Biography

Kirill Stepanenko was born on May 9, 1981 in St. Petersburg.

In 2003 graduated from Saint Petersburg State University of Economics and Finance majoring in of Marketing-management, in 2001 was trained at School of exchange business at the St. Petersburg exchange.

From 2003 to 2007 took different positions in JSC North-West Telecom companies and JSC MTS.

From 2007 to 2010 worked in the Ministry of Economic Development of the Russian Federation as the assistant department head of reforming of transport and communication of department of state regulation of rates, infrastructure reforms and energy efficiency. During operation in the Ministry of Economic Development of the Russian Federation Kirill Stepanenko was the board member of JSC Chukotkasvyazyinform, JSC Ingushelektrosvyaz and JSC Bashinformsvyaz and also the member of audit committee of JSC Svyazinvest.

From May to October, 2010 was the deputy head of department of regulation of activity of natural monopolies in the field of communication in Federal Tariff Service of the Russian Federation.

In 2010 came to JSC VimpelCom to the head's position on government relations. At this position Kirill worked till July, 2012.

Kirill Stepanenko was the advisor to director general of JSC Central Suburban Passenger Company.

Since 2012 worked as the director of the department of regulation of radio frequencies and communication networks of the Ministry of Telecom and Mass Communications of the Russian Federation.

In April, 2013 headed the office of SCRF.

In March, 2016 it is appointed the deputy chief on information technologies and communication of Moscow Metro[1].
