Biography

Was born on June 14, 1953 in Moscow, Russia.

1979 -[1] graduated from faculty of economy and the organization of mechanical engineering industry of the Moscow institute of management of S. Ordzhonikidze "Engineer-economist"[1].

Scientific degree

Candidate of Economic Sciences.

Thesis: "Development of a system of cataloguing of products for federal state needs as a factor of increase in mobilization readiness of the industry of Russia"[2].

Career

1973 - 1973 - the ancillary worker of Production plant of the Moscow city council of All-Union voluntary fire society.

1973 - 1980 - the senior laboratory assistant, the engineer, the senior engineer managing group Research and Giprotsvetmetobrabotka design institute, Moscow.

1980 - 1984 - the head of department of software of Head special and technical bureau of the Ministry of the local industry of RSFSR, Moscow.

1984 - 1988 - the head of department of the Main data processing center of Gosstandart of the USSR, Moscow.

1988 - 1988 - the head of department of the Main research center of maintaining public qualifiers of Gosstandart of the USSR, Moscow.

1988 - 1989 - the senior research associate of All-Union scientific and production association "Soyuzgazavtomatika", Moscow.

1990 - 1991 - the head of department, the director of information science of UNITEH Joint venture, Moscow.

Grigory Elkin's activity at the State research and design institute of alloys and processings of non-ferrous metals (Giprotsvetmetobrabotka), GSKTB of an ACS of Minmestprom of RSFSR, VNPO "Soyuzgazavtomatika", UNITEH joint venture in 1973-1991 is connected with work in the field of computer technologies, including creation of management systems for the enterprises and organizations, creation of applied information technologies on the basis of database management systems.

1991 - created and headed "Electronic and Computer Technologies" private company ("ELKO of Technology") which was included into the list of the leading system integrators and consulting companies in information technology field.

1991 - 2002 - the director of "Electronic and Computer Technologies" private company, Moscow.

2002 - 2003 - the director of federal state institution "Consulting and implementation company "Interstandart".

On June 4, 2003 - a month before entry into force of the Federal law "About Technical Regulation", it is appointed the secretary of state - the First Deputy Chairman Gosstandart of Russia.

2003 - 2004 - the secretary of state - the first deputy chairman of the State committee of the Russian Federation on standardization and metrology.

May 27, 2004 - The order of the Government of the Russian Federation No. 717-r it is appointed the head of Federal Agency for Technical Regulation of Metrology.

2011 - announced preparation by Federal Agency for Technical Regulation of Metrology and JSC Rusnano until the end of 2011 of preliminary standards in a number of the directions in the nanotechnology sphere, including on the lighting equipment[3].

President of the computer Association of Users association of NOVNET[4].

In July, 2014 it is dismissed the head of Rosstandart with a formulation "in connection with expiration of the terminal office contract".

2014 – on a crust. time – the CEO of JSC Ordena Trudovogo Krasnogo Znameni nauchno-issledovatelsky institut avtomaticheskoy apparatury imeni akademika V. S. Semenikhina, Moscow.

2015 – for 2017 – the chief designer on an ACS and communication of Russian Armed Forces of JSC United Instrument Manufacturing Corporation (JSC OPK), Moscow.

In the summer of 2017 Grigory Elkin passed from the CEO's position Ruselectronics to a position of the chief designer.

Interesting Facts

Based on the research TOP-PROFI in 1996-1999 Grigory Elkin was recognized by the most famous professional person which contributed significantly to development of the Russian computer industry, and based on corporate poll in 1995, 2001-2003 is recognized by one of hundred most professional persons in computer business of Russia.
