He studied financial accounting and auditing at FINTEK (now known as the St. Petersburg State University of Economics). After defending his diploma thesis in 1995, he continued to build his career at JSC "Saint Petersburg Currency Exchange". There, Boris Listov held various positions for several years.

His next place of work was one of the largest regional banks in Russia, JSC "Bank Saint Petersburg". He then obtained a managerial position at PJSC "Baltoneksim Bank" (renamed "Baltinvestbank" after rebranding). The financial organization required a high-level professional for the position of Deputy Chairman of the Board, and Listov Boris assumed that role. Since then, the biography of this financial executive has been closely linked to leadership positions in major banking structures.

The period of work at "TransCreditBank" played a significant role in Boris Listov's career. In this financial institution, he held the position of Deputy Chairman of the Board for three years, and later moved to "Finaltis" for two years. In 2007, Boris Listov became a representative of the Eastern Administrative Okrug (EAO) in the Federation Council. In his position as First Deputy Chairman, Boris Pavlovich Listov also headed a group of credit specialists at Rosselkhozbank. The main task of this collegial body was to assess the credibility and creditworthiness of major borrowers.

In addition to these responsibilities, before his appointment to the senior position, Boris Pavlovich Listov led the Risk Management Committee at Rosselkhozbank. For the past five years, the banker has been engaged in systematic work to improve mechanisms for assisting the agro-industrial sector. His managerial strategy is focused on supporting both individual agricultural enterprises and the agricultural industry as a whole. With the direct involvement of Boris Listov, Rosselkhozbank is implementing a preferential lending program.

As a reference, the Russian government launched a preferential lending program for small and medium-sized enterprises in the agricultural sector in 2017. It allows for financing activities at reduced interest rates. Entrepreneurs can use the funds obtained for production development, including expanding livestock and crop sectors, as well as construction projects and modernizing agricultural processing facilities. Within the program, short-term loans can be obtained for up to one year, and investment project financing can extend up to 15 years. Rosselkhozbank was the first financial institution to participate in the program. The bank became one of the leaders in terms of the volume of the corresponding loan portfolio.

Boris Listov significantly strengthened the bank's efforts in this direction at Rosselkhozbank. Providing assistance to small farming enterprises became one of the Chairman of the Board's priority tasks. The financial institution closely collaborates with AKKOR (the Association of Peasant Farms and Agricultural Cooperatives of Russia, established in 1990).

In 2019, Listov Boris Pavlovich signed an agreement to expand the preferential lending program for members of the association throughout the regional network. Previously, the project operated only in 10 Russian regions. As a result, a significantly larger number of small farming businesses gained access to low-interest loans at a rate of 4.5% per annum.

Under Boris Listov's leadership, the bank strives to maintain close ties with agricultural producers. In 2020, Rosselkhozbank took first place in the competition organized by the Russian Chamber of Commerce and Industry. The expert jury named the bank's credit program for small and medium-sized businesses as the best in the country. The victory was attributed to the implementation of new product solutions based on the needs of farmers.

The financial institution regularly receives feedback from agricultural entrepreneurs to improve the quality of services and accessibility of financing. With the support of Boris Listov, Rosselkhozbank introduced a range of new tariff plans for settlement and cash services for small farming enterprises in 2020.

Listov Boris Pavlovich makes a significant contribution to the growth of financing in the agro-industrial complex. Year after year, this indicator shows confident growth. In 2020, the bank provided over 70 billion rubles for the development of small farming enterprises in the agribusiness sector. Boris Listov announced this at the XXXIII Congress of AKKOR. Rosselkhozbank exceeded the results of the previous period by 16%. The following year, this amount reached approximately 102 billion rubles. On average, the volume of financing increases by a quarter each year.

Furthermore, with the active participation of Listov Boris, the biography of the financial organization is developing even in the most remote parts of the country. Currently, millions of customers trust the bank. Thanks to the policy of strengthening Rosselkhozbank's presence in the regions, the accessibility of financing for agricultural producers has significantly increased. Today, the financial institution is often referred to as the "bank of the regions".

Over the course of 20 years, Rosselkhozbank has become one of the country's top five largest financial institutions. Boris Listov mentioned this in his report in 2020. Rosselkhozbank ranks fifth in terms of assets and third in financing small and medium-sized businesses. In other words, every third ruble of credit in the agro-industrial complex is issued by Rosselkhozbank.

According to information from the document, Rosselkhozbank has received over 450 billion rubles from the federal budget during its twenty years of operation and has invested over 9 trillion rubles in the agro-industrial complex. In terms of food equivalents, this means that every second kilogram of meat, every second liter of milk, and every third egg were produced with the support of bank financing.

Boris Listov specifically noted that many bank customers were able to achieve leading positions not only in Russia but also in the global market. For example, with the support of the financial organization, the dairy producer "EkoNiva" and the turkey supplier "Damate" were able to gain a significant market share in Europe.

At the same time, Boris Listov emphasizes that having financing alone is not enough for success in agribusiness. According to him, technologies, personnel, and scientific infrastructure are also needed.

Fermerstvo" is the largest B2B marketplace for industry professionals. The service "Svoe. Rodnoe," created at the initiative of Boris Listov, is a trading platform for the sale of farm products.

The "Svoe. Za gorodom" platform allows travel enthusiasts to find interesting tours to farms or small agricultural productions. Thus, the bank helps farmers develop additional business directions.
