Biography

Denis Chamara was born on November 3, 1976 in Novgorod.

In 1998 he graduated from the St. Petersburg State University of Telecommunications named after Professor M. A. Bonch-Bruevich with a degree in Economics and Management at a Communications Enterprise, qualification: economist-engineer.

2000: Beginning of work in the informatization committee of St. Petersburg

In 2000, he passed competitive procedures and entered the state civil service of St. Petersburg in the Committee for Informatization and Communications in the department of information and analytical support.

Since 2007, he held the state civil service in senior positions in the Committee on Informatization and Communications of St. Petersburg, including the position of First Deputy Chairman of the Committee.

2016: Chairman of the Informatization Committee of St. Petersburg

On December 19, 2016, Georgy Poltavchenko, who was then the governor of St. Petersburg, signed an order appointing Denis Chamara to the post of head of the Committee on Informatization and Communications. The new chapter was given a probationary period of 6 months.

Chamara was replaced in this post by Ivan Gromov, who headed the committee since 2012. He left the committee in connection with the transfer to another job - the head of the Petrograd district of St. Petersburg. After Gromov left, Denis Chamara served as chairman of the committee.

Speaking about the priority plans and tasks of the new chairman, the Committee on Informatization and Communications of St. Petersburg told TAdviser that one of the most important areas of the committee's activity at the time of Denis Chamara's appointment is the implementation of the Safe City hardware and software complex. It is a set of information systems and technical means, regulatory legal acts and regulations of interdepartmental interaction, regulating the activities of all departments and services to ensure the city and its residents.

In addition, it is planned to continue to pay close attention to the issue of import substitution in the field of IT, the committee added. When implementing a state order, the committee forms requirements for the technical characteristics of the ordered software and hardware so that domestic manufacturers can actively participate in competitive procedures.

2019: Move to work at the Ministry of Digital Development

The transfer of Denis Chamara to work at the Ministry of Digital Development, Communications and Mass Media of the Russian Federation was announced by the St. Petersburg portal Fontanka on December 19, citing a source[1].

By the time Denis Chamara left, he had worked in the informatization and communications committee for 19 years, having gone from specialist to chairman.

Chamara's place in the committee of informatization and communications was taken by Stanislav Kazarin. Previously, he was chairman in a similar department - the Department of Information Technologies and Communications of the Samara Region. He left this position in December 2019.

Deputy Director of the FAA FCS of the Ministry of Construction of Russia

After working in the ministry, Denis Chamara got a job as deputy director of the FAA FCS of the Ministry of Construction of Russia. In open sources, this organization appears as his last place of work. In this position in 2021, Chamara spoke at various events. But as of December 2021, he is not listed on the list of deputy leaders on the website of the FAA FCS Ministry of Construction of Russia.

2021: Search

According to the St. Petersburg portal Fontanka, on the morning of December 7, 2021, Denis Chamara, the former chairman of the Smolny informatization and communications committee, was searched in the apartment. The publication connects this with the searches and detention of Ivan Gromov, Chamara's predecessor as head of the committee, against the background of a criminal case under Article 159 of the Criminal Code of the Russian Federation - fraud. Gromov headed the Committee on Informatization and Communications from 2012 to 2016.

In addition to Denis Chamara, according to Fontanka, questions from law enforcement agencies arose to some other former colleagues and colleagues of Ivan Gromov: for example, the search took place at Gromov's former deputy for the informatization committee, Andrei Sokolov, who is also Gromov's former colleague in the Department of Economic Security of the Ministry of Internal Affairs. The investigation had clarifying questions to another former deputy of Ivan Gromov - Andrei Nikolsky[2].

In the near future, Fontanka reports, they are also waiting for testimony from the former heads of the St. Petersburg Information Analytical Center Andrei Ovcharenko and Yevgeny Korabelnikov.

2023: Criminal trial

On October 16, 2023, a preliminary hearing in a criminal case was scheduled in the Smolninsky District Court of St. Petersburg, where the main defendants include the former head of the committee for informatization and communications of the northern capital, Ivan Gromov, and his brother Pavel Gromov.
