Eduard Lysenko was born on January 22, 1975.
In 1997 graduated from the Yaroslavl state university of P.G. Demidov.
The same year worked as the engineer of the Yaroslavl regional branch of Agroprombank.
From January, 1998 to September, 2000 was an engineer, and then the senior engineer of the Yaroslavl regional branch JSB SBS-AGRO.
In 2000-2001 was also the graduate student of full-time postgraduate study of institute of microelectronics and information science of RAS.
In April, 2004 came to Telmos company to a position of the project manager.
In September, 2004 passed into "Квазар-Микро.РУ" where held positions of the deputy manager of directorate of IT and infrastructure solutions on sales and marketing and also the head of telephony and contact centers.
From December, 2007 to October, 2008 worked as the sales director of IT solutions in the Russian representative office of Avaya.
From October, 2008 to August, 2012 held positions of the head of directorate of infrastructure solutions and the technical director in TopS BI company.
From December, 2010 to August, 2012 "The electronic region" worked part-time the development director of regional programs of informatization of the Yaroslavl region.
2012: Chief information officer of the Yaroslavl region
In this position it replaced Alexander Vorontsov working in department since 2009.
In March, 2015 Lysenko held a post of the deputy governor of the Yaroslavl region, having saved also a position of the director of IT department.
Dismissal from administration of the Yaroslavl region
On July 28, 2016 the former Deputy Minister of Internal Affairs Dmitry Mironov was appointed the governor of the Yaroslavl region. Two months later, on September 26, 2016 he signed the decree on Eduard Lysenko's dismissal on own initiative.
In November, 2016 Mikhail Gorodilov became Lysenko's successor on a post of the head of IT department.
The Yaroslavl region at quite modest IT budget (54,272 thousand rubles - 61 places among regions of Russia) takes the 17th position in the rating of the Ministry of Telecom and Mass Communications on the level of development of information society. The share of the citizens in the region using the mechanism of receiving the public and municipal services electronically in 2015 made 32.4%
Appointment of DIT of Moscow as the deputy manager
In November, 2016 the mayor Moscow Sergey Sobyanin signed the order on Eduard Lysenko's appointment the deputy manager Department of information technologies of the city (DIT). With it the office contract for a period of five years is signed.
In a new position of Lysenko supervises automation of work of capital officials and interacts with federal authorities concerning the electronic government and industry regional informatization, reported in DIT.
City electronic services for officials and departmental informatization in the industries of construction, culture, economy, finance, a property and land complex, transport and the power block fell within the scope of responsibility of Eduard Lysenko in capital IT department. He is also responsible for work of city payment services and development of "The social card of the Muscovite".
Eduard Lysenko became the seventh deputy manager of DIT of Moscow of Artem Yermolaev. The IT department explained TAdviser that the position to which Lysenko is appointed is new, and it appeared because services for a public sector were selected in the separate direction. At the same time, a part of projects will replace the curator, added to DIT.
2018: Appointment of DIT of Moscow as the head
As TAdviser knew, on September 21, 2018 Eduard Lysenko was appointed the head of DIT of Moscow, having released Artem Yermolaev from this duty.
Lysenko's appointment it was announced to the staff of department.
In a new position of Lysenko it is necessary to direct department with the annual budget in 49.2 billion rubles for 2018. At the same time earlier in 2018 DIT set a task at least to double the budget on informatization of the capital due to private investments, having begun wide use of model of public-private partnership in projects on informatization.
Eduard Lysenko will supervise implementation of new digital strategy of Moscow "The smart city — 2030". It is concentrated on 6 main directions: development of a social and human capital, digital mobility, smart economy, comfortable urban environment and digital government. The deputy head of DIT Alexey Chukarin earlier in September, 2018 told about this strategy in an interview of TAdviser.
In January, 2019 in an interview to the Chief Editor of TAdviser Alexander Levashov the head of capital IT department Eduard Lysenko told about priorities of digital development of the city, structure of the IT budget and features of Moscow in terms of informatization in comparison with other regions.
