Start of superservice across all Russia

On November 23, 2020 the European Accident Statement Online superservice became available across all Russia. It is possible to use it through the mobile application Assistant of CMTPL integrated with the Uniform portal of state services.

Using mobile application it is possible to issue the notification on road accident in electronic form. For this purpose mobile application should be installed on the smartphone of one of participants of road accident.

The superservice for registration of road accident without traffic police is started across all Russia

For a road accident design participants should fill out data on one device, having selected option of a design of road accident with photofixing or without it. The form signed by both participants is transferred to base of the Russian Association of Motor Insurers (RAMI), and the notification on a successful completion of a design of road accident comes to mobile application. After sending the notification to insurance company drivers can leave the place of accident.

Design of incident with photofixing grants the right to payment within 400 thousand rubles, at failure from photofixing — within 100 thousand rubles.

According to the Deputy head Mintsifra of Russia Andrey Chernenko, since 2021 road accident can be issued also through the application "Gosuslugi. A car" which department intends to start "in the nearest future". Also there will be an opportunity to make out the protocol along with two devices of both participants of road accident and also to enter and save data in the application in the absence of communication, and then to send them as soon as Internet access appears, told the deputy minister (his words are cited by the press service of department).

At the beginning of September, 2020 the chief executive of RSA Evgeny Ufimtsev told journalists what to be connected to the application of "European Accident Statement" and will be able to issue the electronic notification on road accident not only individuals to which now it is already available, but also legal entities.

Besides, according to Ufimtsev, in December, 2020 the special module integrating not only mobile application according to the CMTPL of the union, but also mobile applications developed by profit-making insurers will be started. An opportunity for CMRPL insurers to include in it own applications for settlement of losses will become feature of the module.[1] 

The Russian motorists will receive electronic notifications on road accident

On June 30, 2020 it became known that the Russian motorists will receive electronic notifications on road accident. Such functionality will be implemented in October, the president of the All-Russian union of the insurers (RSA) Igor Jürgens at an online forum of insurance innovations Innolns-2020 said.

According to him, by the end of June, 2020 of the notification on road accident in electronic form are tested in Moscow, Moscow area, St. Petersburg and the Leningrad Region.

Jürgens also told that in December, 2020 in mobile application of RSA there will be information services, and in June the 2021st is going to start electronic settlement of losses in it. RSA intends to develop further the existing applications "road accident. The European Accident Statement" and Assistant of CMTPL to come to the seamless mode of interaction with consumers.

He emphasized that improvement of electronic services became possible after start in commercial operation of the new the automated information system (AIS) of the CMTPL which minimizes quantity of errors and with higher quality corresponds to requests of car owners and traffic police.

Igor Jürgens reported that by the end of June, 2020 verification of presence of policies of the CMTPL via video cameras was begun in Moscow. The AIS CMTPL allows to process in tens times more of requests, and in the long term and more. In two days of work 37 insurance companies were connected to a system, he told.

Conditions of an execution of the European Accident Statement in Russia since October 1

Since October 1, 2019 in all territory of Russia rules of a registration of road accident without participation of police officers – the European Accident Statement are introduced. Introduction of the electronic notification is intended to accelerate process of interaction of the parties at a road accident design, reported on October 4, 2019 in JSC GLONASS.

At the same time it is appropriate to note need of observance of the additional conditions allowing to issue road accident according to the European Accident Statement. In particular, only two machines should participate in accident and at both drivers the policy of the CMTPL should be issued; at road accident harm should be done only to the above-stated cars, but not property of the third parties; medical care should not be required for people.

Important point in case of document creation at road accident without participation of police officers is that data should be recorded it by participants and are transferred in the AIS CMTPL using the special technical means of control (TMC) providing operational receiving created in not adjusted type of information about road accident (namely: values of speed and accelerations of the car to and at the time of collision and also the current time and fix-up values of the vehicle at the time of road accident).

As explained in JSC GLONASS, the ringing circuit of the emergency operational services (RCEOS) of the ERA-GLONASS system installed in cars function only regarding implementation of an emergency call and informing the emergency operational services on coordinates of road incident. For execution of the European Accident Statement of these data it is not enough therefore to use the SOS button installed on the UVEOS vehicle for execution of the European Accident Statement and data transmission in the AIS CMTPL it is impossible.

Thus, it is necessary to install in addition in the car technical means of control which will allow to recover all circumstances of the event, having provided an expanded data packet: a track of the movement of the car and a profile of accelerations or decelerations during collision on three axes. The Technical Means of Control (TMC) or UVEOS with advanced functionality will write this information in the form of the 10-minute looped-back track. Further these data will be supplemented with the control information allowing to check that they are not forged and will be transferred in not adjusted type.

Only at observance of above-mentioned conditions the user who got into accident will be able, having clicked SOS, to initiate sending the data on the circumstances preceding road accident recorded in the automatic mode. Transfer of a track, the diagram of shock loads and coordinates of road accident to the ERA-GLONASS system will be at once activated, then this information will go to RSA and insurance company. Having obtained data of the movement and parameters of blow, the insurance company will understand extent of potential damages of the car.

The main destination of the ERA-GLONASS system is ensuring information transfer for the emergency response to the road accidents for reduction of time before assistance to the people who had an accident – due to automatic detection of the moment of road accident and data transmission in emergency services without participation of victims. Development of additional services based on a system continued, and JSC GLONASS took a number of steps to the fields of normative regulation of the simplified registration of road accident with use of the European Accident Statement. In particular:

  • 1. By request of the Russian Association of Motor Insurers (RAMI) JSC GLONASS developed the national standards setting requirements to TSK of circumstances of road accident and expanding functionality of GAIS "ERA-GLONASS" for the simplified design of road accident according to the European Accident Statement without participation of police officers. These standards were approved by Rosstandart.
  • 2. According to the offer of JSC GLONASS technical means of control were included in the draft of the uniform List of products which are subject to obligatory certification. This initiative is directed to prevention of actions for false representation of consumers concerning reliability of information generated and provided to TSK.
  • 3. JSC GLONASS sent to Minpromtorg of Russia of the offer on making changes in technical regulation TR CU 018/2011 on establishment of requirements to UVEOS regarding a possibility of determination, registration and information transfer about circumstances of the road accident.

Experts of JSC GLONASS together with car makers handle an issue of release of cars with the ringing circuits of the emergency operational services "ERA-GLONASS" allocated with functionality of technical means of control. It is supposed that the most mass models of cars will soon go on sale already equipped with UVEOS with advanced functionality. However even in this case the service of a design of road accident in the European Accident Statement using UVEOS will be voluntary for the car owner, for its activation it will be necessary to sign the agreement upon purchase of the car or at execution of the policy of the CMTPL, emphasized in JSC GLONASS. And owners of used cars will be able to set TSK at own expense and if necessary to use functions of the European Accident Statement.

Announcement of superservice

On July 24, 2019 it became known of the preparing start in Russia of an online service on fast execution of the European Accident Statement. It should reduce considerably traffic jams which arise on roads after accidents. The concept developed within the Digital Public Administration project was approved by presidium of the government commission on digital development, the press service of the government reports.

In November, 2019 pilot start of Execution of the European Accident Statement Online superservice which will allow motorists to make out road accident in 15 minutes will take place. If participants of accident have no disagreements, they will have an opportunity to independently fill out the notification on the event of road accident and to transfer him to insurance companies for receiving payments.

In Russia there will be an opportunity to issue the European Accident Statement via the portal of state services

The electronic signature will be equated to the similar document with signatures of participants of accident. If everything passed successfully, the electronic notification on road accident comes to the AIS CMTPL, and the identifier of accident comes to smartphones of drivers.

It is offered to transfer notifications via the portal of state services or through the mobile application developed for this purpose. All necessary data can be loaded from a personal account, it will be necessary only to add a photo. After that results of consideration by insurance companies of a situation can be browsed in the same place, in the application.

Also users using state services can find insurance company for signing of the contracts of the CMTPL and KASKO, and calculation of cost of the policy, including online check of the current value of coefficient a bonus-malus which raises or lowers the cost of the policy depending on accident rate in previous periods, will be counted automatically.

The experiment will last Moscow and St. Petersburg and also in the Moscow and Leningrad regions till October, 2020.[3]
