In 2008 Andrey Nikolsky underwent competitive procedures and received a position of the chief specialist of the Committee on IT and Communication of St. Petersburg. Two years later he was appointed the director of subordinated organization "Management of Information Technologies and Communications". At the beginning of 2015 Nikolsky was appointed the vice-chairman of Committee on informatization and communication.
