Installation more than 112 thousand intelligent metering devices in the Kaliningrad region

On November 16, 2020 it became known that "Rosseti Amber" across all Kaliningrad region installed more than 112,000 intelligent metering devices (MD) which are automatically transferring indications at the same time.

The duty to install only intelligent metering devices at the guaranteeing suppliers and the electric grid companies under the law arises since January 1, 2022. However "Rosseti Amber" started program implementation of development of accounting systems by some of the first in Russia, since 2012. For November of 78% of points of accounting of the company are already equipped with "smart" PU.

Except automatic transfer of indications, owners of smart meters receive several advantages. In particular, service quality and reliability of power supply increases. They can obtain online exact information on electricity consumption, manage its volumes and cost. Devices are installed outside premises that allows to make their service, without disturbing the consumer.

At the same time there is a positive effect for power engineering specialists due to increase in payment discipline, reduction of losses of the electric power. So, in many respects thanks to intellectual PU for the last five years of loss in distribution networks are reduced by 6.98% – from 18.44% (in 2015) up to 11.46% (in 2019). In 9 months 2020 of loss are reduced by 54 million kWh of rather same period of last year.

For installation of all-house and room metering devices the guaranteeing electricity provider of the Kaliningrad region - "Rosseti Amber Energosbyt", is responsible legal entities and consumers of individual apartment houses for technical accounting and also installation of "smart" counters – the network company.[1]

Installation of intelligent metering devices

On May 27, 2020 it became known that Rosseti Yantar Energosbyt (JSC Yantaryenergosbyt) completed installation of intelligent metering devices using a modern data transmission technology. Works are performed within implementation of a pilot project according to the concept of Rosseti group "Digital transformation of 2030".

In 20 apartment houses of the Central district of Kaliningrad 115 individual and 7 all-brownies of intelligent metering devices were set.

All works are performed at the expense of power supply company by forces of contract organization and do not require compensation of costs from consumers.

To move to the modern interoperability layer with clients, using technologies, specialists of power supply company carried out market monitoring of hi-tech products of wireless data transmission for electric power metering devices. As a result of the carried-out analysis the decision to test a wireless data transmission technology from intelligent metering devices of a distant range — LPWAN was made.

The project is implemented in the Central district of Kaliningrad where pre-war networks of 0.23 kilovolts and also the modern standard of networks of 0.4 kilovolts are provided. Such conditions will allow to define in a due measure both advantages, and system shortcomings at operation of technology and to draw conclusions on operability of a system on all region.

Thanks to implementation of intelligent metering devices consumers had a possibility of flexible change of a rate for economy of money. Besides, now they do not need to transfer indications to power supply company monthly. Accounting systems can do it remotely. It is especially important that such procedure of data collection will help to exclude the probability of obtaining the receipts created on the basis of the standard. Charges will be made on the actual consumption, thanks to it the probability of formation of debts and overpayments will decrease.

Implementation of this pilot project will increase efficiency and quality of the rendered services and also their availability to consumers[2].
