Biography

Andrey was born on October 3, 1985 in Moscow.

Got an education in Higher School of Economics National Research University.

At the beginning of a labor activity worked in Cognitive Technologies.

In 2004 completed Managerial Accounting and Financial Control rate in London School of Economics (LSE).

From September, 2004 to February, 2006 worked as the Deputy CEO for sales and marketing of the Interprogma company founded in 2001 by Cognitive together with Institute of problems of chemical physics of RAS.

From February, 2006 to May, 2009 worked as the Deputy CEO in SETonline.

From May, 2009 to July, 2012 was the First Deputy CEO in "Single electronic trading platform".

2012: CEO of GPB ETP

From July, 2012 to April, 2015 was the CEO of Gazprombank (GPB ETP) Electronic marketplace.

According to Chernogorov, this platform, as well as other electronic marketplaces of the large Russian enterprises, Cognitive Technologies developed.

2015: CEO of Cognitive Technologies

In June, 2015 in Cognitive announced Andrey Chernogorov's appointment the CEO. Earlier this position was held by the member correspondent of RAS Vladimir Arlazarov. After its leaving, within several years this position was combined with a post of the president of group by Olga Uskova.

Cognitive called Chernogorov's appointment "at a slow pace on gain of the management of group, necessary in connection with significant changes of scale of business, emergence of new trends".

Andrey Chernogorov told TAdviser that it is going to change in activity of the company, having held in it the CEO's position. According to him, first of all the principles of management will be modified.

"Cognitive Technologies have a considerable scientific potential, but production organization in "the mode of scientific research institute" does not answer today time calls in any way. In the company it is necessary to implement modern approaches and management models", - he said.

It is going to change also a command. In a conversation with TAdviser Chernogorov noted that this work already goes. One of the immediate tasks, according to him, is attraction in the company of the specialists having experience of sales of solutions of foreign producers: "The situation in IT market favors to it now - the need for employment at them considerably increased recently".

One of key priorities of Cognitive Technologies is the import substitution program. The mission, according to the new CEO, the company sees, including, change of a role of a licensed software for benefit of mass transition to the free software. To discharge of Open Source it is going to transfer also products of Cognitive.

"The companies, many of products, already are like those. We plan creation of a single platform which cornerstone the free software will be and which will be based on modularity. Of them modules are basic today SRM and ECM. In the nearest future other, adjacent zones of applied business solutions will be added to them", - Chernogorov told TAdviser.

Legislative and public work

Andrey Chernogorov was among the specialists participating in preparation of the federal laws No. 94 and No. 223 and also other legislative documents of the market regulating purchases. Was to initiators of a number of listenings in the State Duma on a subject of electronic procurement.

On its initiative "The association of purchasing directors" was created.

Since 2013 Chernogorov takes part in work of the State Duma of the Russian Federation being the responsible secretary of the Commission on development of strategic information systems. With its participation a number of documents and legal acts, including the bill on support of domestic IT developer is prepared.

Andrey Chernogorov is a son of the president of Cognitive Technologies Olga Uskova, told TAdviser two sources familiar with activity of the company. Olga Uskova told TAdviser that she does not comment on this information. Chernogorov also refused comments, having noted that it does not belong to questions of the professional sphere.
