Biography

Was born on October 1, 1976 in the Tambov region.

In 1999 graduated from the Ivanovo state power university of V.I. Lenin (IGEU) as "the engineer-physicist, nuclear power stations and installations". In 2006 graduated from the State academy of occupational retraining and advanced training of leading employees and specialists of the investment sphere (GASIS) in "finance and the credit".

1999-2007: Work in the nuclear industry

After the termination of the university and till 2005 Alexey Nashchekin worked at Kalinin Nuclear Power Plant. Consistently held positions from the engineer to the chief of bureau of the automated control systems (ACS).

In 2005 the Rosenergoatom Concern was invited to a position of the deputy chief executive – directors of the department of information technologies in federal state unitary enterprise.

In 2006-2007 was the adviser for information technologies and development of the Situational and crisis center of the Federal agency for atomic energy of the Russian Federation.

2007-2010: Management of NVision Group

Since 2007 Nashchekin worked in NVision Group as the deputy CEO for development.

From March, 2009 to May, 2010 - the CEO of NVision Group[1].

2010-2013: Activity in Rostelecom

In June, 2010 Nashchekin was appointed the deputy CEO of Rostelecom for federal programs. Was responsible for implementation of public-private partnership of the company and authorities of all levels within project implementation of creation of infrastructure of Electronic government.

On December 20, 2010 it is elected the member of council of the Coordination center of the national domain of the Internet (CC).

On February 2, 2013 it became known that Alexey Nashchekin will leave Rostelecom (during this period held a post of the vice president for the innovative development). Among reasons for leaving of the top manager the source in Rostelecom called the economy planned for 2013 and also change of approach to development of the electronic government in the Ministry of Telecom and Mass Communications where the relevant own department and project office was created.

On a past shortly before it a meeting with the prime minister Dmitry Medvedev the Minister of Telecom and Mass Communications Nikolai Nikiforov, telling about the system of interdepartmental electronic interaction (SIEI), said that Rostelecom systematically skirts deadlines and obligations. According to the minister, concern in this situation is expressed also by many governors.

In addition to creation of infrastructure SIEI, Alexey Nashchekin supervised in Rostelecom projects in the field of informatization of medicine, education and housing and public utilities and also creation of a national cloud platform[2].

According to ComNews, Alexey Nashchekin was going to pass into AFK "Sistema" where could head the direction on the innovative development of business in one of structures of investment holding where, in particular, JSC Mobile TeleSystems (MTS) and RTI concern enter. Nashchekin and MTS did not comment on this information. As a result of appointment did not occur.

2014: Participation in creation of the Platon system and Unified register of the real estate

Since 2014 Alexey Nashchekin worked as the adviser in RT-Invest company, was responsible for technology development of a system of collection of a payment from the Platon trucks.

During the same period began to participate in development of the Uniform state real estate register.

2015: Creation of the NTS own holding

In 2015 Alexey Nashchekin registered National Telematic Systems (NTS) company which specializes in development of information systems for the transport sphere.

In November, 2017 NTS had new co-owners. On 45% at its founder Alexey Nashchekin Igor Rotenberg and Andrey Shipelov purchased (in more detail).

2019

Participation in the project of testing of cargo UAVs

In 2019 on the website of Rosavtodor the presentation, joint with NTS, about the concept of creation of the Uniform digital intelligent transport system of agglomeration (ITS of Agglomeration) was published. A system should help the city authorities to manage traffic, to inform users, to control violations, to coordinate public transport service, to manage paid roads, etc.

In the "Safe and Qualitative Highways" national project on the project which carries the official Name "Implementation of the Intelligent Transport Systems Providing Process Automation of Management of Traffic in City Agglomerations, Which Are Turning on the Cities with the Population Over 300 Thousand People" for 2020-2024 42 billion rubles are put.

To one address with the NTS company created by Alexey Nashchekin on Luzhnetskaya Embankment 2/4 building 4 as of 2016 were registered or physically were located some other the companies with which, according to Nashchekin, his holding "communicates and interacts". In particular, it was talked of Progress Software company, its main owner 7Intec and also the Transdata company belonging 7Intec.

"Progress software" then worked as the CEO Dmitri Fink who was earlier engaged in regional projects in the field of the electronic government in AT Consulting company (one of the main partners of Rostelecom in this direction).

According to interlocutors of TAdviser, Progress is a developer of a number of components of the Platon system, in particular, of the front office and mobile applications.

7Intec since February, 2016 owned 75% of Progress. The native of Nashchekin's team in Rostelecom Sergey Kalmyk worked as her CEO.

Till May, 2015 7Intec was headed by Roman Kravtsov – in 2013 become Alexey Nashchekin's successor in Rostelecom in the direction of development of the electronic government.

Since the beginning of 2016 Kravtsov was appointed the president of the Transtelecom operator belonging to the Russian Railway. In the Russian Railway, we will remind, the president was replaced by fall of 2015 – the former Deputy Minister of Transport and the curator of the Platon system from Ministry of Transport Oleg Belozerov became him.
