Biography

Mikhail Mamonov was born on October 28, 1980.

Graduated from MGIMO, the Beijing institute of foreign languages and a magistracy of MGIMO the MFA of Russia in the regional studies direction.

In 2005-2007 worked as the head of department of international relations and the protocol in the Supreme Arbitration Court of the Russian Federation.

2008-2014: "Surkov's person"

In 2008-2012 Mamonov worked in Federal Agency for Youth Affairs where he was responsible for the international relations. In particular, was the head of department of the international activity and youth exchanges of Management of project planning and programs in the field of youth policy, Seliger directed the international change of the All-Russian youth forum.

The Deputy of the Chief of the Presidential Administration Vladislav Surkov was a curator of youth policy during this period.

In 2012 Mikhail Mamonov became the Surkov's assistant when that was appointed the Deputy Prime Minister of Russia - the chief of staff of the Government.

In 2013 Surkov returned to Presidential Administration, having become the Assistant to the President concerning relationship with Abkhazia and South Ossetia, and Mamonov was appointed the deputy head of department of administration on social and economic cooperation with the State Parties of the CIS, the Republic of Abkhazia and the Republic of South Ossetia.

Until the end of 2014 Mamonov was responsible for the relations with the Caucasian republics, in particular, successfully interacted with the Abkhazian side during elections of its president and prepared signing of the new agreement of Russia with this republic, wrote RBC in December, 2014.

Then it was said that Mamonov will leave the Kremlin to head new fund which will be engaged in the organization of interaction with the CIS countries at the level of public organizations.

2015: Russian export center

Since December, 2015 Mamonov worked in "The Russian export center" as the managing director for priority projects.

In August, 2016 in an interview of RIA Novosti[1] told about interaction with foreign trade platforms regarding development of the Russian export[2].

In March, 2018 Mikhail Mamonov told Rossiyskaya Gazeta about plans of creation in Vietnam and the UAE a hub co-workings where the hi-tech companies will be able to represent the products and work constantly[3].

According to him, Russia "in terms of quality of brains" still highly is quoted in the world markets.

2018: Transition to the Ministry of digital development

In August, 2018 Mikhail Mamonov was appointed the adviser to the minister of digital development Konstantin Noskov. Sources of TAdviser claimed that in the nearest future he will hold a post of the deputy minister on which he will be responsible for development of international relations.

The deputy minister prime minister Dmitry Medvedev signed the order of the government about Mamonov's appointment to a post on December 10, 2018.

Earlier international block of the ministry was supervised by Rasheed Ismailov, he left in July, 2018.

2020: Dismissal from the Ministry of digital development

On March 17, 2020 TAdviser knew that the Prime Minister Mikhail Mishustin signed the order about dismissal of the deputy minister of digital development Mikhail Mamonov.

Dismissal was preceded by change of the head of the Ministry of digital development in January: after leaving of all Russian government in resignation, instead of Konstantin Noskov who left the post department was headed by Maksut Shadayev.

The Sinologue, the author of publications about foreign policy of the People's Republic of China and its relations with the countries of East Asia and the USA.
