Biography

Was born on November 27, 1961 in St. Petersburg, Russia.

Education

1983 - graduated from biologo-soil faculty of the Leningrad state university.

Completed postgraduate studies at department of anatomy and physiology of the Leningrad state teacher training college of A.I. Herzen.

Second higher education is legal.

Social and political activity

1986 - the assistant at department of anatomy and physiology of the Leningrad state teacher training college of A.I. Herzen.

1990 - the associate professor at department of anatomy and physiology of the Leningrad state teacher training college of A.I. Herzen

1990 - it is elected the deputy of Leningrad Soviet, was a commission chairman on ecology and municipal economy. Led the Regional party of the center which became then a basis of the St. Petersburg organization of Yabloko.

1994 - the commission chairman on municipal economy, the chairman of a coordination panel on the budget and finance of Legislative Assembly of St. Petersburg.

1996 - it is appointed the first vice governor and the Chairman of the Committee of finance of Administration of St. Petersburg.

1999 - became the deputy of the State Duma of the Russian Federation of the third convocation. Vice-chairman of Yabloko fraction, vice-chairman of Committee on credit institutions and financial markets.
