Through thorns to Smart Grid. As MOESK will force "grow wiser" power supply networks in Moscow

By 2023 MOESK, the largest supplier in the market of power grid services in Moscow and the Moscow region, is going to implement the project of creation of intelligent distribution networks (Smart Grid) in one of territories of service - in Nova Moskve. On this pilot zone MOESK "will roll" technologies which then can be applied to intellectualization of networks in all Moskve. About how this project moves ahead and its main difficulties in MOESK told TAdviser in June, 2017.

What intelligent networks will give

Smart Grid will allow to provide complete observability and controllability with the electric network, to automatically reveal emergency shutdowns and remotely to liquidate them, without departure of crew, calculate in MOESK.

In addition, due to implementation of the MOESK new technologies is going to increase reliability of networks and to reduce values of transmission losses of the electric power.

Why New Moscow

New Moscow was annexed to the capital in 2012. According to the Moscow Department for the Development of New Territories, as of 2017 in Nova Moskve about 320 thousand people live, and by 2035 about 1.5 million people will live according to the plan.

MOESK told TAdviser that New Moscow was selected for implementation of a pilot project on creation of "smart" networks not accidentally. This territory dynamically, promptly develops, needs new capacities and reliable, high-quality and regular power supply, speak in the company.

The territory Nova Moskvy dynamically develops and ensuring her regular power supply is a priority task of MOESK. Now New Moscow actively is under construction and requires reconstruction and input of new infrastructure facilities including power grid objects. Now it is a high time to execute active junction on "smart" networks, - the director of the department of the MOESK electric modes Denis Dogadkin noted in a conversation with TAdviser.

Technology component

Upgrade of networks on a ring topology

One of components of the "smart networks" project in Nova Moskve - upgrade of distribution networks on a ring topology. As of the middle of 2017 works on design of the redundant circuit are conducted. Within the project existing will be reconstructed and to be under construction new distribution points and transformer substations, to be laid to a transmission line (power transmission line).

Now in the territory of Nova Moskvy the majority of transmission lines of raspredsety have radial topology, and at technology violations power engineering specialists have no opportunity to make switchings to reserve power capability. Construction of the new power transmission lines on ring circuit will solve this problem, and modernization of networks considerably will increase reliability of power supply, – the branch director MOESK New Moscow Evgeny Golubchenko notes.

Implementation of the target program of cross-over of network is planned for 2017-2022.

Project implementation is expected several years

Automatic equipment and Smart Metering

All again mounted and upgraded equipment will be equipped with modern devices of relay protection and automatic equipment. Special attention is paid to creation of a modern system of collecting and signal transmission of telemechanics and the electric power fiscal metering system (a so-called "smart" system - Smart Metering). MOESK expect that all this to allow to make network observable and managed, to increase the speed of decision making and to considerably lower time of elimination of technology shutdowns.

Communication channels will be integrated into a single system of control of power supply networks (SCADA (a subsystem of supervisory control and data collection) / OMS (a management subsystem emergency shutdowns) / DMS (a management subsystem a distribution network).

Installation of reklouzer

Other MOESK target program which implementation will make network "more smart" includes installation of reklouzer in networks of 0.6-10 kV. Reklouzera - the commutation device on the basis of the vacuum circuit-breaker which is automatically disconnecting transmission lines in case of accident. They allow to define and localize authentically the place of damage of an aerial line, explained in MOESK. Thus, during technology violations it is not required to disconnect all power transmission line but only abnormal section of a distribution network. Need to perform many kilometers inspection of lines for search of the place of damage disappears. It with an accuracy of meter will be specified by the system of telemechanics.

By 2023 it is going to set about 800 reklouzer. MOESK say that all of them and on technical characteristics allegedly do not concede domestic production to the international standards.

Project Progress

2017: Preproject study

In June, 2017 in MOESK told that in the company preproject study on Nova Moskve is conducted and also corporate procedures, necessary for implementation of design and exploration work, are performed.

Project implementation duration on transition to Smart Grid to MOESK is explained with complexity and scale of the project.

MOESK carries out research and development by determination of a necessary implementation scope of the technical solutions providing implementation of complex approach on implementation of technologies of intelligent distribution networks. Results of this work will be considered when implementing the Smart Grid project in the territory of MOESK branch – New Moscow, - note in the company.

2012-2015: Experiments

Plans to pass to Smart Grid appeared at MOESK for a long time, the company experimented several years with such technologies. For example, in 2012 it was talked of pilot projects on implementation of Smart Grid technologies in two territories – the Lyubertsy fields of aeration and in Shcherbinka. In 2015 tested MOESK Smart Grid and Smart Metering technologies in pilot zones in the Ruza and Mozhaisk districts.

Perspectives of implementation of Smart Grid in other Moscow

Denis Dogadkin from MOESK considers that in other Moscow the big resource on ensuring reliable power supply is put. At the same time, intellectualization of network in other Moscow is a long and expensive process.

One of the large-scale planned projects in this direction is implementation of SCADA of a system in MOESK branch "Moscow cable networks", Dogadkin in June, 2017 told TAdviser. In other Moscow as of the middle of 2017 the company has no exact plan for deployment of "smart" power supply networks yet.
