2020: Creation of a system

On April 23, 2020 it became known of creation in Russia of a single system on control of the violations of traffic regulations recorded by road cameras. Project cost is estimated at 100 million rubles, the term of system deployment will be from two to five months.

According to Izvestia with reference to materials of the National Technology Initiative (NTI) Avtonet, it is about creation of the uniform federal center of automatic fixing of violations of traffic regulations (TsAFAP) where information from all cameras of photo and video fixing on roads of the Russian Federation will arrive.

In Russia the uniform IT system for road cameras is created

The representative of NTI "Avtonet" confirmed to the edition work on TsAFAP and reported that the pilot prototype of a system is developed by NP GLONASS.

Processed in uniform TsAFAP the photo and video fixings of each region given from cameras will be unloaded in the corresponding regional systems for pronouncement of resolutions on violation of traffic regulations. According to authors of an initiative, a new system will allow to exclude not installation of cameras in not put places, illegal penalties and also to limit access for the third parties to personal data of drivers. Besides, within TsAFAP it will be possible to create uniform base for automatic search of vehicles.

The vice president of NP GLONASS for technologies Evgeny Belyanko told the edition that check of access for staff of operating organization to information of uniform TsAFAP will be performed using the electronic signature. And all loaded materials — to be rechecked on compliance to requirements of the Ministry of Internal Affairs, unconditioned — automatically to be rejected.

According to Izvestia, creation in the country of a federal system of automatic fixing is also supported by the Ministry of Internal Affairs.  According to the source newspapers, in several regions the pilot project is already started to roll the new principles of its work.^[1]
