At a meeting with Bill Gates on November 7, 2006: If several years ago Russia generally placed emphasis on the extracting industries, then work is much more actively conducted now to develop the country based on the innovative technologies. Here too there are achievements though they are not so great as it would be desirable. The Government of the Russian Federation tries to promote development of the innovative technologies in all ranges, including tax base, fight against intellectual piracy, elimination of administrative barriers. We have plans to speed up work on creation of the so-called "electronic government" which should make work of the power effective, mobile and open for society.

At a meeting of the Government on April 6, 2006: The communications industry  — one of the most important components of social and economic development of the Russian Federation, and degree of availability of communication services determines the level and quality of life. For the last five years the communications industry was one of the most dynamically developing industries. Growth rates in the industry were more than 30 % a year. At the same time, the level of development of a communications infrastructure in Russia lags behind the level of the developed countries.

At a meeting with software developers in the Ministry of Information Technologies and Communications on September 21, 2007: Independence in the field of information technologies  — one of the main conditions of independence of our country in general. Within three years all domestic schools should be saved from piracy computer programs and pass mainly to domestic. A part of experts suggested to transfer public institutions to commercial programs, others  — to implement programs of domestic production, having stopped purchase of foreign. Both of these approaches are unproductive. If our country sits down on a needle of the foreign software, then any more never from it will get down. At the same time to transfer all computers to domestic programs there is no technical capability  — producers of programs are not ready to it. Therefore we selected intermediate option. For the next three years the license packet which will provide requirement of the state enterprises will be purchased. At the same time work of the domestic software package will be actively continued. In three years all schools, universities and authorities will be able to select whether it makes to them sense to pass to license commercial programs for which purchase they should pay independently, or to pass to the adapted license programs of domestic production.

At a meeting of Government Commission on Radio and Television Broadcasting on November 7, 2007: Transition to "digit"  is revolution of television, it should bring comfort and conveniences to each house, to firmly connect a uniform information field of the country. In the next half a year the Federal target program for implementation of the concept will be approved. According to it, 5-6 TV channels and 3-4 radio stations will be free of charge available to all Russian citizens. Upon transition to digital broadcasting we should take care of all categories of citizens including about needy. About those who have television receivers today, and about those at whom it can not appear means at once to purchase to itself the new accepting devices.

I picked yesterday: there after all these here hyperlinks which on the normal Internet are present, at a fidoneta, at the normal type usual for normal Internet users no though on the other hand, these forms which are used there (ekhoforma they, in my opinion, are called), they are interesting also they on the most various subjects so, it seems to me that the task to create hypertext fidont at least, it is relevant because I understood  — the hypertext there and is not enough.

At a meeting with presidium of Chamber of Commerce and Industry of the Russian Federation: Stimulation of innovations  is what we speak quite often and many about, but if to speak seriously, no break here happened yet. In the field of high technologies, nanotechnologies, it is necessary to be recognized until almost nothing is made, and that money which was selected do not accustom. It is necessary to make all necessary management decisions both at the level of state corporations, and at the level of small and medium business.

At the meeting of presidium of the State Council devoted to development of information society: The official who does not own elementary skills of use of the computer today cannot effectively work. So should look for other place of application of work. Or study, or  — good-bye. We do not employ people who are not able to read and write. Ownership of the computer  is the same today.

2009

At a meeting of Council for development of information society: Any progress and upgrade are impossible without IT: it concerns both the scientific and technical sphere, and actually questions of management and issues of strengthening of democracy in the country. In recent years information technologies and information services became rather essential article of the Russian non-oil export, having reached the level approximately of $ 1 billion. Nevertheless, all this does not suit us because on key indicators we are still scary far from most the developed states. In spite of the fact that Russia has a high intellectual potential and mass of programmers, lag from the leading countries does not decrease, and, on the contrary, accrues. By the index of development of the electronic government we were in  2005 on the 56th place, and in  2007 reached the 92nd. What does it speak about? It means that we have no electronic government, all this  is a chimera.

At a meeting with United Russia party leadership: Arrival of foreign investors to search engines, to large social networks, it, of course, is inevitable. On the other hand  — let my words will not consider too conservative  — but too it is necessary to monitor it. These are security issues. Several years ago our business considered that all Russian Internet costs  about $200 million. But then there came the era of fast development and the overestimated expectations. As a result, before crisis asset cost was  about $5 billion, maybe, even more. Now, of course, this cost fell. But it does not mean that this process should not pay attention. There are states not less, and even more developed in the technology roadmap, than Russia, but their Internet grows more slowly because the state pays it smaller attention because all this is assigned to the market. We in some situation were forced to apply non-market technologies, in particular, when carrying out the Internet at schools.

At a meeting in the Kremlin with members of council of Security on "not crisis, but strategic" a question - creations and use of supercomputers. The president promised that Russia will make investments in production of supercomputers, rendering state support of this industry and also attracting the scientific and expert public and large business. "Here we have no choice if we want to develop according to the advanced scheme, - the president noted. - At the same time there is one, most important question – about that, how fully they will be loaded".

According to Dmitry Medvedev, it is necessary to stimulate use of supercomputer technologies in the most different industries: to aircraft, the missile and space equipment, geological exploration, during creation of new materials, drugs, vaccines, i.e. everywhere where considerable volumes of digital calculations are required. All this, according to the president, should lead to improvement of forecasting, planning and management of the most difficult processes and also to improving competitiveness of the Russian products in the world.

Medvedev formulated five main objectives for work in the supercomputer sphere. First, to define the priority direction of use supercomputer and grid technologies (technologies of use of computing powers of a set of the simple servers allowing to manage them as to a whole) in the field of ensuring national security and social and economic development of the country. Secondly, to plan measures which allow to tighten the level of domestic electronic component base to requirements of production of supercomputers. "Here all so far very much and very difficult", - the president commented.

Other necessary conditions - formation of a full-fledged regulatory framework of use of supercomputers, creation of conditions for creation of grid-networks, first of all - in the scientific and educational sphere. Besides, Russia needs also a specialized software for a certain class of tasks. "We do not have it too or, in any case, it is not everywhere though here and there we on programming for supercomputers promoted, maybe, even better, than our competitors", - Dmitry Medvedev noted. And the last task - to organize the special system of training, specialists in the leading universities of the country.

The president emphasized that a number of the results achieved by the domestic supercomputer industry "are absolutely at the level of world development".

On commission session on upgrade and technology development of economy of Russia (September, 2009) "Our producers of software wrote me the letter in which suggest to consider measures for support of the industry, first of all, of tax support, meaning substitution of a number of taxes which at us happens, and UST, first of all. They believe that in this case their costs will increase very seriously, percent by 60 – on 70. Anyway, this subject it is necessary to work therefore consider that according to this address I give assignment to the government, profile departments which are responsible for these processes, to consider this address and to prepare the relevant proposals".

2020: Resignation from the prime minister's post

In January, 2020 Dmitry Medvedev said that the government in full strength resigns. The president Vladimir Putin entered a position of the vice-chairman of the Security council of Russia and appointed to it Medvedev. The head of the Federal Tax Service Mikhail Mishustin became the new prime minister.

Problems of political updating of the country and factor of time are the reasons of resignation of the Government of the Russian Federation, Medvedev said in an interview to Channel One.

According to Open media, after resignation Medvedev did not do publications in social network, however the number of his subscribers slightly grew up. As of 5 p.m. (Moscow time) on January 15, 2020 the account of the official had 2 675 333 subscribers. To 1 p.m. Tuesdays, January 21, they became 311 people more.
