Biography

Alexey Semyonov was born on September 16, 1969 in Moscow.

From 1987 to 1989 served in Armed forces.

In 1997 graduated from Humanitarian institute, in 2011 – the Russian academy of national economy and state services at the President Russian Federation, Candidate of Economic Sciences.

In in 1992 - 2006 worked in companies "Promstroyservice", "Oboronkonvers", "Complex Utilization of the Equipment".

In 2006 - 2009 - the director of Research Center on Problems of Management of Resource-saving and Waste Federal State Institution subordinated to Minpromtorg.

2009: Development director of Ministry of Transport

On November 3, 2009 it was appointed the director of the department of programs of development of the Ministry of Transport of the Russian Federation at the minister Igor Levitin (2004-2012). Saved the post and at the following minister Maxim Sokolov (2012-2018).

In this position Semyonov is responsible for scientific and technical and innovation activity of the ministry, development of high technologies in a transport complex, development of infrastructure, technical and technology base of transport corridors, the organization of traffic flows, development and implementation of the innovative technologies in the field of control of transport and logistics, implementation and use of GLONASS system.

In its area of responsibility also the organization of activities for development of informatization and automation of management systems of a transport complex, including one of the most expensive state systems in Russia - EGIS of the ensuring transport security (ETS). It represented the interests of Ministry of Transport when implementing the Platon project.

Besides, under the leadership of Semyonov Ministry of Transport was engaged in import substitution of the software: OS Alt, "MyOffice", "R-virtualization" (is more detailed about the project) and PostgreSQL implemented (is more detailed about the project).

2018

Applicant for a post of the Deputy Minister of Transport

In May, 2018 the post of the Minister of Transport was held by Evgeny Dietrich, and in August Alexey Semyonov, according to TAdviser, received the offer to work as the deputy minister.

On August 21 the Government of the Russian Federation published the resolution according to which the number of Deputy Ministers of Transport will increase from 7 to 8. The new position, according to sources of TAdviser, is entered for appointment of Alexey Semyonov who will be engaged in digital development of the industry.

The decision on introduction in the key ministries of positions of the deputy ministers who are responsible for digital transformation was accepted by the prime minister Dmitry Medvedev. These are agents of changes which will become one big command which is engaged in digital transformation the minister of digital development Konstantin Noskov spoke in July, 2018.

Appointment of the Deputy Minister of Transport

On October 4, 2018 the prime minister Russia Dmitry Medvedev signed the order about Alexey Semyonov's appointment the deputy minister transport of the Russian Federation.

2020: Departure from the job of the Deputy Minister of Transport

On October 27, 2020 the Comnews portal reported with reference to a source in the telecom industry that the CEO of Transtelecom Roman Kravtsov will hold at the beginning of November, 2020 a post of the Deputy Minister of Transport instead of Alexey Semyonov who leaves department. Read more here.

Alexey Semyonov as a result resigned on November 17 the 2020th, and Roman Kravtsov as of the end of December continues to be registered as the head of TransTeleCom on the website of the company. Two sources of TAdviser in the companies which are engaged in digitalization of the transport industry at the end of December told that Kravtsov's candidacy of the Deputy Minister of Transport was really considered for a position, but the new Minister of Transport Vitaly Savelyev who was earlier heading Aeroflot as a result preferred to see on this post of Kirill Bogdanov, the Deputy CEO of Aeroflot for IT. Interlocutors of TAdviser at the same time found it difficult to tell when there is Bogdanov's appointment.
