Fradkov Mikhail Efimovich is the Russian statesman.

Biography

The Krasnoyarsk district, the Kuibyshev region, Russia was born on September 1, 1950 in the village Kurumoch.

Studied in gymnasium No. 710 of Russian joint stock company.

1972 - ended with the diploma with honors of MSTU of Stankin as "mechanical engineer".

During study entered the CPSU and was a party member to its prohibition in 1991.

1981 - graduated from VAVT[1].

Candidate of Economic Sciences.

Defended the dissertation on the subject "Current Trends of the International Economic Relations and Foreign Economic Relations of Russia".

1973 - the employee of the office of the economic adviser of Embassy of the USSR in India.

1975 there is a Tyazhpromeksport all-union association.

1984 - the deputy chief of Head department of deliveries of the State Committee of the USSR on economic relations.

1988 - the deputy chief, the first deputy chief of Head department of coordination and regulation of external economic transactions of the Ministry of Foreign Economic Relations of the USSR.

1991 - the senior adviser of the permanent representative of Russia at department of the UN and other international organizations in Geneva, the representative of Russia to the "General Agreement on Tariffs and Trade" organization (GATT).

1992 - the deputy minister of foreign economic relations of Russia.

1993 - the first deputy minister of foreign economic relations of Russia.

1997 - the acting minister of foreign economic relations and trade of Russia.

1997 - the minister of foreign economic relations and trade of Russia.

1998 - resigned authority in connection with liquidation of the ministry.

1998-1999 – the chairman of the board of directors, then the CEO of the legal successor of Head department of foreign insurance of the USSR - OSAO "Ingosstrakh". During operation in Ingosstrakh headed section on insurance in the advisory board on the foreign investments at the prime minister of the Russian Federation Evgeny Primakov.

1999 - the minister of trade of Russia in Sergey Stepashin's Government.

2000 - resigned together with all members of the government of Russia, on May 31 it is appointed the First Deputy Secretary of the Security Council of the Russian Federation, supervised economic safety.

2001 - the director of the Federal Tax Police Service of Russia (FSNP).

2003 - the plenipotentiary of Russia at the European Union in the rank of the federal minister.

In this quality it was provided at the summit Russia - the European Union on May 31, 2003 in Strelna.

2003 - it is appointed also special representative of the President of Russia concerning development of the relations with the European Union.

2004: Russian Prime Minister

2004-2007 - held a post of the Russian Prime Minister.

2007: Director of Foreign Intelligence Service

2007 - the Director of the Russian Foreign Intelligence Service. It was appointed to this position by the president Putin instead of Sergey Lebedev who became the executive secretary of the CIS[3].

Enters (or entered) into different interdepartmental and government committees and the commissions, in particular, is a member of the interdepartmental commission on stimulation of industrial export (it was appointed on March 19, 1993), the Food commission of the Government of the Russian Federation (on December 13, 1993), the interdepartmental commission on protection of the state interests, the rights of consumers and domestic tovaroproikhvoditel in the field of production and implementation of alcoholic products (on June 5, 1994), the Interdepartmental commission on the analysis of offers on suspension of the actions (canceling) of laws and other regulations of the Russian Federation which do not have financial base for implementation (on January 18, 1995).

Mass media specified possible communication of Fradkov with the businessman Ruslan Valitov - the owner of "Commercial bank of Investments and Social Development" (Investsotsbank), the person involved in investigation of plunders in Tomskneft company (earlier belonged to Yukos Oil Company) and the prime witness of charge in the matter of the chief of the Main Investigation Department of SKP Russian Federation Dmitry Dovgiya condemned for bribery. In particular, Valitov was called the former head of one of managements of SVR, its bank – unofficial financial center of Service.

In September, 2016 it became known that Mikhail Fradkov delegates powers of the director of Foreign Intelligence Service to Sergei Naryshkin and will head Board of Directors of the Russian Railway, instead of Dvorkovich's Arcadia.

Having headed the Federal Tax Police Service (FTPS), Fradkov acted as the initiator of shootings of the TV series "Maroseyka, 12" devoted to the employees, having managed to convince controlled FSNP of businessmen completely to finance the project.
