Zhvachkin Sergey Anatolyevich is the governor of the Tomsk region. Former CEO of Gazprom Transgaz Krasnodar LLC.

Was born on January 20, 1957 in Perm, Russia.

Education

1979 - graduated from faculty of industrial and civil engineering of the Tyumen construction institute.

1983 - graduated from faculty of organizers of industrial production and construction of Gorky construction institute.

1991 - ended paid training at Academy of National Economy in Moscow and passed a training in the city of Kiel, Germany.

Career

1979 - For 1984 - worked at first as the master, then the foreman, the chief engineer, the chief of construction management No. 3 of Tomskneftestroy trust of software Tomskneft.

1985 - 1987 - was the deputy chief of NGDU software "Vasyugan oil" Tomskneft.

1987 - 1994 - held a position of the managing director of Tomskneftestroy trust of JSC Tomskneft.

1994 - was the CEO of JSC Tomskgaz, JSC Tomskgazprom.

1999 - 2004 - the president of JSC Vostokgazprom.

1997 - 2007 - was the deputy of the second and third convocations of the Duma of the Tomsk region, worked in committee on economic policy.

August, 2004 - 2007 - it was appointed to the position of the CEO of Kubangazprom LLC which is affiliated enterprise JSC Gazprom and working at the territory of Kuban, the Rostov region and the Republic of Adygea.

April, 2007 - it is appointed to the position of the CEO of Gazprom transgaz-Kuban LLC (since July, 2011 - "Gazprom Transgaz Krasnodar").

On February 16, 2012 - it was appointed the president of football club "Tom".

2012: Governor of the Tomsk region

February 7, 2012 - The Russian President Dmitry Medvedev proposed to the Duma of the Tomsk region Zhvachkin's candidacy for a statement for a post of the governor of the Tomsk region.

On February 15, 2012 - it is claimed to the governor's position.

On March 17, 2012 - entered a position of the governor of the Tomsk region.

On February 21, 2017 Russian President Vladimir Putin signed the Decree on Sergey Zhvachkin's appointment the acting as the governor Tomsk region before elections on September 10.

On result of elections in 2017 it is elected the Governor of the Tomsk region.

On September 18, 2017 entered a position of the governor of the Tomsk region.

Candidate for governors

On February 2, 2012 United Russia will propose to the Russian President Dmitry Medvedev three candidacies for governor of the Tomsk region. Their number included Sergey Zhvachkin^[2].

Also Sergey Ilinykh and Pyotr Chubik became candidates for a post of the governor of the Tomsk region.

The political scientist Alexey Shcherbinin considers that all three candidates who will be provided to the president, - "successful managers and good politicians". According to him, for Sergey Zhvachkin his support by Igor Sechin, for Sergey Ilinykh - prospects can play. And the most answering line of development of the Tomsk region Shcherbinin considers by "The most equilibrium figure" Pyotr Chubik. "But I so represent that will solve in terms of preferences in the Kremlin. So will call that candidate which is most necessary to the Center", - the political scientist added.

According to the newspaper of Izvestia^[3], the party in power claims that all candidates are worthy to head area and everyone has such chance. "Zhvachkin worked in the region more than 20 years and there passed the way from the ordinary employee of trust to the CEO. Ilinykh — one of the most effective managers with very good experience, and Chubik holds the rector's post that, of course, is very important in the region where nearly a third of the population — students" — the first undersecretary of presidium of general council of ER Sergey Zheleznyak explains.

But of area are sure that the decision on future governor is made — Sergey Zhvachkin will become him. The head "Gazprom Transgaz of Krasnodar" worked in Tomsk only till 2004, held posts of the head of Tomskgazprom and Vostokgazprom. But in the last eight years he worked in Kuban, and a year ago about him even federal media as reported the participant of scandal: spouses Konovalova from Krasnodar accused it of raider occupation of their real estate.

"I very strongly doubt that about Zhvachkin could remember and insert just like that into the list for the sake of appearances of the person who here now and does not work. In it there is no sense. So, most likely, it will become the governor" — the first secretary of the Tomsk regional committee of the CPRF Alexey Fedorov considers.

Besides for benefit of Zhvachkin says also that his appointment is lobbied by Gazprom and personally the Deputy Prime Minister Igor Sechin supervising in the government of energy industry approves the source of Izvestia familiar with a situation in the region. "Everything can be, but, most likely, Sergey Evgenyevich Ilinykh is included in the list only for for the sake of decency. We have all the whole day only and speak about return of Zhvachkin which young politicians, by the way, practically do not know. It is remembered only as lobbyist of Gazprom from the 1990th" — he says.

Zhvachkin is close and to one lobbyist of Gazprom deputy of the State Duma Valery Yazev. At least, according to the SPARK system, they are co-owners of Tayezhnoye LLC (it is registered in Tomsk), which provides services in the field of hunting and cultivation of wild animals, and Kavkazsky aul LLC which is engaged in the organization of campings.

Meanwhile Sergey Ilinykh really applied for the governor's post earlier, the interlocutor of Izvestia claims. But the acting governor decided not to train for himself successors and alienated from himself all who could apply for his chair. So, Ilinykh held the vice governor's post on social policy till 2010, however then was transferred to City Council.

"Against Zhvachkin now a factor of elections. Before them to change a command extremely dangerously, United Russia has already a low rating in the area. So appointment of Zhvachkin who is remembered only as the lobbyist of Gazprom in the 1990th, illogically — the vice president of the Center of political technologies Rostislav Turovsky argues. — Another thing is that the corporate interests of the companies sometimes appear above pre-election logic".

Izvestia did not manage to receive Sergey Zhvachkin's comments — in "Gazprom Transgaz Krasnodar" reported that "the chief is in a business trip".

Political activity

Sergey Zhvachkin was the deputy of two convocations of the Duma of the Tomsk region on the Northern district No. 17 occupying the third part of the territory of the area and including about 100 localities. As the deputy, Zhvachkin worked in one of key committees of a thought - committee on economic policy. President of football club "Tom". On April 29, 2012 - participated in the action devoted to the Holiday of spring and work. On a celebration the head of the region presented 30 state awards^[5].

On August 17-19, 2012 – the Axe Holiday — 2012 festival tender participated in a grand opening in the village of Zorkaltsev of the Tomsk district of V international^[6].

On December 7, 2012 - participated in a ceremony of welding of the first joint of the South Stream gas pipeline. The festive event took place with participation of the President of Russia Vladimir Putin, leaders of other countries, company management Gazprom and her European partners^[7].

December, 2012 - took part in shootings of the New Year's clip. The head of the region played the grandfather reading fairy tales video of the YuDI group on the Snow song^[8][9].

On February 14-15, 2013 - took part in work of the Krasnoyarsk economic forum.

Participated in a plenary session of a forum "Russia: the card of changes" on which the prime minister of the country Dmitry Medvedev called Tomsk the first in number of the innovation "points of growth in Russia", having added to it Novosibirsk, Kazan and Krasnoyarsk Krai. Within the forum Sergey Zhvachkin acted on "round tables" on a subject of the regional competition as which moderator the cochairman of Business Russia Alexander Galushka and on problems of power industry of Siberia which was carried out by the Minister of Energy of the Russian Federation Alexander Novak acted. From the president of Tatarstan Rustam Minnikhanov heading Association of the innovation regions of Russia, the Tomsk governor received confirmation on participation in the XV Tomsk innovation forum INNOVUS, and agreed with the Governor of the Altai Republic Alexander Berdnikov at a forum in Tomsk to sign the interregional agreement on cooperation^[10].

Interesting Facts

Became one of three governors appointed in 2011-2012 before return of elections of heads of regions which proved to be highly effective area managers. Was among governors-beginners whose strategy for strengthening of a power vertical in the region is estimated as highly effective^[13].
