Aleksei Konstantinovich Volin (January 31, 1964, Leningrad, RSFSR, USSR) - Russian media manager and specialist in PR technologies.

Biography

Born in a family of engineers (father - designer of nuclear submarines, mother - mathematician-programmer[1]. He graduated from the Faculty of History and Philology of the Institute of Asia and Africa at Moscow State University (Indonesian branch).

1986-1996

  • Since 1986 - an employee of the Asian edition of the Press Agency "News."
  • In 1989-1991 - APN correspondent in Jakarta.
  • Since 1992 - a special correspondent for RIA Novosti, was a member of the journalistic pool of the Russian government.
  • Since 1995 - First Deputy General Director of the General Directorate of Information RIA Novosti, member of the Management Board[1].
  • Since 1996 - General Director of the TV channel "Business Russia" (a joint project of RIA Novosti, VGTRK and Video International). Participated in the election campaign of B.N. Yeltsin.

1996-1998

  • In 1996-1997 - Head of the Media Department for Public Relations of the Presidential Administration of the Russian Federation.
  • In 1997-1998 - First Deputy Head of the Public Relations Department of the Presidential Administration of the Russian Federation. Together with the head of the Department, Mikhail Margelov, they were preparing radio addresses of President Boris Yeltsin, whose health at that moment did not allow him to be shown on TV. 1998-2003

  • From 1998 to 2000 - Head of the Government Information Department of the Government Apparatus of the Russian Federation (premiership of Sergei Kiriyenko), Chairman of the Board of the RIA Novosti news agency. During the hostilities in Chechnya in 1999, together with Mikhail Margelov, he took part in the creation of the Rosinformtsentr, a body to coordinate all outreach work in the Chechen direction. After joining the government in 2000 until the end of January 2003, he continued to have a serious influence on the activities of RIA Novosti and even had a working office there. Nikiforov and Volin know each other personally on joint work. In particular, since February 2012, they have been together in a working group to prepare proposals for the formation of the Open Government system in the Russian Federation. Both Nikiforov and Volin are members of the subgroup on the development of systems used to provide public services in electronic form and for modern means of communication.

According to Marker.ru sources, as deputy minister, Volin will mainly perform the functions that were previously assigned to Alexander Zharov, who became the head of Roskomnazdor. Volin will be responsible for managing media and mass communications policy. In addition, he may be entrusted with part of the functions of leading the creation of "electronic government," in particular the system of electronic public services. In the previous team of the ministry, Deputy Minister Ilya Massukh, who left the department in June 2012, was engaged in this direction.

  • On July 5, 2012, Prime Minister Dmitry Medvedev appointed Alexei Volin as Deputy Minister of Communications and Mass Communications of the Russian Federation, according to the government website. In October 2020, Alexei Volin resigned as deputy minister. Instead, Bella Cherkasova from the Kremlin administration was appointed deputy minister in charge of the media industry and the Internet.

2021: Appointment as head of FSUE "Space Communications"

Alexey Volin was appointed Director General of FSUE Space Communications (GP KS). The corresponding order of the Ministry of Digital Development, Communications and Mass Communications of the Russian Federation No. 353-k was signed on June 23, 2021, and after 5 days the former deputy head of the Ministry of Digital Affairs took up his duties.

The main tasks of Alexei Volin as head of the State Council of the Constitutional Court will include:

Under the leadership of Volin, FSUE Space Communications will also continue to develop technologies related to the development of digital television and audiovisual services.

Mikhail Seslavinsky, Deputy General Director for Interaction with State Authorities of the UESEM Holding Company, a long-term colleague of Alexei Volin told TASS that the appointment was long awaited after the completion of public service.
