The deputy administrator of Treasury - about the first results of centralization of accounting
Alexander Albychev, the deputy manager of Federal Treasury, told about the first results of centralization of accounting in the federal executive authorities (FEA), speaking at the TAdviser SummIT conference on May 29, 2019.
As a result of project implementation authorities will stop separate purchases of accounting software and will pass to single solution in which creation the Treasury is engaged.
Alexander Albychev noted that the project difficult, and within it two problems are in parallel solved. The first task – technology: transfer to uniform service maintenance of accounting systems, their transfer to uniform DPC Minfina. The second task – functional and longer: delegation of power of conducting accounting.
Since January, 2019 the first 12 authorities with necessary powers conduct payroll and the reporting in a single system. Further gradual transfer of state agencies on new model of accounting assumes that in 2021 51 federal executive authority will already work in the centralized environment.
Historically it developed so that in FOIVAKH departments of accounting where all organization brought the mass of paper documents then data of these documents are entered into an information system worked, Albychev tells. Now the main objective – to break off this principle, and as in classical ERP systems, to minimize paper document flow and to provide integration with other IT systems. As of May, 2019 accounting electronic document management makes about 35%.
One of the main business processes is a unified information system of management of personnel structure. Her operator is the Ministry of digital development. Since January, 2019 all federal executive authorities conduct the personnel production in this system. With it accounting systems of a federal executive authority are also integrated.
One more integrated service is implemented with payment system of Treasury. Here the basic principle – it is necessary that directly from the systems of accounting all requests for payments directly came to payment system.
The accounting system is integrated also with a single system of state procurements. As of May a part of work is already done. In particular, it concerns smart contracts. One more important system with which integration is carried out, - "The electronic budget".

The plan of transition of a federal executive authority for the centralized accounting
On October 31, 2018 in Ministry of Justice the order of Treasury setting the diagram of transition of the federal executive authorities (FEA) and state subordinated organizations to the cloud system of conducting budget accounting and also payroll was registered According to it, Minpromtorg, the Ministry for the Development of the Russian Far East, the Ministry of Agriculture, Ministry of Construction, the Ministry of Finance, the Ministry of Telecom and Mass Communications, the Ministry of Economic Development, etc. will become the first departments which will be connected to the centralized software for accounting in 2019.
Among departments which will be connected by the last to service there will be a Federal Road Agency, Federal Tourism Agency, Federal Agency of Sea River Transport, Federal Air Transport Agency, etc. the Ministry of Health and FTS also in the ranks of the last: their connection should take place by January 1, 2020.
In total the plan covers 49 federal agencies. In it there is no Federal Accreditation Service which is connected to a system within a pilot project too. Thus, centralization will affect 50 FOIVOV.
Total number of federal agencies is about 80. It is not going to connect, in particular, security agencies.

Until the end of 2018 1C will start a pilot project on transition of federal bodies to the cloud system of accounting. Earlier same year the company won the corresponding tender of Federal Treasury for execution of works on creation of a management subsystem non-financial assets, management subsystems with the personnel, to development of a subsystem of accounting and the reporting of the state integrated information management system by public finance "The electronic budget".
The volume of the contract with Treasury for accomplishment of these works was about 183 million rubles.
Technology cloud service developed by 1C within the project is based on the solutions deployed in service "1C: Fresh", but them it is necessary to finish under specific requirements of Treasury, Marina Slesarenko told TAdviser of the deputy director of 1C on work with corporate clients. A system will be more complex and will be integrated with a part of the information management system public finance "The electronic budget". It should provide end-to-end, deeper automation and robotization in comparison with "1C: Fresh" in a "classical" configuration.
It will be deployed the service as a private cloud on computing resources of Treasury. One of solution specifications – it should have a possibility of functioning it is specified OS and DBMS which are present at the register of domestic software in terms of reference.
At a stage of a pilot project the Treasury with a part of territorial authorities and Federal Accreditation Service with all territorial authorities will be connected to a cloud service within trial operation, Marina Slesarenko says.
In total within the order of the Government of the Russian Federation on transition to a cloud solution about 1.5-2 thousand legal entities will be connected. For further connection to service of others FOIVOV new competitions will be held and to be attracted new contractors.
Earlier implemented the similar large-scale project on development of service of cloud accounting of 1C for state agencies of Moscow. Marina Slesarenko notes that the project with Treasury is more difficult. At it there is a big territorial separation and features of processes of different federal executive authorities.
In June, 2018 there was government decree N 658 about the centralized purchases of the office software and also software for conducting budget accounting and software in the field of information security. The document defined Federal Treasury responsible for the centralized purchases of software for conducting budget accounting for the federal executive authorities (FEA) which management of activity is performed by the Government of the Russian Federation, and state organizations subordinated to them.
As a result of the carried-out analysis of the systems of budget accounting in state agencies of the federal Treasury level found out that about 60% of administrators of means of the federal budget and about 70% of organizations subordinated to them use software on the platforms "1C: Enterprise".
At the level of the Ministry of Finance and Treasury the decision on implementation of accounting and salary subsystems of "The electronic budget" on the 1C: Enterprise platform based on the 1C: Budget Institution Accounting and 1C: Payroll and personnel of public institution configurations was made.
Mass centralization of accounting software of federal agencies based on DPC of Treasury should take place in 2-3 waves in 2019-2020.
