Biography

Work in Stipler

Vladimir Korolkov is a native of Stipler IT company. In 1994-1996 he worked as the deputy director there and supervised large projects on corporate deliveries of the equipment and on creation of computer networks.

"In the mid-nineties it was the major computer company in Russia", – remembered with pride of Reguluses. Among his clients there was Sberbank which Stipler equipped with HP computers. "Volume was more than $25 million, for Hewlett-Packard then it was the largest project in Eastern Europe", – Korolkov said.

Chief cashier of the country

In 1995 the staff of Sberbank told Korolkov about the cash problem: for acceptance of utility payments the bank should have equipped with cash registers variegated computers and printers.

But this solution did not meet the existing requirements to cash registers.

So ST-95F was included in the state registry, and Korolkov got acquainted with Victor Pyarin who then was the deputy chief of Atlas, and in an effect became the Deputy CEO of the Federal Agency of Government Communications and Information (FAGCI).

In 1996 Stipler was closed, people peacefully dispersed and organized the companies, – remembered Reguluses. – I organized Bezant LLC which was registered on March 20, 1996. We worked with Victor Anatolyevich Pyarin, the subject of information security support fell within an area of interest of FAGCI where by then tax specialists concerning falsification of data in cash desks already addressed. At the beginning of 2000. Korolkov was in a business trip in St. Petersburg on Spark (the developer and the producer of the cash equipment) where shared "thoughts and the ideas" on cryptoprotection. At the beginning of the 2000th the state decided to bring order with taxes to small business.

Then he called the question price: the budget loses 200 billion rubles a year.

At FAGCI the action plan was already ready. In 2000 the state interdepartmental commission of experts charged to the agency to prepare offers on protection of fiscal data. The FAGCI offered the concept of cryptographic protection, GMEK approved it and decided to begin implementation of CJ since January 1, 2003.

It was supposed that the supplier of CJ will be defined on the tender. Its conditions had to develop GMEK and FAGCI. It was going to hold a competition no later than 2004, participants had to have licenses of FAGCI for cryptoprotection of information. Then GMEK registered the mechanism of production and delivery of CJ before carrying out the tender, having for the first time mentioned Bezant LLC as developer of an electronic tape.

But a competition was not held. In March, 2003 the FAGCI, and in a year – GMEK was abolished. At the last meeting GMEK decided to exclude completely since October 1, 2004 from the register all models of cash registers without CJ. Without CJ tax specialists ceased to register cash registers. GMEK simply did not manage to organize competition, and afterwards there was already nobody these to be engaged.

Thus, Bezant became the only supplier of CJ for several years.

In 2009 to the president Medvedev complaints to high cost of CJ delivered by Korolkov's company to producers of the cash equipment then close attention to Bezant was drawn by FAS fell down.

"We studied activity of all supplier plants of the cash equipment in the country and found out that the main component of its cost – an electronic tape, – the employee of management of control of the industry of FAS said. – Initially this film cost 2500 rub, and now – 6500 rub". This device increases the average price of cash registers to 12,000-13,000 rub.

In Russia as of September, 2009 3 million cash registers were registered, according to FAS, from them 2.5 million are equipped with CJ (the tape should be changed once a year). The market more than 16 billion rubles turns out. And the only seller on him was Bezant company.

The Vedomosti newspaper in 2009 called Korolkov the chief cashier of the country.

According to the estimates of Republic[2], the CJ only producer (and his legal successor with the same name) only from 2004 to 2009 earned 26.5 billion rubles. At the end of 2010 Bezant stopped existence, having conceded the market of Atlas Kard company.

Co-owner of New cloud technologies

In June, 2018 Vladimir Korolkov became the co-owner of the New cloud technologies company which is engaged in software development of "MyOffice", having received a 2% share in the company.

Korolkov redeemed the packet from Alexey Dobrokhotov with whom he worked in Stipler and Bezant earlier.

The major shareholder of New cloud technologies, the ex-president Stipler Andrey Cheglakov as of June, 2018 owns 39.3%.
