SAP ERP HCM - as part of the SMB Partner Program

In September 2010, SAP announced a new partnership initiative for small and medium-sized businesses: for the first time in Russia, pre-configured solutions based on SAP solutions will be offered at fixed prices and implementation dates. At the same time, the proposed price of solutions includes both licenses and implementation services.

The SAP partner solutions offered under this initiative, at a fixed price and project duration, can currently be divided into three groups:

  • ERP solutions based on SAP All-in-One costing from 160 to 390 thousand euros and a implementation period of 3-5 months;
  • Analytical solutions based on SAP Business Objects with a cost of 25 to 115 thousand euros and a implementation period of 2-4 months;
  • HR solutions based on SAP ERP HCM solutions with a cost of 50 thousand euros and implementation dates of 4-6 months.

The segment of packaged solutions for small and medium-sized businesses today includes industry solutions for retail, distribution, banks, insurance, production. SAP partners also offer cross-industry solutions for business processes such as Customer Relationship Management (CRM), Human Resources (HR), Business Intelligence, and Service.

Supported Legal Changes 2012

The Russian localization of the SAP ERP HCM product in 2012 implemented the following legal change requirements:

  • The statistical reporting form of the P-4 has been updated (in accordance with the Order of Rosstat dated 12.10.2012 N 539).
  • A new procedure has been implemented for calculating additional rates of insurance premiums for certain categories of payers in relation to payments in favor of employees engaged in types of work specified by law in harmful conditions (in accordance with Federal Law No. 243 of 03.12.2012).
  • The new requirements of the legislation to restrictions for average daily earnings are taken into account, on the basis of which benefits for temporary incapacity for work, pregnancy and childbirth and a monthly allowance for childcare are calculated (in accordance with the 21-FZ of 25.02.2011 as amended by the 276-FZ of 29.12.2012).
  • The instruction of the Pension Fund of the Russian Federation was implemented to reflect the amount of payments and other remuneration, including exceeding the maximum value of the base for calculating insurance premiums, when filling out the SZV-6-3 form for 2012.

Standard SAP ERP will be replenished with HR-solution of TATNEFT

The solution "Creating a reserve for payment of unused vacation days in accounting for quarterly inventory" in the "Human Resources Management" system based on SAP HCM products, created specifically for TATNEFT, will be included in the standard functionality of SAP ERP. This was announced at the end of September 2013 by Energy Consulting, which was involved in the development of this solution.

To be included in the standard functionality of SAP ERP, it was selected by voting in the framework of the first customer development competition in Russia based on the SAP platform, held in early September 2013. The competition was conducted in two areas - development based on SAP ERP FI/LO (finance and logistics) and SAP ERP HCM (human resources management).

The decision of TATNEFT allows you to reconcile the real balances of unused vacation days for each employee, enter data into the information system and calculate the reserve for payment taking into account the employee's real average daily earnings.

According to Ramil Khairullin, Deputy Head of the Methodology and Internal Audit Department of the Accounting and Reporting Department of TATNEFT, this decision allowed the company to get a real picture of the use of employees' right to leave.

"The accrual of actual vacation pay during the year is made at the expense of the amount of the previously created reserve for vacation, and the accrual of the reserve allows you to evenly distribute the amount of vacation pay on the cost of production," he says.

Energy Consulting told TAdviser that the implementation of this solution in TATNEFT was completed in the first quarter of 2013. In total, it was implemented in 23 structural divisions of the company, and its users are more than 100 people - employees of human resources departments, labor and wage organization departments, cash accounting and financial settlements.

The implementation was dictated by the need, starting from the annual reporting of 2011, to create and quarterly update the amount of provision for the payment of unused vacation days, taking into account insurance premiums in the accounting of TATNEFT.

SAP ERP HCM Integration to SuccessFactors

This approach will reduce costs, speed up, and simplify the implementation of new solutions for customers using hybrid deployment scenarios.

SAP ERP HCM Integration to SuccessFactors rapid deployment solution combines advanced pre-configured configuration, consulting services, and integration tools for SAP ERP Human Capital Management (SAP ERP HCM) version 6.0 with SuccessFactors Business Execution (BizX). The new approach allows you to quickly integrate and configure bidirectional processes between SAP ERP HCM and SuccessFactors Compensation solutions. It is important that the payment here is tied to the actual results. You can also perform a full or incremental transfer of employee and organizational management data from SAP solutions to the SuccessFactors BizX system. Thanks to standardization, the solution can be implemented easily and quickly by determining the scale and cost of work in advance.

This is the fourth SAP solution with fast deployment support that supports a hybrid environment. The SAP Business Collaboration rapid deployment solution combines the SAP Customer Relationship Management (SAP CRM) application with the SAP Jam social media platform. The SAP Information Interchange OnDemand solution supports the SAP ERP ERP system components and the SAP Information OnDemand solution to support indirect purchasing processes. The integration of the SAP Business Suite and the solution supporting the rapid deployment of the Ariba Network allows you to securely and securely connect SAP server products to the Ariba Network. These solutions provide a reliable bridge between local systems and SAP cloud technologies. The company has more than 150 solutions with support for rapid deployment, focused on business and industry divisions, mobile applications and analytical systems, DBMS and cloud solutions. 2015: SAP ERP HCM localized for use in authorities

On October 9, 2015, SAP announced the completion of the localization of the industry solution for human resources management in budgetary and state institutions on the SAP ERP HCM platform.

According to the company, the time for the implementation of the localized version will be reduced by 3-4 months when implementing standard projects, costs will be reduced. Such results will be achieved in a combination of the best world practices and the requirements of Russian legislation for personnel registration in budgetary and state institutions, implemented in SAP ERP HCM and, as a result, will help reduce the need for improvements.

In creating a localized version, SAP invested about 500 man-days, developing data specific to budgetary and state institutions for the administration of personnel and the types of accruals, deductions, payments that are used for payroll in the public sector. Payroll algorithms have been improved to take into account legal requirements and reporting forms have been created. The plans for the further development of SAP ERP HCM include the enhancement of functionality taking into account projects implemented by SAP customers and partners. The SAP ERP HCM solution is already used by some Russian government agencies, including the administration of the Leningrad Region.
