Biography

Elena Lvovna Boyko was born in Novosibirsk.

In 2000 graduated from Novosibirsk State Technical University (faculty of business, specialty "Finance and Credit") with the diploma with honors, in 2005 underwent occupational retraining within the Federal program of management training for the organizations of the national economy of the Russian Federation, in 2011 ended training in the Master of Business Administration program at school of management Antwerp, Belgium ("Executive Master of Business Administration", Antwerp Management School).

From 2000 to 2006 worked at different positions in banks and commercial structures.

2006-2012: CFT

From 2006 to November, 2012 worked as the head of department of business maintenance in CFT — the Center of Financial Technologies Group, Zolotaya Korona Ltd, the directions of processing services, implemented the "Transport and Social Cards" project (cashless payment of journey by means of contactless technologies in ten regions of Russia).

2012-2014: Ministry of Telecom and Mass Communications

In November, 2012 passed century Ministry of Telecom and Mass Communications of the Russian Federation. As the associate director of department state of policy in the field of informatization of authorities was responsible for joint projects in a part of competences Ministry of Telecom and Mass Communications Russia to the sphere electronic health care (Single State Information System of Health Care (SSISHC) and also directly provided coordination of the events held by the Ministry of Telecom and Mass Communications on increase in positions of Russia in the international ratings connected with ICT.

In 2013 on behalf of the Ministry of Telecom and Mass Communications[1] spoke as the opponent of the Ministry of Health at public listenings concerning lease of DPC for Uniform State Health Information System[1].

2014-2020: Ministry of Health

At the end of July, 2014 Elena Boyko headed IT department of the Russian Ministry of Health, having released Roman Ivakin from this duty.

On December 30, 2018 became the Deputy Minister of Health of the Russian Federation[2] and continued to supervise digital development of the ministry, one of crucial elements of which is the Single state information system in the field of health care (Uniform State Health Information System).

Contractors

Since January, 2014 the Government of the Russian Federation appointed the only contractors on informatization of health care. The order about investment with the corresponding statuses of Rostec, Rostelecom and Scientific Research Institute Voskhod was signed by the prime minister Dmitry Medvedev Pravitelstvo[3].

Rostec is engaged in development and support of key subsystems of Uniform State Health Information System, Voskhod provides to the Ministry of Health services of the main data processing center, and Rostelecom - reserve DPC.

To organizers a system helps to manage health care resources. For example, we know what number of students it is necessary to admit to medical schools taking into account age of the working doctors in different regions of the country. We see where we are located today and where it is necessary to place the medical organizations taking into account criteria of availability of medical care to primary link, for the narrow-purpose directions. Uniform State Health Information System helps to define in what localities these criteria are not met. Using this information organizers make decisions on construction of new hospitals, clinics, infirmaries, on involvement of the private medical organizations in the program of state guarantees, on purchase of mobile complexes, - Elena Boyko in an interview of TAdviser in May, 2019 told

In addition Uniform State Health Information System provides communication between the national centers and parent organizations for each profile in subjects, and doctors in regions, thanks to it, can get advice of the colleagues from the national centers.

For citizens was opened the Personal account of the patient which services are also provided on the uniform portal of state services (EPGU) using Uniform State Health Information System. It is making an appointment with the doctor, on medical examination, on routine inspections and also obtaining information on medical insurance company, execution of the policy of compulsory health insurance.

Development of a regional digital circuit

In regional health care there were global changes too. Medical information systems and electronic medical records stopped being an exception to the rules. They are conducted in all in the parent medical organizations which generate information in a digital format. Business processes of regional health care are automated too. In all subjects centralized systems are created.

The most important for the sake of what it becomes – succession of delivery of health care, increase in efficiency of its rendering, - Elena Boyko told. - The purpose, clear today for implementation, - to make so that to the doctor, to whatever medical institution of people addressed, was it is regulated history of his disease, the appointed treatments, medicamentous exceptions is available. Telemedicine

In 2017-2018 all hospitals and clinics were connected to the Internet. Thus, they had an opportunity to work in perimeter of telemedicine consultations. The Ministry of Health, in turn, created a federal telemedicine system, connected more than 700 parent organizations of subjects (the regional hospitals which are organizations of so-called third level) which can get round the clock emergency and planned telemedicine advice on different medical profiles in the National medical research centers.

In subjects there was already a practice when the organizations of the first and second level can address for consultation on some case the specialist of the subject in the organization of the third level. The centralized purchases of drugs

The centralized purchases of drugs by the Russian Ministry of Health are also made according to data of Uniform State Health Information System.

Since January 1, 2018 in the industrial mode the information and analytical system of monitoring and control in the field of purchases of medicines for ensuring the state and municipal needs functions. It is integrated with the unified information system in the field of purchases, the data array about purchase contracts of medicines using the uniform structured reference book directory of medicines for medical application forms.

And since July 1, 2018 the automated calculation of the weighted average prices on the purchased medicines is performed. For the purpose of ensuring quality control of the drugs which are in circulation and fight against their falsification entering of data into a monitoring system is provided using the means of identification applied on packaging of medicines.

Federal project "Digital Circuit of Health Care"

Since 2019 Elena Boyko supervised implementation of the federal project on creation of a uniform digital circuit in health care on the basis of Uniform State Health Information System within the Health care national project. The planned volume of costs for these purposes - more than 100 billion rubles. In an interview of TAdviser the deputy minister noted that results of this project are the tool for implementation of other federal projects of health care[4]

Dismissal from the Ministry of Health

On January 27, 2020 the prime minister Mikhail Mishustin dismissed Elena Boyko of the Deputy Minister of Health of the Russian Federation at her request. Some days before it in the Ministry of Health the new minister was appointed - the ex-head of Roszdravnadzor Mikhail Murashko who released Veronika Skvortsova from this duty became him.

According to the declaration published on the website of the Ministry of Health, the Boyko's income in 2014 was 1,305,926.55 rubles. In its individual property there is an apartment of 50.9 sq.m., in joint - with another area of 63.3 sq.m. The car is Chevrolet Cruze.

In 2015 Elena Boyko earned about 6.4 million rubles. In a joint property she has an apartment of 63.3 sq.m and the Chevrolet Cruze car.

2016

For 2016 Elena Boyko declared 3 million rubles. In property at it the joint apartment of 63.3 sq.m and the Chevrolet Cruze car.

2017

In 2017 the Deputy Minister of Health earned about 3 million rubles. She owns the apartment of 63.3 sq.m in a joint property. Also the official had an individual apartment of 79.6 sq.m. The car at Elena Boyko the same - Chevrolet Cruze.

For 2018 Elena Boyko declared about 33 million rubles. In property at it the joint apartment of 63.3 sq.m and also the new, individual apartment of 98.7 sq.m. In the declaration it is specified that the last was purchased on savings for previous years, the presented money and a one-time subsidy for acquisition of premises.
