Was born on June 29, 1976 in Moscow. In 1992 graduated from school No. 1233, in 2002 - chemical faculty of Lomonosov Moscow State University. In 2011 received MBA degree in Academy of National Economy at the Government of the Russian Federation.
In 2005-2008 worked as the deputy manager of IT in Metelitsa-Klub company, in 2008-2009 - the CEO of Proseka company. In 2009 passed to work as the project manager into Laboratory of document flow where worked till 2010.
In 2010-2014 worked as the head of development and the Chief information officer of KupiVIP.ru holding.
Work in the Ministry of Telecom and Mass Communications
In 2014 Oleg Kachanov came to work for a position of the associate director of development department of the electronic government of the Ministry of Telecom and Mass Communications of the Russian Federation in a command minister Nikolai Nikiforov. The department was headed by Vladimir Averbakh, Alexey Kozyrev was the supervising deputy minister.
In December, 2016 Kachanov held a post of the director of the department of development of projects on informatization of the Ministry of Telecom and Mass Communications for which other deputy of Nikiforov - Oleg Pak was responsible.
In April, 2017 headed subgroup on use of flexible approaches in the state projects of the working group on development of project activity at Presidium of Council under the President of the Russian Federation for strategic development and priority projects.
Both Kachanov, and Pak saved work in 2018 when Konstantin Noskov became the new Minister of Telecom and Mass Communications.
In February, 2019 the department which was directed by Kachanov was renamed into department of projects of digital transformation. Among projects which were kept by department - informatization of control and supervising activity and bodies of prosecutor's office, digitalization of elections, education and health care.
In January, 2020 the Ministry of Telecom and Mass Communications Maksut Shadayev headed, and Oleg Pak promoted, having become the first deputy minister.
Increase to the deputy minister
On February 13, 2020 sources of TAdviser announced the forthcoming appointment of Oleg Kachanov to a post of the deputy minister of digital development, communication and mass communications of the Russian Federation. What of current deputies it will replace, is not clear yet.
Extremely the Minister of Telecom and Mass Communications can have 9 deputies. All 9 positions as of February 13 are taken. The source of TAdviser in the ministry says that powers of deputies will be considerably redistributed.
In the press service of the ministry in response to a request of TAdviser reported that information on appointments of deputy ministers is published on the website of the Government of the Russian Federation.
