Start of the project

Within 12 months at schools of Moscow it is going to complete the first stage of connection to service of cloud accounting, the head of the city Department of Information Technologies (DIT)Artem Yermolaev at the beginning of June, 2014 [[Yermolaev Artem Valeryevich|]] told TAdviser.

Basis of the solution to which connect the Moscow schools the cloud solution " makes 1C: Fresh".1C (on behalf of "SPC of 1C) according to the results of an open competition was selected by the contractor on project implementation.

1C told TAdviser that until the end of 2014 it is going to connect to a cloud service of 300 schools, and their total quantity should make further about 1000 organizations. As of the beginning of June, 2014 personnel records are connected at all 300 schools and there is implementation of modules of accounting and payroll, speak in 1C.

In view of the fact that in formation of Moscow actively there is a consolidation of educational institutions, exact number of jobs, covered by a cloud service upon completion of the project, in 1C found it difficult to call. According to preliminary estimates the companies, it should be about 10-12 thousand jobs.

According to Artem Yermolaev, it was initially going to implement completely the project within two years, however the Head of Department of formation of MoscowIsaak Kalina asked to make it quicker in this connection DIT tries to accelerate works.

Transparent accounting

The head of DIT of Moscow told TAdviser that the decision on transfer of schools of Moscow on cloud accounting was made after the pilot project in Zelenograd completed by the end of 2013. In its framework about 100 organizations in the field of education and culture were connected to a cloud service of accounting.

Isaak Kalina in a conversation with TAdviser noted that as a result of project implementation in Zelenograd accounting of schools became absolutely transparent: "now we see everything that happens in these schools with all resources", he told. Increase in transparency of accounting is noted also by Artem Yermolaev.

"The main difference between management accounting and accounting is that when any management accounting prepares, it is possible to enter any digit in it, it cannot be checked. The accountant bears criminal liability for introduction of malformed data. Having implemented cloud accounting in organizations of Zelenograd, we could see real digits on the salaries of teachers how many schools spend budgetary and extrabudgetary funds, etc.", - the head of DIT of Moscow told TAdviser.

Within a pilot project in Zelenograd for providing service it was also used by software of 1C, and the solution in DPCof Electronic Moscow was based. Before budgetary institutions conducted accounting in software set on local computers.

Earlier Yermolaev told TAdviser that to cloud accounting it is also going to transfer organizations in the field of housing and public utilities and culture, and further - and departments of the city government. How many state institutions of Moscow eventually will be connected to service, Yermolaev found it difficult to call.

"We will look how this project will go. At such level still nobody did it. If a system works with performance, sufficient for the user, we will increase their number. Any systems have the problems. Sometimes we have problems with systems in which more than 20 thousand users work", - the head of DIT of Moscow told.

Main difficulties

In June, 2014 the deputy director of 1C on work with corporate clients Marina Slesarenko told TAdviser about the main difficulties connected with project implementation on connection of schools of Moscow to service of cloud accounting.

First of all, she notes difficulties of organizational character: organize simultaneous enforcement of service in so large number of organizations - very uncommon task, she says. According to the deputy director of 1C, especially for this project the strong project team was created both from the contractor, and from the customer. In addition, based on one partner company of 1C the auditor of the project which carefully controls all project deliverables and compliance of a system to user requirements was created.

The second complexity Marina Slesarenko calls training of end users of a cloud service. In order that qualitatively to carry out it, two steps of training are provided. The special electronic rate which users of cloud accounting can pass in schools remotely, in particular, was developed for the first of them.

The second stage is a bringing training to necessary level internally in workplaces. If distance learning can be that who worked in the systems of 1C earlier quite enough, then resident instruction is expected, first of all, those who have no such experience. According to Slesarenko, the essential number of users worked in DOS systems for accounting earlier. Like those can at all not be able to address with Windows applications, and with them internal work is required.

Difficulties technology go the third point. During creation of a system of level of the city especially scalable and sustainable solution is necessary. The special team of experts on technology questions which provide observance of conditions of SLA with the customer was for this purpose created.

"If in a single cloud system there is a failure in one place, it means that nobody will be able to log in. In the project progress in Zelenograd on which the cloud solution for schools "was rolled" in case of the failures natural to a pilot project, the complaint reached up to the deputy minister's level, - Marina Slesarenko says. - Therefore the skill level of a command plays a huge role when it is necessary to provide extremely severe conditions on availability of service".

The deputy director of 1C on work with corporate clients adds that especially for it the test zone through which all completions according to requirements of the functional customer are carried out was created and also updates of a system are regular changes of the legislation.

Slesarenko also noted that the present project at the Moscow schools is for her company the largest of all earlier implemented from the point of view of centralized connections to cloud services.

Project Results

In June, 2015 the head of department of industry projects of Department of IT of Moscow Kirill Kuznetsov told about translation results on cloud accounting based on "1C: Fresh" educational and cultural city institutions and also housing and public utilities. According to him, on the middle of year budget account in a cloud is kept already by 99% of educational institutions of Moscow - it is about 4 thousand organizations if to consider them outside integration of structure which is conducted in Moscow.

Kuznetsov added that in 2014 in the Moscow Department of Education the personnel subsystem of a cloud service which provided uniform maintaining the personnel and a possibility of control of income of heads of educational institutions in a binding to KPI of these organizations was also implemented.

As for other organizations, in a cloud to the middle of 2015 passed 37% of housing and public utilities organizations and 27% of cultural institutions to budget accounting. Partially the Department of sport of Moscow is also connected to a system. In total in a system more than 10 thousand employees of budgetary institutions of Moscow work, the representative of DIT provided data.

Among the most important results achieved due to transition to a cloud service, the representative Kirill Kuznetsov calls significant economy of costs for maintenance of accounting of accounting and the personnel which, by calculations of DIT, makes more than 1 billion rubles a year for the cost reduction account of maintenance by 10 times. Besides, paper document flow in organizations was reduced by 62%, labor costs for the realization account of the rule of "single input" of information were reduced, operational collecting of the analytical reporting is provided.

Increase in transparency of accounting and financial control became important result which was initially going to be reached. Now through a single window on each organization it is possible to see detailed financial performance. With transition to a cloud service the management of city departments to which organizations submit could see different deviations in indicators.

"In housing and public utilities organizations, for example, we saw that there very different salaries what was strong surprising to us, - Kirill Kuznetsov says. – And these data were cleaned because at the very best beginning we saw salaries on janitors in the amount of 300-400 thousand rubles. With respect thereto there was a question: what is it? Cashing in of means then to pay illegal immigrants who work for kopeks? Errors in accounting?"

Replication of a cloud system of 1C in education, cultural institutions and housing and public utilities should come to the end in 2016.

Kirill Kuznetsov told TAdviser that in addition to organizations in the field of education, cultures and housing and public utilities a cloud service of 1C for automation of a number of processes also use the Moscow Department of Trade and Services, Promotion department and the Spetsgostekhnadzor. The number of users in each of them makes on some hundreds. Transition to cloud services in these organizations began in 2012, he added.

The representative of DIT also shared with TAdviser that in addition to 1C for the project of transition to cloud accounting their department considered, including, and SAP as the potential supplier of a cloud service, however it did not approach because it "expensively and long". An important factor was also the fact that at 1C service the interface is simpler and more usual for users, Kuznetsov noted: "if we transferred users to absolutely new product, I think, we would face sabotage from many of them". Plus was also the fact that, using the solution of the Russian supplier, DIT did not touch on the issues connected with rate fluctuations of currencies and sanctions, Kirill Kuznetsov noted.

He added in a conversation with TAdviser that in the Moscow Department of Healthcare, partially – in housing and public utilities organizations and cultures for automation of accounting, registration of personnel and payroll calculation one more Russian cloud system – Parus is used.

2016: Project Results

On June 16, 2016 1C Company announced results of the project of transfer of accounting and personnel records of 1.5 thousand Moscow enterprises (total number of users> of 10 thousand: education and health care, department of culture and Moscow Department of Physical Culture and Sport, prefectures)[1].

The project of transfer of the Moscow organizations in a cloud differed in extreme complexity, Artyom Yermolaev and contractors – in particular, the head of 1C-Rarus company Dmitry Kazachkov noted. It was difficult to overcome organizational problems – users hardly refused usual software products.
