5 steps for digital transformation of state services. Video instruction RT Labs

On November 29, 2018 Dmitri Fink, the chief executive RT Labs, at the TAdviser SummIT conference told how they can see digital state services of the director of digital transformation.

He reminded that within digital transformation of the country efforts that in authorities the employees responsible for "digit" appeared are made. The RANEPA and ANO Tsifrovaya ekonomika opened the program of advanced training of state managers, so-called Chief Digital Transformation Officer (CDTO). It will help to create identical understanding of the principles of digital development.

The representative through the video told RT Labs about 5 steps which need to be made in the direction of digitalization of state services. The first level - to help citizens to find the necessary state services. Despite the last improvements of the uniform portal of state services, it is still not so easy to find the necessary service, Dmitri Fink noted. It needs to be changed, he considers.

Use of the voice assistant helping the user to find state services and also pro-active rendering state services would be ideal option. For example, after obtaining the hunting ticket, for example, in connection with loss (the comment - now the hunting ticket has no prescriptive limit) a system could offer the citizen the license for shooting of ducks as she knows that he in August every year obtains such license.

The following level - identification without personal visit. Probably, almost everyone faced when it is necessary to bring the passport in authority for receiving state service, Dmitri Fink noted. This situation could be improved, using biometric identification. In this case MFC instead of function of issue of documents would execute a role of the consultant.

The third level – providing uniform access point for receiving state services. There is a set of separate state web resources – only more than 7 thousand websites of the state and municipal authorities. Having integrated all departmental portals in uniform design, it is necessary to create user-friendly uniform point of entry, the GOV.RU resource.

Process automation of rendering services should become the next step. After the user orders service, his statement is adopted, processed, request data from other authorities, suppliers of data prepare and send answers. All this takes time. It causes discontent of citizens, any commercial service offers services much quicker, Dmitri Fink noted. The register model of rendering services and automation of process of their rendering using automatic interdepartmental interaction, and further use of NSUD can cardinally reduce time.

At last, the fifth step – informing on results. It is the most reasonable to organize the convenient notification through mobile application. Now all modern services in mobile execution, Dmitry noted. Now at us always only phone, it is also possible conveniently and in time using it to inform citizens: using push-notifications, the SMS, etc.
