Vasily Aleksandrovich Shamshin (mind. On February 4, 2009) - the Minister of Communications of the USSR from 1980 to 1990. Made the significant contribution to development of the communications industry as the outstanding scientist, the engineer, the inventor and as the talented manager – 22 years he worked on the Niva of the Ministry of Communications of the USSR, a half of this term – as the minister.

Career

For work in the ministry Vasily Shamshin was invited in 1968, at first to the deputy minister's position, from 1980 to 1990 he was the Minister of Communications of the USSR. By the time of transition to civil service behind shoulders Vasily Aleksandrovich already had an extensive experience of scientific developments. He perfectly was guided in pressing problems of the industry as after the termination with honors in 1949. The Moscow Electrotechnical Institute of Communication (MEIC) two decades was engaged in practical activities based on one of the largest scientific industry centers of the USSR - the Research Institute of Radio (RIR).

In NIIR Vasily Aleksandrovich participated in creation of the most difficult radio navigational and radar-tracking systems, the equipment of trunk radio relay communication lines. He took active part in creation of the first-ever distribution manifold of satellite TV broadcasting of "Orbit" and also creation of the first-ever satellite system of direct TV broadcasting Screen.

As the head of the communications industry thanks to professional erudition Vasily Aleksandrovich could solve all of problems of the highest priority: he was engaged in development in the country of broadcasting and telephone communication, a mail service, carrying out the scientific research directed to creation in the country of digital communication systems and many other.

Already at the first stage of work in the Ministry the solution of a number of problems of the state value was entrusted to it. Main - providing in all localities in the territory of the USSR (it is 24 million sq.km - a limit of world practice of a telefikation) possibilities of acceptance of television and the equipment according to 11 time zones (for convenience of TV viewers) five-zone (with shift at two o'clock) the systems of broadcast of the central television. It was necessary to improve also cardinally quality of acceptance and to increase number of at the same time adopted programs of broadcasting for all territory of the USSR. At the same time improvement of audibility of the Soviet radio in all regions of the world became one of the major tasks.

As a result of actions of Ministry of Communications of the USSR headed by Shamshin, more than 98% of the population had an opportunity to watch television, and 95% - to select from two and more programs. By the end of the 1980th of the USSR became the owner of the most powerful networks in the world of both internal, and external broadcasting. At the initiative of Vasily Aleksandrovich in the early seventies together with the Ministry of Agriculture developed the comprehensive program of installation of telephones to rural areas, it allowed to increase in the 1970-80th number of subscribers of communication in the village approximately by 6 times (more than 6 million).

Vasily Shamshin was one of the most educated specialists of the communications industry. He publishes more than 100 printing scientific works, he is the author of ten inventions. Vasily Aleksandrovich was engaged in teaching activity, was the Chief Editor of one of the oldest trade magazines – ElektroSvyaz.

It held authority of the outstanding specialist as in the country, and abroad. It was elected the full member of the International academy of communication and the International academy of informatization, the Honorary member of the Russian scientific and technical society of radio engineering, electronics and communication of A.S. Popov and also the member of Institute of engineers of electrical equipment and radio electronics - IEEE (USA). For merits in the field of creation of the systems of satellite broadcasting it was awarded with an Order of the Badge of Honour, became the winner of the Lenin award and award of Council of Ministers of the USSR.

After leaving from the minister's position Vasily Aleksandrovich's weight in the industry as outstanding expert remained unsurpassed: he regularly participated in activity of scientific and technical councils, was elected the chairman of the board of directors of "Moscow Intercity and International Phone" company, then – Rostelecom.
