Marder Naum Semyonovich

Naum Semyonovich Marder - in 2012-2017 the vice president of Rostelecom company, the Doctor of Engineering, the former Deputy Minister of Communications of the Russian Federation.

Was born on March 27, 1956, died on May 19, 2017.

Biography

Graduated from the Moscow electrotechnical institute of communication and business school at Duke University (USA).

Started the career in the communications industry in 1978. 1978-1980 — the engineer of Mezhgorsvyazstroy trust. From 1982 to 1990 worked in the "Master Control Center Long-distance Communications" production association which was at that time division of the Ministry of Communications of the USSR.

In 1988 the first motions in Marder's career initiated by the Assistant Secretary of communication of that time of Shamshin – V. Druzhinin began. Druzhinin, according to colleagues, was a person the aware, good professional, the strong functionary with strong and versatile links.

Since 1990 Marder worked in the Ministry of Communications where in 1994 held the deputy minister's post. Supervised four main activities of the ministry: telecommunication, wireless communication, organization of license work and economic policy.

Madeira also entered coordination of work of Gossvyaznadzor, construction and development of federal communication networks, activity of regional industry governing bodies, signing of the contracts of communication with other countries, interaction with the regional authorities, producers and equipment suppliers competence.

From 1997 to 2000 Marder was the deputy and the first deputy chairman of the State committee of the Russian Federation on communication and informatization — the successor of Ministry of Communications.

2000-2008: The adviser and the teacher in MTUCI

Since 2000 — the advisor to director general in JSC ONPTs (NPO Krosna).

Along with February, 2003 heads department of infokommunikation of Institute of advanced training MTUCI.

2008: Repeated appointment of the Deputy Minister of Telecom and Mass Communications

In 2008 Naum Marder was again appointed the Deputy Minister of Telecom and Mass Communications in Igor Shchegolev's team.

2011: Claims of the State Office of Public Prosecutor

In December, 2011 the State Office of Public Prosecutor of the Russian Federation began preliminary inquiry of activity of the Deputy Minister of Telecom and Mass Communications. The First Deputy Prosecutor General Alexander Buksman directed check materials according to which Marder regularly appealed to JSC Rostelecom to the Investigative Committee of Russia to render assistance to ministerial delegations in foreign trips. Since 2009th in August 2011 20 such letters were sent to Rostelecom. The Versiya newspaper (number of 5/28/12) published the copy of the agenda about a call on interrogation in Investigative Committee of the citizen N.S. Marder suspected under the Articles 286 (abuse of office), 159 (fraud) and 158 (theft) of the Criminal Code of the Russian Federation.

Marder, as wrote Vedomosti (see number of 10/20/11), did not deny that he periodically addressed different operators including to Rostelecom, with requests to help with the organization of foreign visits. But the speech at the same time went not about financing of accommodation in hotels or payment of flights, and about providing translators and other to that similar services. So, according to prosecutor's office, in May, 2009 Rostelecom paid flight of 13 employees of the ministry to Ljubljana where there took place the meeting of council of heads of administrations of communication of the Regional commonwealth in the field of communication and also lease of transport, business lunches and entertainments. Total amount of expenses at the same time was more than 11 million rubles. In 2010 Rostelecom spent 97 million rubles for trips of officials to the Winter Olympic Games to Vancouver, Havana and Paris.

The prosecutor's office suggested to qualify Marder's letters and trips of officials as abuse of office powers as Rostelecom is a contractor of the FTP Electronic Russia, and the Ministry of Telecom and Mass Communications acted as the customer and the coordinator of this program.

2012: Dismissal from the Ministry of Telecom and Mass Communications, transition to Rostelecom

In the summer of 2012 Naum Marder showed willingness to leave the Ministry of Communications and mass communications. He confirmed to CNews this information and specified that with the new Minister of Communications Nikolai Nikiforov it has no ideological disagreements: in particular, it supports the work on introduction of the principle of portability of mobile numbers begun by the minister. But the deputy minister does not agree with an organization structure and considers that he is not suitable for a new command.

Nikolai Nikiforov became the youngest minister in the contemporary history of the Russian government, at the time of appointment he was 30 years old. The deputy minister Mark Shmulevich then was 30 years old, and to the deputy minister concerning telecommunications (Marder's successor) Denis Sverdlov - 34 years.

The Prime Minister Dmitry Medvedev signed the order about Naum Marder's release from a position of the Deputy Minister of Telecom and Mass Communications in October, 2012.

In the same month Rostelecom announced its appointment as the vice president for government relations. In this position it had to represent "a broad spectrum of interests" of the company in state agencies, including development of a position of Rostelecom on application of the operating system of regulation to the telecom industries, development and implementation of regulatory strategy, formation of a positive image of Rostelecom in state agencies and some other questions.

Getting into the sanctions list of the USA and gift to Berel Lazar

On June 1, 2012 it became known that to Naum Marder it was refused obtaining the American visa. Along with Joseph Kobzon and unknown participants of "Magnitsky's list" the high-ranking official was among the Russian citizens for whom entry into the USA is prohibited.

On June 12, 2012 Naum Semyonovich gave a magnificent gift to the Moscow synagogue, having handed to the chief rabbi of Russia Berel Lazar the Torah roll on the occasion of what the holiday with a procession and a big banquet took place.

2017: Death

On May 19, 2017 Rostelecom reported that Naum Marder died after a long illness.

In recently in Rostelecom he supervised interaction with labor unions and the organizations, questions of training for the industry and the company.
