Since July 1, 2017 in Russia and other countries of the Customs union it is going to put into operation the systems of electronic passports of vehicles.
Paper PTS ceased to issue * B of Russia. They were replaced by electronic documents
Since November 1, 2019 on all cars released in Russia began to issue the electronic passports of the vehicle (EPV) instead of paper. At the same time paper passports will continue to act on the territory of the whole country, and obligatory exchange is not provided.
By the beginning of November, 2019 more than 850 participants, including car makers, importers, dealers and different financial institutions are connected to the PTS electronic system. By data Avtostat, by the beginning of November, 2019 in Russia more than 50 thousand electronic PTS are registered.
It is considered that it is more difficult to forge the electronic document and besides it more informative — according to it it will be possible to trace the history of technical condition of the vehicle from the moment of its production or import to the territory of EEU and before utilization.
Some car makers warned that mass transition of the Russian cars to electronic passports can cause sharp increase in prices. The reason is that paper document revisions cost them free of charge, and here it is necessary to pay for an electronic format.
Electronic PTS will lead to growth of fraud in Russia
Introduction of the electronic passports of vehicles (EPV) can provoke growth of fraud in the market. It became known on October 22, 2019 from the publication of Kommersant written with the link with the link the Joint Leasing Association (JLA).
The last sent to the Deputy Prime Minister To Maxim Akimov and the head Mintsifra To Konstantin Noskov the offer to develop service for online data access about registration of cars of century TRAFFIC POLICE. The association explained that EPTS does not interfere in any way with plunder of cars as in these documents it is not obligatory to make record about the owner of the machine and there are no data on its registration in traffic police. Besides, information from PTS is closed for the third parties.
The CEO of CarPrice Denis Dolmatov says that at secondary market sale check of machines with EPTS also becomes complicated: without access to the base containing complete data on such cars an opportunity for any frauds opens. Dealers see also other difficulties during the work with EPTS — with a speed of unloading and change of data in a system, the director of Audi Avilon Renat Tyukteev says.
Minpromtorg emphasized that the EPTS main function comes down to collection of information which is necessary for release of a car and their registration in the State traffic inspectorate. At the same time neither paper, nor electronic PTS are not considered as the document certifying the property right to the vehicle.
The head of department of state regulation, compliance and authorization of Alpha Leasing Rimma Ivashchuk says that loss of history of owners is possible also by October, 2019, but it is followed by issue of the duplicate of PTS, in that case the buyer has the right to demand reduction in cost of the machine.
The traffic police supports creation of an online service and is ready to participate in its development, explained the source of Kommersant familiar with a position of department. For the companies will create special service on the portal of state services which will allow the owner of a car to receive history of all previous owners of the vehicle.
Transition to electronic PTS in Russia is delayed for a year
On October 14, 2019 it became known of prolongation of a possibility of an execution of the paper passports of vehicles (PV) till November 1, 2020. Earlier it was supposed that the states of EEU will pass to an electronic system by November 1 of the 2019th.
To new term transitional provision will continue to work: together with paper PTS are made out also electronic which will become obligatory later.
The decision on postponement was made by board of the Eurasian Economic Commission (EEC). There explained that the postponed transition happens at the initiative of Belarus and it is supported by member states of the Eurasian Economic Union (EEU). Prolongation of terms will allow to establish cooperation between owners of paper PTS and those structures which already work with electronic passports, for example, in banking sector or the insurance sphere, all those who work with electronic passports.
Transition to EPTS can lead to increase in prices for cars. It is connected with the fact that the paper passport manages free of charge now, and it is necessary to pay for its electronic version — costs will include in machine cost. Subsidies from the state could become solution.
ECE assured that electronic PTS will be entered in the EEU countries without serious consequences for car owners. Full transition to the electronic passport of the vehicle will simplify mutual movement of vehicles, procedures of their registration for citizens, will allow participants of systems to watch lifecycle of the equipment, and to state agencies — to use authentic databases of a uniform format in all countries of EEU, reported in the commission.
According to TASS with reference to the statement of ECE, till November 1, 2021 prolongs transient periods for execution of paper passports of self-propelled machines and other types of the equipment along with electronic passports.
"KAMAZ" passed to a design of electronic PTS
As it became known on October 2, 2019, "KAMAZ" as one of participants of a pilot project of the Ministry of Industry and Trade of the Russian Federation on transition to electronic passports of vehicles, started the procedure of their design. Read more here.
Data of electronic passports of vehicles integrate into EPGU
On February 1, 2019 Rostec reported that JSC Elektronny pasport (enters into State Corporation Rostec) is going to provide to citizens of the Russian Federation data access of the electronic passports of vehicles (EPV) via portals of electronic services, popular in Russia, including – via the uniform Gosuslugi portal (EPGU). The corresponding order of the Government of the Russian Federation is already accepted.
Owners of vehicles through "Gosuslugi" will be able to receive from the systems of electronic passports of data on the car and also to enter optional data, for example information on persons which assigns the right of the order or use of the car. Information will be provided on a free basis.
The system of electronic passports is ready to provide access to data as soon as connection to the Gosuslugi portal is implemented by authorized services. Also for February 1, 2019 interaction with some other the protected service portals used by a considerable part of the population of the country is fulfilled.
The persons who are not owners will be able to obtain limited information on the car interesting them via the portal of the systems of electronic passports. Verifiability of the fact of existence of the electronic passport of this car and the status EPTS will be available to them (acting, incomplete, cancelled, extinguished, utilized). Also on demand it will be possible to find information on existence or lack of encumbrances and restrictions on the car. It will lower number of cases of fraud at sale of vehicles.

The instruction is carried out to EPTS of information about the owner from his consent and on a voluntary basis, for example at execution of the purchase and sale agreement of the car at the dealer. The owner can also make it in the multifunction center of providing the public and municipal services or independently, without resorting to the help of the third parties, in the presence at it the qualified electronic signature.
Transition to the electronic passport of the vehicle does not change usual logic of behavior of car owners – the owner on hands still has purchase and sale agreement and the Registration certificate of the vehicle (STS). Among advantages to the car owner - a possibility of creation and storage of the most complete history of the vehicle based on data from the credible sources and also lack of need to store the paper document. At the same time exchange of paper PTS for electronic is not obligatory. The car owners having cars with paper PTS will be able to continue by them to use. Circulation of the passports issued earlier will not be limited to terms.
2018: Russia completely will pass to electronic PTS by July 1
In October, 2017 the Government of the Russian Federation adopted the resolution on implementation of the electronic passport of the vehicle. The resolution was signed by the Russian Prime Minister Dmitry Medvedev. Works on implementation will be performed by child structure State Corporation Rostec — "The electronic passport".
Transition to electronic PTS will be gradual
It is planned that access to electronic PTS will be provided for traffic police officers, the authorized participating organizations of a system of electronic passports and also owners of vehicles after they are registered in the System of electronic passports. In turn, PTS on paper carriers will be gradually excluded from turnover that will allow to avoid process of recovery of the lost PTS. Final transition to electronic PTS, as expected, will take place on July 1, 2018. After this date "paper" passports will not be issued. However car owners with the operating paper PTS will be able to continue by them to use as obligatory replacement of paper PTS on electronic is not provided, explained in Rostec.
Transition to the electronic passport of the vehicle at the same time will not change usual logic of document flow — car owners on hands will still have purchase and sale agreements and, after registration, the Registration certificate of the vehicle.

Data in electronic passports
Data which should be surely specified in the electronic passport of the vehicle and an order of their formation and providing are defined by the Resolution. According to Rostec, additional data will contain information on the owner, maintenance inspection, maintenance and repair work, a run, on imposing (removal) of restrictions (encumbrances), on insurance and insured events (including data on road accident) and also other information entered by the owner. At the same time providing data on the owner is supposed on a voluntary basis — according to the Federal law of July 27, 2006 No. 152-FZ "About personal data".
Thus, the Russian car owners will have an opportunity of creation of the most complete history of the vehicle based on data from the credible sources including information on restrictions and encumbrances (pledge, arrest and other), about insurance and insured events, about road accident, repair and passing of TO.
Cost of services
The extreme amount of payment of services determined by the Government, the systems of electronic passports provided by the administrator for car makers and the organizations authorized for execution of electronic passports will be no more than 250 rubles while the extreme size of cost of the services provided by authorized organizations to owners of vehicles will not exceed 600 rubles.
| ||After transition to use of electronic passports of vehicles in Russia economy of purchase costs of the PTS forms, their transportation and storage, utilization of the damaged forms, purchase and the subsequent maintenance of office equipment will make not less than 1 billion rubles a year. Economy of the labor costs connected with registration and making changes in paper PTS — not less than 3.5 million man-hours a year — were counted by the Minister of Industry and Trade of the Russian Federation Denis Manturov. 2017: Car makers ask to postpone transition to electronic PTS
In April, 2017 the Kommersant newspaper announced a request of car makers to transfer transition to the electronic passports of vehicles (EPV) as this a system, according to them, needs completion.
On April 12, 2017 the Deputy Minister of Industry and Trade Alexander Morozov, acting on the Convention of the Russian automobile dealers, said that a design of electronic PTS will begin since July 1.
The car maker or his representative will register such EPTS. Upon purchase the new machine will get electronic PTS which unique number or VIN together with the purchase and sale agreement should be told the inspector of traffic police for registration of the vehicle.

As told the edition a source in the industry, many carmakers support transfer of EPTS at least till 2018 for "soft junction and stable functioning of a system". According to car makers, in a system there are too much uncertainty — from assignment of rights of property and a design of import cars to need to have the electronic digital signature for ownership of machine.
Especially sharply, according to the vice president of GAZ Group Elena Matveeva, there is a question of registration of EPTS with dorabotchik of commercial transport in small and medium business, "many of which have no own information system". In group consider that the transient period should be prolonged "at least for half a year".

The regulating documents and actions
In March, 2013 Russia signed the agreement on introduction of uniform forms of the passport of the vehicle and the organization of the systems of electronic passports of territories of the countries of the Customs union (Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia). According to the document to begin to apply electronic passports it was planned since January 1, 2015, however afterwards the date of start of the systems of electronic passports was postponed.
In August, 2014 the agreement on the organization of works on preparation of documents and holding the actions necessary for project implementation was signed. The new term of input of systems in operation designated July, 2015. The administrator of the systems of electronic passports of vehicles, according to the agreement, defines JSC Elektronny pasport entering into structure of Rostec. As of March, 2015, the company holds necessary events for the organization of the systems of electronic passports.
As of March, 2015 in "The electronic passport" indicate entering of a number of changes into the Russian regulatory legal acts necessary for functioning of systems the need. according to the presentation published in March, 2015 it is going to make the changes in the Tax Code of the Russian Federation allowing to levy a payment for state services, connected with execution of electronic passports of vehicles and introduction of changes in them.
Also the company requires to define legislatively it as only contractor of service in implementation of function of the administrator of the systems of electronic passports according to the legislation on purchases and to define an order of financing of the administrator for providing service at the expense of the funds raised in the form of the state fee at registration or making changes in the electronic passport.
Contents of the passport of the vehicle
Follows from the presentation of the Electronic Passport company determined by the administrator of the systems of electronic passports that it is going to register electronic passports of several types: electronic passport of the vehicle, electronic passport of the chassis of the vehicle and electronic passport of the self-propelled machine and other types of the equipment.
As well as paper passports, the electronic passport of the vehicle will be had by unique number. It should contain identification signs of the vehicle (such as name and category of the vehicle, model and number of the engine, color of a body, date of production, etc.), information on insurance, obligatory checkups, etc. It is supposed that the passport will have the different statuses: the existing electronic passport, incomplete, cancelled, extinguished and also the electronic passport of the utilized vehicle.
Registration and making changes in the electronic passport
As "final instance" on registration and making changes in electronic passports of vehicles, according to the presentation "The electronic passport", the Ministry of Internal Affairs should act. It is going to make the changes in the Tax Code of the Russian Federation allowing its structures to collect duties on these services. For execution of the electronic passport it is offered to set duty at the level of 800 rub, and for making changes – 350 rub that corresponds to the amount of duties for paper passports.
Grant access rights in the systems of electronic passports and accompany process of primary design and filling of electronic passports there will be "An electronic passport", follows from the presentation of the company about the project.
In addition to the Ministry of Internal Affairs, authorized organizations (for the imported vehicles, the chassis, self-propelled machines), manufacturers of vehicles (for new vehicles, the chassis, self-propelled machines) and also divisions of the administrator of electronic passports will also be able to get access to systems (for the vehicles which are in operation and self-propelled machines).
Information resources of the systems of electronic passports
About the systems of electronic passports of vehicles follows from the presentation of Minpromtorg that they will be able to interact with systems containing data on checkups (operators of TO, service station), data on payments (customs and tax authorities), the systems of insurance of the CMTPL and KASKO, systems with data on road accident (registration bodies, insurance companies), etc.
Advantages of electronic passports
In the presentation "The electronic passport" as advantages of use of electronic passports of the vehicle is specified reduction of time for rendering service in registration of the vehicle, an output from turnover of paper passports and the cost reduction connected with it from the budget, optimization and transparency of formation of data of GTO and the CMTPL, improvement of quality of acceptance of management decisions, formation of statistical data for the different purposes, etc.
In the same place it is noted that introduction of electronic passports is "a real step on information integration in customs union". Electronic passports will allow to simplify procedures of a customs clearance and issue of vehicles.
