1987 - 1991 - the psychiatrist managing department of the Yaroslavl regional lunatic asylum.

1991: Yaroslavl state medical institute

1991 - 1992 - the senior laboratory assistant at the Yaroslavl state medical institute. Since 1992 - the assistant to department of psychiatry of the Yaroslavl state medical institute.

1994 - 1995 - the vice rector for administrative work of the Yaroslavl state medical institute.

1995 - 2002 - the vice rector for social and economic problems of the Yaroslavl state medical institute.

2000 - 2003 - the dean on work with foreign students.

2002 - the academic status of the associate professor is given.

2002 - 2007 - the vice rector for social and economic and legal issues of the Yaroslavl state medical institute^[3].

2007: Director of the department of health care and pharmacy of the Yaroslavl region

Since 2007 - the director of the department of health care and pharmacy of administration of the Yaroslavl region. Member of the license commission of Department of health care and pharmacy of Administration of the Yaroslavl region. Member of qualification board of judges of the Yaroslavl region.

2020: Appointment as the first Deputy Minister of Health of the Russian Federation

On June 2, 2020 Igor Kagramanyan was appointed the First Deputy Minister of Health of the Russian Federation. The corresponding order was signed by the prime minister Mikhail Mishustin. It was published on the official portal of legal information.

Before becoming the first Deputy Minister of Health, he in the Federation Council represented executive power of the Yaroslavl region and held a position of the First Deputy Chairman of the Committee on social policy. On this position senator from the Yaroslavl region was since September, 2017.

The speaker of the Federation Council Valentina Matviyenko at a meeting noted on June 2, 2020 that on Igor Kagramanyan work of Council for regional health care kept,  TASS reports. It kept in a continuous communication of the upper house of parliament with the Ministry of Health, she noted. This work, according to her, was noticed by the new Minister of Health of the Russian Federation.

I wish to Igor Nikolaevich (progress on new work location — in the conditions of a pandemic the Ministry of Health was key department in the country today. I want to emphasize that the Ministry of Health is not "the ministry of the Garden Ring", and all regions. We hope that you on the new place will actively pursue such policy — Valentina Matviyenko reported.

The position of the First Deputy Minister of Health was free since March, 2020 when   Tatyana Yakovleva passed to a similar post in Federal Medical Biological Agency of the Russian Federation from the Ministry of Health.

Earlier Kagramanyan already worked as the Deputy Minister of Health of the Russian Federation. At this position supervised subjects of medical education and accreditation, personnel problems, provision of medicines and others. 

In addition to Igor Kagramanyan,   the former secretary of state – the Deputy Minister of Health of the Russian Federation Dmitry Kostennikov who left this post in April also returned to the Russian Ministry of Health in May, 2020. He was appointed the assistant to the Minister of Health of the Russian Federation Mikhail Murashko.^[8]

2021: Position assignment of the director of the department of health care of the Government of the Russian Federation

In the middle of January, 2021 Igor Kagramanyan was appointed the director department of health care of the Government of the Russian Federation. Before appointment to this post he was the first deputy minister health care Russia, the press service of the Cabinet of Ministers reports.

The order about that Igor Kagramanyan became the director of the department of the government, was signed by the prime minister Mikhail Mishustin. It it was announced on January 15.

The department of health care became one of seven structures created at the Russian Government Office in January, 2021. Also departments of the industry, regional development, social development, construction, transport, power were created.

Three departments were abolished: department of health care and social development, department of the industry, power and transport and also department of regional development and infrastructure. Sergey Velmyaykin directing Department of health care and social development of the Government headed department of social development.

Reform of the Russian Government Office is undertaken for the purpose of improvement of its work and the organization of effective control behind accomplishment of the decisions made the president noted in the press service of the cabinet.

Reform should last from January to March, 2021. In its framework in the government there will take place reductions, the organization structure of departments will change, duplication of the same functions by different structures will be excluded.

It is supposed that reform will lead states and an organization structure of the ministries and departments to the uniform standard, will reduce central offices by 5%, and territorial authorities – for 10% (in general – more than 32 thousand units), generally at the expense of vacancies when preserving wage fund.^[9]

It is awarded with numerous awards: medal "20 years of a withdrawal of Soviet troops from Afghanistan", "For Merits before the Fatherland" II of degree (2005), "For the commonwealth for rescue", by the breastplate of the Ministry health care Russian Federation "Excellent student of health care" (2003), a medal  of the Governor of the Yaroslavl region "For merits in education - the higher school"^[10].
