The portal of public services of the city of Moscow is intended for providing access to physical persons and legal entities to all reference information about the public services and executive authorities rendering these services (mos.gosuslugi.ru).

From the middle of August, 2011 when the Moscow portal of public services (pgu.mos.ru) began to provide interactive services, registration procedure in a personal account was undergone by 311 thousand Muscovites, from them 50 thousand are pupils of 9-11 classes.

About 30 thousand people use the Moscow services using the login and the password from the federal portal of state services gosuslugi.ru. And 3 thousand Muscovites underwent complete registration procedure, having shown the passport in district engineering service, the City center of housing subsidies or Mnogofuktsionalny service center. The status of the verified user will allow them to receive legally significant services.

Thanks to the procedure of the simplified registration which does not require the evidence of pension insurance (Insurance Number of Individual Ledger Account) on the portal more than 50 thousand school students were registered. Record to the doctor and service of operational informing on results of a SFE and the USE is available to them. In a case final examination pupils can examine not only job evaluation, but also look at its optical copy.

The services connected with education, health care and rest of children are for Muscovites in the greatest demand. So, in 1 class 83 thousand citizens used service of record, the summer exit and city camp selected 50 thousand parents on the portal. Results of a SFE and the USE pupils and their parents requested in electronic form 30 thousand times. For several days of work of service for signing up in organizations of additional education of a mug and sections for children picked up 9 thousand families for interests. At the same time children are more senior than 14 years can select independently out-of-class occupations and to issue an application.

To the doctor which supplements work of uniform city call center and infomats in halls of clinics about 50 thousand Muscovites used electronic record already.

Also services of armoring of time of a solemn wedding, registration of the car in traffic police and a SMS subscription about new charges of penalties, payment of housing and communal services on the bank card, obtaining the hunting ticket of a new sample and permission to transfer of premises to non-residential are popular.

In total Muscovites ordered 191 thousand services via the portal and carried out transactions on 70 million rubles.

Average attendance of the portal – about 10 thousand unique users a day, the peak of attendance is recorded on December 15 last year when the portal was visited per day by 25 thousand people.

2020: In Moscow it is possible to approve re-planning only online now

Since August 21, 2020 to approve re-planning in Moscow became possible only online. Statements on receiving state service are adopted only on the mos.ru (http://mos.ru/) portal in the section "Housing, housing and communal services, the yard", reported on the official site of the mayor Moscow. 2016

Development plans for "Open platform of state services"

On May 13, 2016 Ministry of Telecom and Mass Communications Russia "The open platform of state services" reported on the status of project implementation. As of May, 2016, were connected to service Moscow, the Tyumen and Tula regions and also Krasnoyarsk Krai and Khabarovsk Krai. They placed on pages of service widgets of popular state services "Check of tax debts" and "Learn the TIN". The Arkhangelsk region is in process of connection. 19 more subjects of the Russian Federation intend to join "The open platform".

The Ministry of Telecom and Mass Communications of the Russian Federation plans further development of service. Together with the Federal Tax Service (FTS) the actions plan on placement of widgets of services of FTS on EPGU by means of Open Platform of State Services is created. Expansion of number of widgets of public services is planned and the new widget of service in execution of the international passport is already developed.

"The open platform of state services" earned in two regions of the Russian Federation

On January 19, 2016 the Ministry of Telecom and Mass Communications of the Russian Federation announced that within implementation of Open Platform of State Services technology two popular public services — "Check of tax debts" became available to users of regional portals of public services of the Tula and Tyumen regions and "Learn the TIN".

2015

Start of "Open platform of state services"

On October 14, 2015 Ministry of Telecom and Mass Communications of the Russian Federation together with Department information technologies (DIT) the cities Moscow announced pilot start of Open Platform of State Services on the Moscow portal of public services.

Two popular federal public services — "Check of tax debt" became available to users of the portal and "Learn the TIN".

"The open platform of state services" — a part of the program of the Ministry of Telecom and Mass Communications of the Russian Federation for increase in distribution of electronic state services. The service assumes providing federal electronic state services on portals and the websites of federal and regional executive authorities using auxiliary programming elements (widgets) of the Uniform portal of the public and municipal services (EPGU). Thus, uniform user experience on one website remains and the number of channels of access to public services in electronic form increases.

So far citizens do not perceive federal and regional portals of state services as a part of uniform state service because of separation of structure and channels of representation of electronic state services. The state portals render state services, poorly interacting with each other — the Deputy Minister of Telecom and Mass Communications of the Russian Federation Alexey Kozyrev noted. — Development of "The open platform" is connected with need to create single solution which would allow citizens to use services and a personal account of EPGU taking into account specifics of regional portals. Implementation of the platform should provide convenience of using of federal services and lead to increase in volume of state services which citizens receive in electronic form.

Replication of the implemented solutions on other regional Internet portals and also development and deployment of widgets with federal public services, popular with the population, will become the next stage of work of service.

Turnovers of the portal of state services exceeded 5 billion rub

On March 16, 2015 it became known of digit of the payments registered by means of the Moscow portal of state services for all the time of its work, it exceeded 5 billion rubles. For the first 2.5 months 2015 Muscovites paid 1.1 billion rubles using the portal.

Housing and communal services, the most capital-intensive sphere of calculations on the portal - about 88% of the total amount of payments. Another 10% of transactions are connected with payment of penalties by car owners.

Gain popularity and other payment types: users refill balance of electronic cards according to which school students eat in the dining room, pay duties REGISTRY OFFICES, additional education of children and service of kindergarten.

Growth of volume of payments is caused by connection of most city institutions to a recording system of charges and payments (IC RNIP), a considerable gain of audience of the Moscow portal of state services. For March 16, 2015 on it about 4 million residents of the capital are registered that it is three times more, than at the beginning of 2014.

Payment amounts on the periods:

  • 2012 - 480 rub.
  • 2013 – 550 million rubles,
  • 2014 – 3 billion rubles.

2012

DIT until the end of the year will transfer payment of the main state services to an electronic form

DIT of Moscow is going to transfer until the end of 2012 payment of the main public services provided via the city portal of state services to an electronic form. On November 7, 2012 reported about it to TAdviser in the press service of department.

According to the representative of the press service, until the end of December, 2012 using partners on the portal it will be possible to pay services BTI, the State Housing Inspectorate of Moscow, baby food at schools, penalties of traffic police and other duties of department, housing and public utilities and some other services. Now only payment of parking spaces is available to the registered users.

On November 7, 2012 the QIWI payment system announced signing of the offer with department about providing both to clients of a payment system, and users of the portal, an opportunity to pay state services using their Qiwi Wallets.

As the vice president of Qiwi bank Alexander Melikyan reported TAdviser, the QIWI payment system became the first and still only rule providing carrying out payments on the Moscow portal of state services. "We actively develop the direction on payment acceptance for benefit of the state organizations - it is one of our key priorities", - he told.

The press secretary of DIT of Moscow Elena Novikova reported to TAdviser that also the offer of department was already accepted by Alfa-Bank and Деньги.мейл.ру.

The press service also added that the proposal on cooperation was submitted to the largest banks of the country. "All of them are interested, but make the decision depending on what services and what volume will be is carried out via the portal", - the representative of department specified. Takzhedit Moscow expects the final decision about accession to the project from outside Yandex.Money and the CyberPlat.

To seize the opportunity of making payment it is necessary to select on the portal the Pay button, the service or charge and a payment method further required - the Qiwi Wallet. Then it is necessary to come into the account in a payment system and to make payment by one of the offered methods: from the account of a purse or the bank card linked to plastic. Also it is possible to pay services from the account of the mobile phone, having made out the corresponding bill in a purse.
