Biography

Graduated from economics department of Lomonosov Moscow State University.

1995 — 1998 — the head of the analytical department of the PRIME-TASS agency.

1997 — 2000 — the senior expert of economic task force of the Ministry of Finance of the Russian Federation.

2001 - 2012 — the orders project manager Russian Government Office, the Ministry of Finance of the Russian Federation Ministry of Economic Development Russia, IBRD in Russia and the CIS countries.

In December, 2012 it is appointed to the position of the first deputy head of the Russian Government Analytical Centre in a command Konstantin Noskov.

After appointment of the head of ATs Konstantin Noskov the minister of digital development of Russia, on August 18, 2018 according to the order of the Government of the Russian Federation it is appointed the head of the Russian Government Analytical Centre.

In January, 2020 after Konstantin Noskov's leaving from the minister's post, Vladislav Onishchenko returned to a position of the deputy manager of the Russian Government Analytical Centre.

Leaving Board of Directors of Rusnano

On September 23, 2020 Rusnano approved new Board of Directors. It was left by the head of "The Russian venture capital company" Alexander Povalko who is under house arrest. Took its place the Deputy Minister of Finance Irina Okladnikova. Read more here.

Position assignment of the president of Centre for Strategic research fund

On September 21, 2020 it became known of Vladislav Onishchenko's appointment the president of the Centre for Strategic Research (CSR) fund". The organization which is engaged in development and strategy implementation of development of national economy reported about it.

Onishchenko passed into TsSR from the Russian Government Analytical Centre in which before leaving held a post of the first deputy head.

Council of Centre for Strategic research fund by September 21, 2020 is headed by the head Ministry of Economic Development of the Russian Federation Maxim Reshetnikov who released the Assistant to the President from this duty Maxim Oreshkin.

Vladislav Onishchenko's appointment to a position of the president of Centre for Strategic research fund

Replaced Alexander Sinitsyn who headed the center since the end of 2018 with positions of the president of TsSR Onishchenko. The press service of the organization did not announce Onishchenko's plans at a new position. As for Sinitsyn, he will remain in the company as the adviser to the chairman of the board of TsSR.

Onishchenko said that TsSR fund will continue to research "and analytical activity on the key directions of social and economic policy of the state".

According to "Kommersant", TsSR, in particular, is engaged in the development strategy Russia for 2018-2024. However, with departure of the head Accounts Chamber Alexey Kudrin from a post of the chairman of the board of TsSR and transition of the center under the aegis of the Ministry of Economics of TsSR sharply reduced activity, at least in public field, notes the edition.

Earlier the Ministry of Economic Development was a part of founders of TsSR. Before scientific institutes, including Higher School of Economics were among founders of TsSR.

On September 21, 2020 TsSR also announced that the former Deputy Minister of Economic Development Mikhail Rasstrigin is appointed the senior vice president of Centre for Strategic research, the head of the center of the economic analysis and forecasting (new structure in TsSR).[1]

Head of the working group "Digital Public Administration" of the Digital Economy organization

The president of Centre for Strategic research fund Vladislav Onishchenko is appointed the head of the working group "Digital Public Administration" of the Digital Economy organization what the last announced on November 10, 2020. The first meeting of the working group "Digital Public Administration" with it took place on November 6, 2020.

For last period of functioning of the working group a great job on opinion consolidation business and expert community was done. In the current version of the national program fedproyekt TsGU is important, making about a half of the national program. Vladislav Onishchenko was selected as the most successful candidate to continue this activity and to provide the most effective operation mode of group, - Evgeny Kovnir, the CEO of the Digital Economy organization noted at a meeting of the working group.

It is important to save practice of system discussion of important issues, to try to obtain fast solutions and to solve problems of separate businesses. The deputy minister of digital development, communication and mass communications of Russia Oleg Pak who was present at a meeting of the working group noted two directions of implementation of initiatives in the field of a state administration – from the state to business and from business to the state. The state starts a large number of experiments and is going to discuss on the working group with business who is ready to participate in these experiments and on what conditions. According to the deputy minister, it is very important to state to have from business of the competent partner which is ready to participate, approve technologies and to receive mutual result.

In close interaction business of community and state on the platform of ANO Tsifrovaya ekonomika we finished a big stage of formation of the working group "Digital Public Administration" and formation of its agenda.
