions of infrastructure centers; 1.25 billion rubles - to finance an organization endowed with the functions of an operator by the Government of the Russian Federation, to state support for the activities of the University of NTI; 400 million rubles - to provide subsidies in the form of a property contribution for state support of the Platform of the National Technological Initiative.

In turn, the remaining 1.8 billion rubles will be received by the Fund for Assistance to the Development of Small Forms of Enterprises in the Scientific and Technical Sphere, including 1.75 billion rubles - for the provision of grants to legal entities for research work (NIR) on the NTI road maps; and 52.5 million rubles - for financial support for the implementation of expertise, administration, monitoring and assessment of the effectiveness of the use of grants by legal entities within the framework of research and development.

2018: VEB Innovations and RVC will jointly finance NTI projects

The total amount of the fund and the funds raised in the form of co-investments in portfolio companies will be at least 3.5 billion rubles. The fund's industry priorities include big data storage and analysis technologies, artificial intelligence, blockchain, quantum technologies, new energy sources, robotics, virtual and augmented reality technologies, neurotechnology, etc.

In May 2018, at the St. Petersburg International Economic Forum, VEB Innovations LLC and RVC signed a cooperation agreement aimed at developing projects of the National Technology Initiative, the Digital Economy of the Russian Federation program, as well as supporting promising projects in the field of "end-to-end" technologies and assisting Russian innovative companies in entering international markets.

2017

The Russian government has allocated p8.5 billion for subsidies provided during the implementation of roadmaps of the National Technology Initiative (NTI). The corresponding government order was signed on February 13, 2017.

This is not the entire amount that the Ministry of Education and Science should receive for road maps this year: in total, p12.5 billion was reserved for these purposes in the federal budget for 2017. Part of the funds was transferred from 2016, in the budget of which p8 billion was allocated for NTI.

Of the remaining p4 billion, half can go to finance NTI centers at educational and scientific organizations. The other half can be spent on grants that the Innovation Assistance Fund will issue for research and development work related to the implementation of roadmaps. The Ministry of Education and Science and the Ministry of Finance should put forward proposals on how exactly the remaining 4 billion can be spent when amending the law "On the federal budget for 2017 and for the planning period 2018 and 2019[5] issue[6].

NTI Competence Centers

NTI competence centers are units that are created on the basis of educational or scientific organizations. The centers conduct research and educational activities in a consortium with leading technology companies in the interests of developing "end-to-end technologies." These technologies include big data, artificial intelligence, quantum technologies, new and portable energy sources, wireless technologies, virtual and augmented reality technologies and others. A total of 14 such Centers have been created. Until 2021, state financing of the Centers in the amount of 10.3 billion rubles is provided. The project operator of the NTI Competence Centers is RVC.

Performance indicators

2019: Revenues of the NTI Competence Centers exceeded 3.9 billion rubles

On April 24, 2020, the results of the work of the Competence Centers of the National Technology Initiative (NTI) in 2019 became known. The income of the Centers of Competence from the provision of services for research and development, the implementation of paid educational services, expert, analytical and consulting activities in 2019 amounted to almost 4 billion rubles, and the co-financing of the Centers' activities through extrabudgetary sources amounted to more than 1.9 billion rubles.

The number of consortium participants grew by more than 40% and amounted to 470 organizations, more than half of which are commercial organizations, including Sberbank, MTS, KUKA, Rosatom, Gazprom Neft and others. At the same time, the number of commercial companies that in 2019 were customers of works or services of the NTI Competence Centers increased by 76% compared to 2018 and exceeded 190 organizations.

In total, the portfolios of the Centers include 200 research projects, of which more than 150 are under implementation as of April 2020, and 41 projects were successfully completed in 2019.

More than 10 thousand specialists have been trained in the educational programs of the Centers in the field of end-to-end technologies. In total, 34 main educational programs and 80 programs of additional vocational education were developed. In general, in the educational direction, the NTI Competence Centers received income of more than 330 million rubles through the implementation of commercial training of specialists and the provision of educational services to businesses.

Over the 2019 year, the number of employees of the NTI Competence Centers has grown more than 2 times to more than 3.8 thousand people.

In 2018, with the support of the Ministry of Science and Higher Education of the Russian Federation, 14 NTI Competence Centers were launched on the basis of universities and scientific organizations. Their tasks are to transfer scientific developments to specific market products by organizing consortia with industrial partners, as well as training specialists in the field of end-to-end NTI technologies, including big data, artificial intelligence, quantum technologies, portable energy sources, robotics components, wireless communication technologies, virtual and augmented reality technologies and others.

By the end of 2022 state financing , 11.9 billion rubles are provided for support of the NTI Competence Centers. At the same time, the financing model of the Centers provides for the phased replacement of budget grant money with co-financing funds. On behalf of, Governments of the Russian Federation monitoring and support of the activities of the Centers is carried out by RVC. The main indicators of the effectiveness of the NTI Competence Centers are the number of trained specialists, the amount of income from the center's activities and the number of licensed technologies.

2018:150 research projects and 14 NTI Competence Centers launched

The competence centers of the National Technology Initiative (NTI) presented the results of work in 2018. At the end of the year, 150 research projects were launched, and the number of consortium participants increased by more than 25%. The consortia of the Centers include over 300 organizations, 59% of them are commercial companies.

In 2018, 3.8 thousand people passed educational programs implemented with the participation of the NTI Competence Centers.

FoodNet Roadmap (Smart Agriculture)

2021: Creation of a laboratory in the Russian Federation for the production of edible bacteria for 200 million rubles

2018: NTI "Autonet" will invest 685.5 million rubles in technologies for the digitalization of agriculture

The working group of the National Technology Initiative (NTI) "Autonet" approved at the end of 2018 the 3 of a project to introduce technologies for the digitalization of agriculture and freight transportation. The total amount of co-financing will be 685.5 million rubles.

One of the projects, approved by NTI, under the name "Systems of Intelligent Management of Agricultural Machinery" is being carried out by Agrotek Group LLC. The technology is an automated remote control system for mechanized equipment to work in the fields. The cost of the project is estimated at 600 million rubles, of which 180 million should be invested by the development company, another 420 million will come from budget co-financing. It is expected that Agrotek's revenue will amount to 1.4 billion rubles by 2025, writes Rusbase.

Another approved project is being implemented by Avrora Robotics. She plans to launch the first innovative agricultural farm in Russia using automated agricultural machinery by 2021. Also, the AgroRoboService service based on digital agriculture will be launched on the market and associated technologies and information systems will be developed. The project will require investments of 279.7 million rubles. Of this amount, 84.2 million will be investments (including grants) and another 195.5 million rubles are requested in the form of co-financing.

NTI also approved the project of the Expeditor.Pro digital platform for interaction between cargo owners, logistics operators and carriers will help plan, organize and control road transportation, which is implemented by Forwarding LLC. Pro. The service will combine the exchange and the navigation system, which will notify the vehicle of restrictions on the road in terms of carrying capacity and size. With Expeditor.Pro, senders will be able to track shipments online, as well as transport small batches to any point. Small loads will be collected in a certain warehouse and sent by one machine from different suppliers, said a representative of Avtonet. It is noted that the model is similar to that used by Amazon for transportation.

Budget investments in the project will amount to 70 million rubles, another part of the funds will come from investors. The total cost of the project will be 100 million rubles. The company's expected revenue by 2023 is 2.2 billion rubles.

2017: Intelligent Food and Product Production and Distribution Market with Customized Logistics

The Agency for Strategic Initiatives (ASI), together with the business community, presented in September 2017 a roadmap for the development of the food market FoodNet, which is part of the National Technology Initiative (NTI).

As follows from the prepared "roadmap" (at the disposal of RBC)[7]2035 Russian companies should occupy more than 5% of the world market in five priority segments. These include "smart" agriculture (automation, artificial intelligence, big data are used in production), accelerated selection, affordable organic matter, as well as "new sources of raw materials" (we are talking about processing, for example, biomass of algae and insects, the introduction of pseudo-lacquer crops, etc.) and personalized nutrition.

Within the framework of FoodNet, infrastructure projects are also provided (the creation of a network of agricultural clusters, the formation of a monitoring system in the agro-industrial complex using big data), as well as educational and regulatory legal, the representative of ASI notes.

Priorities for 3.3 billion

The road map identifies seven priority projects that are also classified as NTI priority projects. Their total cost is about 3.3 billion rubles, and about 2.2 billion rubles. it is planned to attract from the federal budget by 2021 in the form of grants and refundable forms of financing. However, it is assumed that FoodNet projects should be developed primarily through private investment.

The highest growth rates should be shown by such a segment as "smart" agriculture: the average annual growth of the market may be 12%, and in 20 years it will reach $480 billion compared to $46 billion in 2015, according to FoodNet. AutoNet Roadmap

The interdepartmental group for the development and implementation of the National Technology Initiative (NTI) under the Presidium of the Council for Economic Modernization and Innovative Development approved in April 2018 a roadmap for improving legislation and eliminating administrative barriers in the field of road transport - Autonet.

2018: Bill will make data on public transport movements publicly available

The commercial sector will have access to information on regular public transport routes throughout Russia. The corresponding bill was developed at the end of 2018 by the Autonet National Technological Initiative (NTI). The meeting participants noted the prospects and uniqueness of this decision. Existing geophysical data processing software on the global market operates in semi-automated mode. With increasing volumes of information and increasing data quality and speed requirements, these programs cannot meet the needs of the largest oil and gas companies. The concept of the new software development is based on an alternative method for assessing permeability using neural network technologies. NeuroNet Roadmap (Neuronet)

The Neuronet roadmap, approved in December 2016, is dedicated to expanding the capabilities of the human brain and developing the human-machine communications market - Web 4.0. We are talking about the development of such areas as virtual reality, virtual assistants, new technologies in education, medicine and pharmaceuticals, etc. The implementation of the measures laid down in the roadmap will lead to the fact that the share of Russian companies in the global Neuronet market will grow from 0.1% to 0.25% in 2020, and by 2035 it will be at least 2.5% depending on the segment. The volume of the Russian Neuronet market will increase from 2 billion rubles to 44 billion rubles in 2020.

The Center for the National Technology Initiative for Neurotechnologies and Technologies of Virtual and Augmented Realities is being created on the basis of the Far Eastern Federal University, which won a grant for state support. The Center will provide all the conditions for developing breakthrough products for the Neuronet market and bringing them to global markets.

AeroNet Roadmap (AeroNet)

Aeronet is a roadmap for the development of Russian unmanned aircraft in the period up to 2035, approved in November 2016. According to the map, by 2035 unmanned air assets should begin to be used in remote sensing of the Earth, agriculture, search and rescue operations, suborbital tourism, as well as for delivery from online stores. The implementation of the measures laid down in the roadmap will make it possible to obtain an industry with an annual export volume of p15 billion and more than 500 thousand employed specialists.

The main tasks are: improving legislation in the field of ALS, organizing scientific and practical conferences and events that contribute to the unification of all representatives of the unmanned industry. As well as the selection, support and development of projects requiring financing on the basis of public-private partnership, the identification of promising segments for the use of unmanned technologies and the development of devices for the tasks of these segments[8]

Aeronet is engaged in the development of new technologies in the field of unmanned air systems, the development of a global system for controlling and regulating air traffic, and the training of qualified personnel. The rapid development of technologies expands the possibilities of using unmanned aircraft and space systems.

Improving legislation can give a new impetus - to form and fill the niche of private enterprises in this area. Although today only public-private partnerships are envisaged, improving the level of safety of ALS use will steadily lead to the expansion of the private segment. Unmanned aerial vehicles are used in such areas as remote sensing and monitoring of the earth's surface, communication and communications, transportation of goods, search and rescue of people in emergency situations, the prospect of passenger transportation.

Other important issues of the work of "Aeronet" are the training of specialists to work in the field of ALS, personnel forecast. HealthNet Roadmap (Helsnet)

In December 2018, the Russian Government approved a roadmap (DC) to improve legislation and eliminate administrative barriers as part of the implementation of another roadmap - Helsnet. The document was approved in 2016 by the Presidential Council for the Modernization and Innovative Development of the Economy and is part of the National Technology Initiative (NTI) project[9].

The authors of the new document set themselves the task of eliminating obstacles to the accelerated launch of breakthrough drugs, medical devices and biomedical cell products on the market, including the stages of clinical trials and state registration.

The procedure for conducting preclinical and clinical studies and circulation of personalized medicines and medical cell products should also be regulated, including the development of rules for their testing on models of human organs and tissues, products of genactivated materials, gene-engineering products and procedures for editing the human genome for medical purposes.

The use of telemedicine and digital technologies in healthcare should be resolved, including issues of technical regulation and standardization, methodological support and testing of new types of medical devices with the functionality of telemedicine technologies.


The processes of accelerating the introduction of new affordable products in medicine, including the commercialization and development of demand stimulation measures, should also be regulated.

In addition, it is planned to determine the regulatory framework for the introduction of a new generation of genetic diagnostics, including the introduction of a mechanism for laboratory-developed diagnostic tests, omix and diagnostic technologies using big data, to determine the regulatory framework in terms of registration and use of medical support systems for medical decision-making in the provision of medical care and to regulate the activities of self-regulatory organizations in the field of prevention and formation of a healthy lifestyle.

As a result of the application of the initiatives proposed in the roadmap, the quality of access to medical care should increase due to the introduction of products and technologies developed by domestic companies within the framework of the Helsent project into the clinical practice of medical organizations, the duration and quality of life of citizens should increase (including through wider and faster adoption of effective treatment methods and technologies) and increase the competitiveness of Russian goods and products in the field of health care and sports.

In addition, the investment attractiveness of Russia should increase, including by optimizing the regulatory environment in the field of health and health and saving technologies.

  • Shortening the time for the introduction of new drugs. In 2018, mechanisms for evaluating and introducing new products registered for medical use into practical healthcare should be developed. This will reduce the time it takes to introduce new products and services into circulation and will create the conditions for the introduction of such products, including identifying the sources of their funding.
  • Human genome big data. A pilot project is planned to accelerate the introduction of big data technology into medical practice, including information about the human genome. As a result of the implementation of this project, an assessment of economic, technical and organizational risks will be carried out, methods of reducing the time and cost of scaling up the provided medical services will be determined, and the effectiveness of the accelerated introduction of big data technology and relevant diagnostic tests into medical practice will be determined. Also, according to the results of the pilot project, the need to introduce new legal regulation or change the current one, including an assessment of positive and negative consequences, will be determined.
  • Telemedicine clinics without facilities. Another planned event: exclusion from the licensing requirements imposed on applicants for licenses for medical activities, requirements for premises for compliance with sanitary standards - in cases where license applicants carry out medical activities based on telemedicine technologies. Thus, the uncertainty in the regulatory framework regarding the implementation of the activities of medical organizations and their divisions exclusively using telemedicine technologies should be eliminated. This, in turn, will provide the conditions for the entry into the market of new medical services.
  • Issuance of electronic prescriptions. In the field of telemedicine, a regulatory framework will also be developed that regulates the registration of prescriptions for drugs in the form of an electronic document without repeated face-to-face examination when consulting patients using telemedicine technologies, including remote monitoring. This will reduce the costs of the health care system and the workload of medical workers for face-to-face appeals from the population.
  • Minimally manipulated cells. The concepts of minimally manipulated cells and devascularized tissues should be defined, including the procedure for their circulation and use for the prevention, diagnosis of diseases or condition of the patient, the safety of pregnancy and medical rehabilitation of the patient. The procedure for conducting face-to-face consultations during the development, preclinical and clinical trials for the purpose of state registration of biomedical cell products will be determined.
  • Unified Information System of EAEU Drugs. It is planned to monitor the process of creating and introducing the Unified Information System of the Eurasian Economic Union (EAEU), which ensures the possibility of introducing drugs into circulation on the territory of the member states of the union. This will provide conditions for the circulation of domestic drugs on the territory of the EAEU countries. Proposals should also be prepared to amend the regulations of the Eurasian Economic Commission in order to preserve the right of circulation on the Russian market after December 31, 2021 of medicines registered in Russia before the specified date. In 2019, amendments will be made to the legislation in order to harmonize with the regulatory and legal acts of the EAEU in terms of establishing the possibility of registering drugs with the establishment of post-registration measures.   • Products and software using telemedicine technologies. The nomenclature classification of medical devices and their requirements will be updated in order to include medical devices and special software intended for the prevention, diagnosis, treatment, medical rehabilitation and monitoring (including remote) of the patient's body. Types of medical devices using telemedicine technologies, as well as big data and artificial intelligence technologies will be introduced for monitoring (including remote) the state of the patient's body, prevention, diagnosis, treatment and rehabilitation with the formulation of requirements for them, including requirements for special software. Mechanisms will be created to inform applicants about the features and typical errors in the preparation of documents for the registration of medical devices, including special software using telemedicine technologies.
  • Workplace health monitoring. It is planned to develop measures to popularize Helsent products and services among the population and in the professional environment and develop a set of measures to socio-economic motivation of citizens and employers to preserve and promote the health of the Russian population. The list of preventive measures aimed at reducing occupational injuries and occupational morbidity and funded by the Social Insurance Fund will include measures to monitor the state of the employee at the workplace using appropriate devices, services and systems.
  • Storage and processing of data on antibiotic resistance of microorganisms. It is planned to define single procedures for obtaining, storing, transmitting, processing, analyzing and reparting data on the antibiotic resistance of microorganisms. This should eliminate existing uncertainty in the field, create conditions to improve the effectiveness of existing antibiotic resistance control technologies, and reduce healthcare costs for the treatment of resistant forms of bacterial infections. Uniform standard procedures for determining microbial sensitivity to antimicrobial drugs by bactereological, biochemical and molecular biological methods, including sequencing of the genome of microorganisms, will be formed.
  • Medical devices with big data support. The procedure for conducting in vitro diagnostic studies using medical devices developed in the clinical diagnostic laboratory and not registered in the prescribed manner will also be determined. A regulatory framework will be formed regarding the registration of medical devices using big data technologies. This will eliminate uncertainty in the application of large diagnostic data about a person, including the acquisition, processing, interpretation and use for medical purposes of genomic, proteomic, transcriptional data. Conditions will also be created for the provision of types of diagnostic services and products using human big data information. In 2020, criteria for assessing the quality of medical care in outpatient conditions will be developed, including in the implementation of treatment, rehabilitation, dispensary monitoring of patients with chronic non-communicable diseases using telemedicine technologies.
  • Preferential provision of devices for remote monitoring. The issue of providing certain categories of citizens with medical products for remote monitoring of health will be worked out. This will increase the clinical and economic efficiency of maintaining a preferential category of patients and patients with diseases that threaten their lives, reduce the costs of the health care system by introducing telemedicine services, as well as by increasing the availability of medical care to citizens living in remote territories. In terms of the use of telemedicine technologies, it is planned to amend clinical recommendations, the procedure for providing medical care, standards for the provision of medical care, the development of protocols for the treatment and management of patients, including remote monitoring of the patient's health. At the same time, based on the results of the implementation of pilot projects, an assessment of medical and economic effectiveness will be taken into account.
  • Emergency aid based on remote surveillance data. The technology of emergency response of medical workers involved in remote monitoring will also be developed in case of critical deviation of the patient's health indicators from its individual limit values. In particular, the organization of interaction with the patient and ambulance and emergency services will be worked out. This will eliminate uncertainty in the area of ​ ​ distinguishing the actions and responsibilities of participants in remote surveillance in emergency situations and create conditions for the entry into the market of new services and products in the field of emergency medical care.

In the spring of 2017, a HealthNet roadmap was prepared for the President of Russia, dedicated to the development of high technologies in medicine in the period up to 2035. In particular, the document envisages the creation of electronic health passports, the use of IT to combat aging, the use of Big Data technology to revive the medicinal crop industry, etc. The economic effect of the implementation of the road map measures will amount to 3.9 trillion rubles, 300 thousand new jobs will also be created.

EnergyNet Roadmap (EnergyNet)

One of the priority areas of NTI was the electric power industry: against the background of the deterioration of the existing energy infrastructure, the traditional generation architecture itself - the grid - the consumer is gradually becoming obsolete. In the new consumer model, the demand for renewable and distributed power is growing, and consumers themselves are turning into requests, including in the generation system as full[10].

Other trends driving global market development include overall growth in energy demand, primarily in developing countries. By 2035, the world will consume 60% more electricity. At the same time, the cost of infrastructure ownership and the unit cost of small generation based on renewable sources will continue to decline, and the emergence of efficient energy storage systems in the future will have a revolutionary effect on the market: according to Navigant Research, the global market for such systems will reach $80 billion by 2025.

TechNet Roadmap (Advanced Manufacturing Technology)

The only technological group of NTI is Technet (advanced production technologies), created on an initiative basis by A.I. Borovkov, Vice-Rector for Prospective Projects of St. Petersburg Polytechnic University Peter the Great (SPbPU), D. S. Ivanov, Director for Innovative Development of NPO Saturn, and A. D. 2019: Standardization Plan

A promising standardization plan was proposed by the working group on improving legislation and eliminating administrative barriers of the Technet National Technology Initiative in conjunction with the Cyber ​ ​ Physical Systems technical committee.

The plan provides for the development of over 70 regulatory and technical documents governing end-to-end technologies of the digital industry. Among them, 32 standards in the field of IoT, smart production - 19, AI - nine, big data - eight and cyber-physical systems - four[12].

The Technet direction is devoted to the development and application of one of the most important classes of "end-to-end technologies" - new production technologies, more precisely, Advanced Manufacturing Technologies, the attention of which was first focused on a meeting of the Presidium of the Presidential Council on Economic Modernization and Innovative Development of Russia September 16, 2014. These technologies in accordance with the NTI concept include:

At the same time, none of the advanced production technologies, taken separately, is able to provide a long-term competitive advantage in the market. This advantage can be given only by systems of complex technological solutions that provide the shortest possible time for the design and production of globally competitive next-generation products. In the terminology of the roadmap, they are called Digital, Smart, Virtual Factories of the Future, which must be formed from the best world-class technologies.

Digital Factories are systems of complex technological solutions that provide the shortest possible time for the design and production of globally competitive next-generation products from the research and planning stage, when the basic principles of the product are laid, to the creation of a digital layout (Digital Mock-Up, DMU), "digital twin" (Digital Twin), prototype or small series ("paperless production," "all in numbers"). The digital factory implies the presence of "smart" models of products or products (machines, structures, units, devices, installations, etc.) based on the new paradigm of digital design and modeling (Smart Big Data) -Based [Advanced SuperComputer (Simulation & Optimization)] -Driven (Advanced Design & Advanced Manufacturing).

Smart factories are systems of complex technological solutions that provide the fastest possible production of globally competitive new generation products from a workpiece to a finished product, the hallmarks of which are a high level of automation and robotization, excluding the human factor and related errors leading to loss of quality ("deserted production"). As an input product of Smart Factories, as a rule, the results of the work of Digital Factories are used. A "smart" factory usually implies the presence of equipment for production - numerical control machines, industrial robots, etc., as well as automated process control systems (Industrial Control System, ICS) and operational process control systems at the workshop level (Manufacturing Execution System, MES).

Virtual factories are systems of complex technological solutions that provide the fastest possible design and production of globally competitive new generation products by combining Digital and/or Smart factories into a distributed network. A virtual factory implies Enterprise Application Systems (EAS), which allows you to develop and use as a single object a virtual model of all organizational, technological, logistics and other processes at the level of global supply chains (deliveries = > production = > distribution and logistics = > sales = > after-sales services) and/or at the level of distributed production assets.

Components (layers) of the Factories of the Future

The objectives of the Technet NTI roadmap are:

  • formation of a set of key competencies ensuring the integration of advanced production technologies and business models for their distribution as Factories of the Future of the first and subsequent generations;
  • creation of globally competitive customized/personalized new generation products for NTI markets and high-tech industries.

As the main tasks of the Technet roadmap, the following are defined:

  • creation of infrastructure for the development of a set of key competencies for the Factories of the Future;
  • creation of globally competitive companies in the NTI markets and in high-tech industries;
  • long-term planning for the development of advanced production technologies and related business models;
  • creating an ecosystem for creating, attracting, developing and transferring best-in-class technologies;
  • creation of legislative and institutional conditions for the development of advanced production technologies.

In order to form the Factories of the Future, selecting and integrating various best technologies in the world with the addition of their own cross-industry intelligent know-how, it is necessary to have a place where they could be tested in practice, in an environment that meets real conditions. For these purposes, the Technet roadmap in 2017-2019. provides for the launch of three test sites (TestBeds):

  • test site for the generation of Digital, Smart, Virtual Factories of the Future on the basis of the first in Russia Institute of Advanced Production Technologies (IPPT) SPbPU;
  • test site of the Future Factory on the basis of NPO Saturn;
  • experimental digital certification centers on the basis of the Skolkovo Institute of Science and Technology and Moscow State University. M.V. Lomonosov.

The primary measures for the implementation of the roadmap in 2017-2019. will be:

  • launch of five Future Factories in high-tech industries;
  • creation of the National Center for Testing, Verification and Validation of Software in the Field of Computer and Supercomputer Engineering, the National Network Center for Reverse Engineering and Prototyping and the Centers for BSA Transfer, Research, Training and Export Support "Technet" NTI (in China and Europe);
  • launch of an acceleration system with the participation of IPPT SPbPU, NPO Saturn, Foundation, Skolkovo RVC other development institutions and universities to create and promote companies whose business is based on advanced production technologies or companies creating new technological solutions or competencies in the field of BSA;
  • preparation of a list of recommendations for clarifying the activities of state programs that ensure the development of advanced production technologies;
  • launching a network of learning factories in federal districts;
  • promotion of advanced production technologies;
  • creation of the All-Russian Association "Technet" NTI, etc.

2023: NTI violated 2/3 R&D project deadlines

In 2023, the National Technology Initiative Development Institute (NTI) violated the deadlines for the implementation of two-thirds of all projects in the field of research and development. This is stated in the report of the Accounts Chamber (JV), which was published in mid-March 2024.

According to the Vedomosti newspaper, referring to the disclosed information, in 2023 the deadlines for more than 450 projects were not met. The report says that the main problem of NTI is the imperfect system of its management. In particular, the audit revealed the lack of official statistics on the volume of NTI markets and monitoring the implementation of roadmaps. In terms of R&D grant agreements, obligations to achieve planned results by grantees were not spelled out, and the implementation dates were postponed for 62.4% of projects.

It is also said that from 2017 to October 2023, all NTI projects received state funding in the amount of 60 billion rubles. Thanks to state support, more than 7,600 new or modernized products have been created. At the same time, more than 23 billion rubles of extra-budgetary financing were attracted. From 2017 to 2022, grantees of the Innovation Assistance Fund (one of the sources of financing for NTI projects) submitted 1,500 applications for registration of intellectual property and received 830 law enforcement documents for development.

Timofey Khoroshev, partner, leader of technology consulting practice at DRT, says that one of the successful NTI projects is the creation of the first Russian 5G base station developed by Skoltech. In addition, support for large infrastructure centers, such as Avtonet, Aeronet, Marinet, etc. works effectively. This allows you to choose different ways to attract funding so that worthwhile projects can be realized.[13]
