Biography

Was born on April 26, 1963 in Moscow.

Graduated from the St. Petersburg Engineering and economic academy majoring in economy and the organization of mechanical engineering industry, qualification - the engineer-economist is awarded.

In 1995 became the assistant to the deputy of the Legislative Assembly of Saint Petersburg. A year later it was appointed the chief of the Office of the first vice governor - the Chairman of the Committee of finance of the Administration of Saint Petersburg. Under its management a number of laws and administrative acts of the Administration of Saint Petersburg in the field of management of public finances is drafted.

From 1999 to 2004 - the director of research programs, the chief executive Fonda of the economic and political researches "Epicentre St. Petersburg". Is the author of a number of legislative initiatives in the State Duma of the Russian Federation concerning economy, finance, taxation and the antimonopoly policy.
