Biography

Was born in Moscow. In 1997 arrived and in 2003 with assignment of degree "The master of economy" with honors graduated from economics department of Lomonosov Moscow State University.

2001-2007: Frontstep CIS

From 2001 to 2007 worked in consulting Frontstep CIS company Ltd (representation Infor in the CIS) where there passed the way from the junior consultant to the deputy director for consulting. Executed more than 10 projects on complex implementation ERP- systems, including integration with the systems of a class PDM HRM CRM , etc. In 2006 as the head successfully implemented the internal project on development of methodology of maintaining consulting projects. This methodology formed the basis of control of work of project managers and gave significant quality improvement of works and reduction of terms/project budgets.

In 2006 received the certificate of PMP (the professional in the field of project management).

2008: Chief information officer of Avtodiesel

In February, 2008 came to Avtodiesel, (enters into GAZ Group) to a position of the CIO, in 2011 it was appointed the director of the Power Units division which includes 3 enterprises and 2 trading houses.

Began upgrade of IT economy with development and protection of strategy which basis was formed by business process optimization (due to independent implementation of ITIL-ITSM). Result of this work — reduction of number of IT personnel for 52%, up to 48 people at simultaneous performance improvement of work, increase in transparency and quality of services. Significant work on updating of IT infrastructure, business applications and implementation of means of collective work was in passing carried out.

Construction new plant YaMZ-530 went very interestingly. It was greenfield, everything was constructed here IT infrastructure, support of IT services and business applications is started, class business systems PDM MES ERP , etc. are successfully implemented. It is a pity, it did not turn out to start an implementation project Infor ERP Ln, crisis prevented also policy. And there could be the best implementation Baan in the former Soviet Union. But very vigorous implementation of PDM, in 100 days worked well, - Klepinin remembered later.

Stands alone the management of the anti-recessionary project on decrease in cost value of products (diesel engines) which are turned out by the plant as a result of which direct production cost value was reduced by 14%, and the plant recovered from crisis of 2008 by the effective and competitive enterprise.

2013: Work in Sibur

In petrochemical holding "Sibur" Pavel Klepinin worked as the head of the regional direction, being responsible for development and implementation of IT strategy at more than 30 enterprises of holding.

From large projects I will note the management of an IT command on implementation projects of SAP, EMC Documentum, MES, participation in projects on construction of DPCs, MSPD, etc. One of projects in SIBUR — audit of a maturity of IT processes at the enterprises of holding for CobIT methodology. At 12 enterprises booked full audit on the selected processes, the current "spider line of a maturity" was constructed, the target status was defined further and actions (road map) are developed.

Afterwards it was appointed to the position of the CIO of the Sibur group. On this position Klepinin worked to the middle of 2016.

After that it continued career at a similar position in child structure of Sibur - NIPIgazpererabotka which builds for Gazprom gas processing plant in the Amur region. The source close to Sibur, in August, 2016 told TAdviser that instead of Pavel Klepinin the Chief information officer Andrey Burlutsky, the CEO of child structure of Sibur "IT service" should be appointed that and occurred later.

2019: Director of the company Tsifrum

As TAdviser knew in December, 2019, Pavel Klepinin was appointed the director of the company Tsifrum who is a part of Rosatom State Corporation.

It was created Tsifrum in April, 2019 in the form of private institution. Rosatom calls it the reference company and one of the key resources of the block of digitalization focused on implementation of uniform digital strategy of state corporation. Strategy, includes several priority directions:

  • digitalization of the basic internal processes and functions of corporation;
  • development and output to the market of digital products of Rosatom, for example, a software package of "Logos" for engineering calculations.
  • participation of state corporation in development of digital economy, in particular - creation of the innovation centers for end-to-end technologies.

Important element of uniform digital strategy is cooperation with other large companies and corporations working on development and implementation of digital technologies, educational institutions, the companies of IT market, etc.

In a circuit more than 300 enterprises, huge project scope and a "digital" initiative on places, and without accurate coordination, prioritizing and organizational changes are extremely complex to go together towards the uniform aim. In Tsifrum examination on management of product developments, projects, marketing of digital products is aggregated, in particular, - the representative of Rosatom of TAdviser explained.

Tsifrum works under control of the block of digitalization of Rosatom led by Ekaterina Solntseva and department of digital transformation of state corporation which submits to it and which is headed by Marina Avilova. These two blocks manage implementation of uniform digital strategy of Rosatom.

The company explained that the block of digitalization is a resource pool of the director of digitalization. The department of transformation, Tsifrum, "Rusat – digital solutions", DIT treat these resources.

Rosatom told TAdviser that "by Rusat – digital solutions", in particular, it is more focused on market development of sale and promotion for digital products of Rosatom. Also as a part of state corporation there is a Greenatom company. It in fact is "strong and powerful" operational "contractor" of state corporation on different important functions – from IT to HR. But they actively interact and together work on implementation of uniform digital strategy, the representative of state corporation in a conversation with TAdviser added.

The task to provide effective management Tsifrum for achievement of maximum efficiency of program implementation of digitalization within the uniform digital strategy of Rosatom is set for Pavel Klepinin as before the head, told TAdviser in the company.

Sergey Popov who was a director Tsifrum earlier directs in this company the major direction on development of digital doubles now, added to state corporations.
