Topilin Maxim Anatolyevich is the former Minister of Labour and Social Protection of the Russian Federation. Former Head of the Federal Service for Labour and Employment, former Deputy Minister of Health and social development of the Russian Federation.

Biography

Was born on April 19, 1967 in Moscow.

Education

1988 - graduated from the Moscow institute of the national economy of G.V. Plekhanov Economist.

1991 - finished a postgraduate study of Scientific Research Institute Truda Gosudarstvennogo Komiteta SSSR on work and social problems.

Scientific degree

Candidate of Economic Sciences.

Thesis: "Material stimulation of a labor contribution of structural divisions of the enterprise"[1].

Career

Since 1988 - at work in scientific research institute of work where there passed the way from the junior researcher to the manager of the sector.

1994 - 1996 - the specialist expert, the consultant of department of work, employment and migration of Department of work, health care and social protection of the population of Government Office of the Russian Federation.

1996 - 1997 - the consultant of department of social policy and work of Department of work and health care of Government Office of the Russian Federation.

1997 - 2001 - Department of social development of Government Office of the Russian Federation.

2001 - 2004 - the deputy minister of work and social development of the Russian Federation.

2004 - it is appointed the Head of the Federal Service for Labour and Employment.

2005 - it is appointed the chief state inspector of work of the Russian Federation.

Since July, 2008 - the Deputy Minister of Health and social development of the Russian Federation.

2012 - Minister of Labour and Social Protection of the Russian Federation.

On January 21, 2020 - it is relieved of the post the Minister of Labour and Social Protection in connection with resignation of the Government of the Russian Federation.

On February 12, 2021 - it is relieved of the post the head Pension fund Russia.

Awards

By the decree of the Russian President of November 17, 2008 No. 1610 for the courage and dedication shown at delivery of health care to victims in the Georgian-South Ossetia conflict it is awarded the order Courage.
