Rostelecom has the right to stop work of the DPCs for 15 minutes a year

The right to stop work of DPCs for 15 minutes a year

The company "Rostelecom" can stop work data processing centers where the data on transactions in the field of real estate registered Rosreestr only for 15 minutes a year are stored, reported on October 10, 2018 news agency TASS with reference to the words of the Deputy Minister of Economic Development Russia Victoria Abramchenko.

The contract signed on provision of services with Rostelecom provides receiving service constantly. In the contract it was put that within a year Rostelecom can be engaged in some technical works no more than 15 minutes, i.e. the DPC can stand no more than 15 minutes a year — the representative of the Ministry of Economic Development of the Russian Federation opened conditions of interaction between the state organizations.

The statement of Rosreestr is caused by the failure in work of the operator which happened in August, 2018 which services data storage of the Uniform state real estate register. Then Rostelecom received penalties for service quality. The size of a penalty is not disclosed. The company explained that failure in the software of the equipment on which the applied systems of Rosreestr are unrolled was the cause of a problem.

As noted, as of October work on prevention of similar situations in the future is conducted. According to Victoria Abramchenko, in the national project on digital economy the principles of ensuring reliable data storage are underlain.^[1]

Failure in work of Rosreestr. Reasons

On September 3, 2018 failure in work of the IT system of Rosreestr was completely eliminated and also the reasons of malfunctions became known.

On August 20 there was a failure in the system providing acceptance and processing of applications for rendering public services of Rosreestr because of accident in the rented data center of Rostelecom.

On August 22 department announced recovery of work of DPC, but warned about possible increase in terms of registration of the real estate in connection with the collected number of addresses. Complete recovery was planned by August 23, but the 28th Rosreestr reported that it did not occur. Then Rostelecom called other term of return of state services of Rosreestr to the normal mode of work — on August 31. But also it did not turn out.

Failure in work of Rosreestr of communication with the free software

Since September 3 as declared in Rostelecom, Rosreestr began to render services in new statements in the normal mode and also to gradually process the collected requests. It is planned that transfer to reserve capacities of software tools will be complete within two weeks.

According to Kommersant with reference to the press service of Rostelecom, failure in work of Rosreestr is connected with malfunctions in software of the equipment on which the applied systems of department are unrolled. On the page on Facebook the managing director of Rosplatforma developer Vladimir Rubanov with reference to the sources specified that accident can be connected with failure in work of the free software of Ceph (represents the distributed data warehouse). The same version was put forward in one of the closed Telegram chats with reference to the employees servicing a system in Rosreestr.

According to the edition, the Tioniks company had to be engaged in completion of Ceph child to Rostelecom. On its website it is specified that the company is "a national operator of cloud services on the basis of solutions of OpenStack and own developments".^[2]
